SUBJECT
Resolution 2004-113 Relating to the Creation of an Ongoing Economic Vitality and
Sustainability Action Group and Action Plan.
RECOMMENDATION
Staff recommends adoption of the Resolution.
FINANCIAL IMPACT
No direct financial impact. Support of the Panel's work will require expenses associated with
research, data analysis, community discussion, and the preparation of written reports. These
activities can be performed utilizing current staff and funding resources.
EXECUTIVE SUMMARY
On February 3, 2004 City Council adopted Resolution 2004-016 establishing an Economic
Vitality and Sustainability Action Group (EVSAG Task Force). The group was charged with
creating an Economic Vitality and Sustainability Plan, establishing guidelines for utilizing
Economic Vitality and Sustainability Funds, and providing a report and recommendations to
Council. EVSAG report recommendations are being addressed in this Resolution.
The recommendations calling for a continuation of community dialogue and the creation of an
ongoing community panel are being addressed by Sections 1 and 2 of the Resolution establishing
the creation of an Economic Vitality and Sustainability Action Group. The recommended group
purpose, size, composition, and appointment process are as follows:
1. The recommended purpose of the group shall be to:
(a) Advise Council, City Manager, and Economic Advisor on the
community's economic conditions and continue the dialogue
concerning economic vitality and sustainability issues.

(b) Work with City staff to convert the EVSAG report's strategies and
tactics into an Action Plan.
(c) Work with staff to monitor action plan accomplishments and report
to Council, on an annual basis, the issues encountered and progress
made in improving the economic vitality and sustainability of the
Fort Collins community.
2. A panel size of 8-12 community members is recommended.
3. Staff recommends that the EVSAG panel should be comprised from a
broad cross-section of the community utilizing a matrix that is based on the
revised North American Industrial Classification System matrix
(Attachment "A") as previously used to determine community leaders
representing economic, social, and environmental perspectives.
4. Staff recommends that one-half of the initial panel be comprised of past
EVSAG members (serving one-year terms) and one-half be comprised of
new members (serving a twoyear term).
5. Staff recommends that panel members be appointed by Council based on
qualifications, knowledge, and community leadership.
The recommendation calling for the creation of an Action Plan based upon the strategies, tactics,
and information contained in the EVSAG report is being addressed by Section 3 of the proposed
Resolution directing the City Manager to create an Economic Vitality and Sustainability Action
Plan based upon the themes, strategies, tactics, and information contained in the EVSAG report.

RESOLUTION 2004-113
OF THE COUNCIL OF THE CITY OF FORT COLLINS
IMPLEMENTING CERTAIN RECOMMENDATIONS
OF THE CITY'S ECONOMIC VITALITY AND
SUSTAINABILITY ACTION GROUP
WHEREAS, by the adoption of Resolution 2004-006 on January 6, 2004, the City
Council established an Economic Vitality and Sustainability Action Group ("EVSAG") for the
purposes of developing an Economic Vitality and Sustainability Plan for the City, establishing
guidelines for funding an Economic Vitality and Sustainability Fund, and providing a report and
recommendation to City Council; and
WHEREAS, the EVSAG has met and formulated recommendations which have been
forwarded to the Council and is seeking direction from the Council with respect to future action
for ensuring the economic vitality and sustainability of the Fort Collins community; and
WHEREAS, among the recommendations contained in the EVSAG report are the
creation of a blue ribbon panel of Council appointed community members which would continue
to discuss and implement economic vitality and sustainability issues; the continuation of the role
of the staff Economic Advisor and expansion of the duties of that position; and the creation of an
Economic Vitality and Sustainability Action Plan based upon information contained in the
report; and
WHEREAS, in response to the report, the Interim City Manager is prepared to expand
the duties of the Economic Advisor in accordance with the EVSAG recommendations; and
WHEREAS, in further response to the report, the City Council wishes to establish the
aforementioned panel and adopt an Economic Vitality and Sustainability Action Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS as follows:
Section 1. That the City Council hereby establishes an Economic Vitality and
Sustainability Panel (the "Panel"), which shall: (a) serve as a forum for the continued discussion
of economic vitality and sustainability issues; (b) provide information and advice to City
Council, the City Manager and the Economic Advisor on a regular basis; (c) provide guidance in
the creation and implementation of a formal action plan; (d) facilitate partnerships that lend
organizational support for the implementation of economic vitality and sustainability partnership
strategies; and (e) report to City Council, on an annual basis, progress achieved towards
improving the economic vitality and sustainability of the Fort Collins community.
Section 2. That the Panel shall be established for an initial period of two years, at which
time the City Council shall decide whether to continue the Panel.
Section 3. That the Panel shall consist of an even number of members, ranging from
eight to twelve, to be appointed by the City Council as follows:
(a) One-half of the Panel members shall consist of former members of the
EVSAG, which members shall serve for one year, and shall thereafter be
replaced by other former members of the EVSAG; and
(b) The other half of the Panel shall consist of such other members as the City
Council shall deem appropriate, which members shall serve for a term of
two years.
Section 4. That the City Manager is hereby further directed to create an Economic
Vitality and Sustainability Action Plan based upon the themes, strategies, tactics and information
contained in the EVSAG report.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins held
this 21st day of September, A.D. 2004.
