SUBJECT:
Resolution 2003-103 Supporting the Development of a Shane's Inspiration Playground in Fort
Collins.
RECOMMENDATION:
Staff recommends the adoption of the Resolution.
FINANCIAL IMPACT:
The development of the playground would need to be funded through a partnership of City and
private funding. The cost of the playground has not been determined at this time.
Operation and maintenance of the playground would need to be budgeted in future Parks
Maintenance budgets. The cost of operation and maintenance has not been determined at this
time.
EXECUTIVE SUMMARY:
The City of Fort Collins has an extensive park system with numerous playgrounds that allow for
inclusion of all children. Play equipment in the playgrounds allows for access by children with
disabilities. Accessible surfacing, routes and transfer points provide disabled children the
opportunity to play along side able-bodied children. The opportunity to enhance our playground
system with a totally accessible playground is exciting for the community. The City working
with visionary community leaders, can make this playground a reality for all children.
Shane's Inspiration is an organization that helps communities create a universally accessible
playground environment where all children can play together at the highest level of their ability.
The playground design provides sensory-rich and physically challenging equipment for
independent play with the opportunity for disabled and able-bodied children to experience and
accept one another. These playgrounds enhance a child's emotional, physical and social
development, as well as teach compassion and acceptance.
RESOLUTION 2003-103
OF THE COUNCIL OF CITY OF FORT COLLINS
SUPPORTING THE DEVELOPMENT OF
A SHANE'S INSPIRATION PLAYGROUND IN FORT COLLINS
WHEREAS,Shane's Inspiration is an organization that helps communities create universally
accessible playground environments; and
WHEREAS, Shane's Inspiration playgrounds are designed to be universally accessible,
allowing both disabled and able-bodied children to play and interact together to the highest level of
their abilities; and
WHEREAS, the City's park system would be enhanced and the Fort Collins community
enriched by the addition of such a playground; and
WHEREAS,the City Council recognizes the valiant efforts of the community members who
introduced this concept into the City of Fort Collins park system at Rolland Moore Park in 1986 by
building equipment for disabled children; and
WHEREAS, the efforts of these community members have stimulated the need for a new
inspirational park which would be 100% universally accessible; and
WHEREAS, the Council is hopeful that, in the future, Rolland Moore Park will meet this
need by being 100% universally accessible; and
WHEREAS, the Council also recognizes the volunteer efforts of the Inspirational Park
Board, consisting of Brownie McGraw, Mark Driscoll, Don Unger, Tim O'Neill, Craig Secher,
Sonny Lubick, Bill Neal, Bob Powell, Rulon Stacey, and Stephen Sutter, who have charged
themselves with raising the necessary funding and orchestrating a Fort Collins Inspirational Park.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section1. That the City Council hereby supports the development of a 100%universally
accessible playground as part of the City's park system.
Section 2. That, to the extent the Parks Maintenance budget allows, the City should
assume the cost of maintenance of such a facility once it is constructed.
Passed and adopted at a regular meeting ofthe City Council held this 16th day of September,
