SUBJECT
Resolution 2004-052 Approving Expenditures from the Art in Public Places Reserve Account in
the Cultural Services and Facilities Fund to Commission an Artist Team to Create Sculptural
Elements for the West Elizabeth Street Project.
RECOMMENDATION
Staff and the Art in Public Places (APP)Board recommend adoption of the Resolution.
FINANCIAL IMPACT
The funds for this item have been appropriated in the Art in Public Places Reserve Account in the
Cultural Services and Facilities Fund. The Art in Public Places program has a maintenance fund
for the long-term care of the APP art collection.
Staff will be using $16,733 of the West Elizabeth Street Project art budget for design, fabrication,
installation and contingency for this project.
EXECUTIVE SUMMARY
This Resolution will approve expenditures of $16,733 for design, fabrication, installation and
contingency for this project. Design Tria will create art elements including banners, bollards, and
lamp post skirts.
BACKGROUND
Section 23-303 of the City Code, which was added in 1995, established the Art in Public Places
Reserve Account, and designated it for use in acquiring or leasing works of art, maintenance, repair
or display of works of art, and administrative expenses related to the Art in Public Places Program,
in accordance with the Art in Public Places Guidelines adopted by the Council in Ordinance No. 20,
1995. The Council permanently adopted the Art in Public Places Program, and reenacted City Code
Chapter 23, Article IX, with certain modifications in 1998.
At its regular meeting on July 16, 2003, the Art in Public Places Board moved to select an artist
team for this project using the Design Consultant Resource List. The West Elizabeth Project team
selected the artist team Design Tria. Design Tria worked with the project team to create a design

concept appropriate to the site. This design concept was reviewed and recommended by the West
Elizabeth Project Team and the APP Board. The APP Board reviewed the design for this project at
the Board's meeting on March 31, 2004.
The artists will design and produce artwork for the streetscape that will include four different
metal banners, each playfully depicting active modes of pedestrian travel. They will also create
twenty-one light posts that will have pre-cast concrete shrouds, some with mosaic tile panels or
steel sculptures. Lastly, eight pre-cast bollards will be created, four of which will be
embellished with ceramic and stone mosaics, and four fabricated with steel pedestrian icon
elements.
A written description and drawings of the proposed work of art are attached as Attachment "A."
The final piece may vary from this description.

WEST ELIZABETH STREET PROJECT
DESIGN TRIA

The West Elizabeth Street Project team decided to create art that
simultaneously promotes safety for pedestrians, is surprising to look at, and
creates a fun identity for the neighborhood. For this design, the pedestrian icon THE
would become the central symbol, literally coming off the signs and taking over
the neighborhood. The pedestrian-friendly scale of the art may inspire motorists
to abandon their cars and check out the art on foot, further promoting empathy
for the sidewalk dweller.
Design Tria has developed three art concepts for this project. First, they will
design and produce four different metal banners, each will playfully depict active
modes of pedestrian travel.
Second, precast concrete light shrouds (skirt-like bases that offer ornament to
the base of a light post) will adorn each of the 21 light posts. The budget for the
shrouds will come out of the project budget earmarked for the purchase of
factory shrouds. At the base of each light post that carries a steel banner, the
shroud will contain two brightly colored mosaic tile panels. All of the 21 concrete
shrouds will have two surfaces adorned with steel plate pedestrian icons. The
icons will appear to be like animation, rising and falling as the participant moves.
With arms stretched upward, they appear to be jumping up and down to seek
attention.
These shrouds will tie in visually with the third component. The Ped-X Art
Gallery is eight precast "bollards" (posts that protect pedestrian's right of way, in
the same form as the shrouds.) Four of the bollards will line the sidewalk entry
for the crosswalk and contain two mosaic art faces. The four bollards on the
pedestrian island will each have square bases to increase their prominence,
two-dimensional steel pedestrian icon sculptures on top and recessed niches to
house art in the form of relief. Each of these recesses will be embellished with
ceramic, mosaic, stone, and steel, all hand crafted by Mario Echevarria.
The pedestrian icon is portrayed with a new vigor and immediacy, drawing
attention to itself. We are striving for increased awareness and alertness from
both the motorist and the pedestrian. Thank you for the opportunity to make the

