SUBJECT:
First Reading of Ordinance\o. 2,2000.Appropriating unanticipated Revenue in the General Fund
for the Police Services Victim Services Team.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading.

The City has received a grant for the Victim Services Team from the Eighth Judicial District Victims
and Law Enforcement (V.A.L.E.) Board in the amount of$19,000 for the addition of a part-time
victim advocate and related equipment. The grant requires an in-kind match that is met by the
110 existing Police Service budget.
EXECUTIVE SUMMARY:
The Fort Collins Police Services Victim Services Team has been awarded a one-year grant for the
period of January 1 to December 11, 2000. by the Eighth Judicial District Victims and Law
Enforcement (V.A.L.E.) Board to help fund additional growth for this team. Previous V.A.L.E.
grants were received in 1998 and 1999 for $19,500 each year.
The Victim Services Team provides crisis intervention,resource and referral services to victims of
violent crime, as well as in other traumatic situations. Information must be provided to victims
under Colorado State Statutes. The Victim Services Team currently utilizes a staff of one paid
Victim Services Coordinator, and a team of 16-25 volunteer advocates. Because of the growth of
the program and the need to ensure consistent and quality services to the citizens of Fort Collins,the
addition of a part-time paid victim advocate is needed.
These grant monies have been awarded for the salary of a part-time (20 hours per week) victim
advocate, as well as miscellaneous equipment needs for the team. The total award is $19.000.
Duties of the part-time position will include providing direct crisis intervention services for victims
of crime,follow-up with victims while the criminal investigation is on-going,assuring that victims
of crime are provided information relating to the case, and resource and referral information.

The grant requires an in-kind match. This is met by volunteer hours, items that have already been
purchased by Fort Collins Police Services for the implementation of the Victim Services Team(such
as pagers, cell phones, and uniforms), and the salary of the Victim Services Coordinator.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE GENERAL
FUND FOR THE POLICE SERVICES VICTIM SERVICES TEAM
WHEREAS,the City has been awarded a grant in the amount of$19,000 from the Eighth
Judicial District Victims and Law Enforcement (V.A.L.E.) Board to support the City's Police
Services Victim Services Team(the"Grant"); and
WHEREAS, the Grant funds will be used to fund a part-time victim advocate and related
equipment needed for the Victim Services Team; and
WHEREAS, the Grant requires an in-kind match which is met by volunteer hours and the
existing Police Services budget; and
WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year, do not exceed the then current estimate of actual and anticipated
revenues to be received during the fiscal year.
• NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated for expenditure from unanticipated grant revenue in the
General Fund the sum of NINETEEN THOUSAND DOLLARS ($19,000) for expenditure, upon
receipt, in the General Fund to fund additional staff for the Victim Services Team.
Introduced, considered favorably on first reading, and ordered published this 4th day of
January, A.D. 2000, and to be presented for final passage on the 18th day of January, A.D. 2000.