V. Drake Water Reclamation Facility Presentation
Hoelscher with the Utility Department presented this new project to the board. Due to the new facility at
Drake and Ziegler, the department is required to construct wetlands at the site. The bike trail that goes to the
CSU nature facility will pass this area. Ms. Martin suggested going out for an open call and adding an artist to
the design team.
Ms. Hixon-Cunningham motioned to create an RFP to select an artist to be added to the design team with a
budget up to a maximum of$70,000.
Mr. Sherman seconded.
Approved unanimously.
VI. Southwest Pump Station Presentation
Link Mueller is the project manager on this Water Utility project. A master plan,which was completed in
2002, showed the potential for water pressure problems in the SW part of the city. At new pump station is
needed in order to avoid low water pressure in that area. The architecture of the new pump station will
match the existing buildings at the site. The department will begin construction this July or early August will
the first testing the system in December. Mr. Sherman asked about the possibility of joining this budget and
the upcoming Spring Canyon Park,which will encompass the park site.

Mr. Sherman motioned to work with one or two artists and the design team on both the pump station and
upcoming Spring Canyon Park. The process could be using the Design Consultant Resource List or Request
for Proposal.
Ms. Nixon-Cunningham seconded.

VII. West Elizabeth Street Project
Tom Reiff of the city's engineering department and the selected art team presented concepts for the West
Elizabeth Street Project. This area is a high accident area and improvements planned will include bike paths,
driveway alignment and new sidewalks. The artist team,Design Tria,were selected by the team using the
Design Consultant Resource List. Mario Miguel Echevarria presented the goals of the project and how the
artwork can achieve them. The concept for the art takes the icon from the traditional pedestrian sign and
makes it an active design element. These elements will be portrayed on four light pole banners, eight bollards
and 21 light post skirts. The team has been able to leverage construction money allocated for plastic light
pole skirts and use it for the artist-designed pole skirts. Mr. Sherman asked about the height of the banners
and the potential for vandalism. The team will address that concern. Mr. Needham said that the concept
really fit the area.
Mr. Needham motioned to accept the proposed art vision and recommend to city council for approval.
Mr. Sherman seconded.
Approved unanimously.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES RESERVE
ACCOUNT IN THE CULTURAL SERVICES AND FACILITIES FUND TO COMMISSION
AN ARTIST TEAM TO CREATE SCULPTURAL ELEMENTS FOR THE
WEST EI.IZABETH STREET PROJECT
WHEREAS,the City will soon begin work on the West Elizabeth Street improvement project
(the "Project"); and
WHEREAS, pursuant to Section 23-304 of the City Code, one percent of the funds
appropriated for the Project was required to be set aside in the Art in Public Places reserve account
in the Cultural Services and Facilities Fund, for use in the acquisition or leasing of works of art;
maintenance, repair or display of works of art; and administrative expenses related to the Art in
Public Places Program,in accordance with the Art in Public Places Guidelines adopted by Council
in Ordinance No. 47, 1998 (the "Guidelines"); and
WHEREAS,the Art in Public Places Board(the`Board"),at its regular meeting on July 16,
2003, moved to select an artist from the pre-approved Design Consultant list that was developed
through an RFP process with the City Purchasing Department; and
WHEREAS,the West Elizabeth Project Team selected Design Tria(the"Artists")to create
a design concept appropriate to the Project site; and
WHEREAS,the Board evaluated the Artists'final design at its regular meeting on March 24,
2004, pursuant to the Guidelines; and
WHEREAS, based on that evaluation,the Board voted to recommend the Artists' proposal
for artwork that will include metal banners depicting pedestrian travel, as well as light posts and
bollards embellished with mosaic or sculptural elements (the "Art Project"); and
WHEREAS,the estimated cost to create the Art Project,including commission of the Artists,
fabrication, installation and contingency for the Art Project, is $16,733; and
WHEREAS, those funds are available in the Art in Public Places reserve account in the
Cultural Services and Facilities Fund,and are appropriated as part of the 2004 budget,to provide for
the artist design fees, fabrication, installation and contingency for the Art Project; and
WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the
recommended art be presented for Council review and approval,because the cost of the art exceeds
$10,000.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Council hereby authorizes the expenditure of up to SIXTEEN THOUSAND
SEVEN HUNDRED THIRTY-THREE DOLLARS ($16,733)from the Art in Public Places reserve
account in the Cultural Services and Facilities Fund for the Art Project consisting of metal banners
with depictions of pedestrian travel and light posts and bollards with mosaic or sculptural elements
to enhance the West Elizabeth Street improvements, which project is proposed by the artist team
Design Tria and the conceptual design of which was reviewed and approved by the Art in Public
Places Board on March 24, 2004.
Passed and adopted at a regular meeting of the City Council held this 20th day of April,A.D.
