RECOMMENDATION Staff recommends adoption of the Resolution. EXECUTIVE SUMMARY A vacancy currently exists on the Community Development Block Grant Commission due to the resignation of Shelley Steele. Councilmembers Bertschy and Tharp reviewed the applications on file and are recommending Laura Sutherlin to fill said vacancy with a term to begin immediately and set to expire on December 31, 2006. A vacancy currently exists on the Golf Board due to the resignation of Manual Jimenez. Councilmembers Bertschy and Hamrick reviewed the applications on file and are recommending David Thilmany to fill said vacancy with a term to begin immediately and set to expire on December 31, 2007. A vacancy currently exists on the Senior Advisory Board due to the resignation of Mike Buderus. Applications were solicited and Mayor Martinez and Councilmember Weitkunat interviewed the applicants. The Council interview team is recommending Don Wells to fill said vacancy with a term to begin immediately and set to expire on December 31, 2005. RESOLUTION 2004-050 OF THE COUNCIL OF THE CITY OF FORT COLLINS MAKING APPOINTMENTS TO VARIOUS BOARDS AND COMMISSIONS WHEREAS, a vacancy currently exists on the Community Development Block Grant Commission due to the resignation of Shelley Steele; and WHEREAS, a vacancy currently exists on the Golf Board due to the resignation of Manual Jimenez; and WHEREAS, a vacancy currently exists on the Senior Advisory Board due to the resignation of Mike Buderus; and WHEREAS, Council wishes to fill said vacancies. My understanding is that it is responsible for accepting or rejecting proiects that are asking for grant funding. As a commission member. I learned how to golf when I was _10 years old. So for the past 25+ years I have maintained an interest in and passion for golf. I also have a strong sense of community and eniov contributing my time and talents where they may be useful By serving on the golf board, I hope to (1) help fill a need and (2) contribute to the city's greater good. Briefly explain what you believe are the three most important issues facing this board or commission, and how do you believe this board or commission should address each issue? 1) Water conservation. We live in a semi-arid desert. Balancing the rational use of water against economic factors (e.a., bringing in revenue from golf versus agriculture) is a controversial issue I'm not sure I have all the answers as to how water should be used or allocated for city golf courses. but I'd like to be a part of those discussions. And. I believe the board should be fully aware of the economic research beino done in this area. be aware of the communities priorities and concerns, and lend a thoughtful ear to people who do not nerescary si mnnrt the hnard'c ngpnda 2) Competitive pricing. Golf is getting to be a reasonably expensive hobby. Given the demand for oolf in the area this would tend to indicate that the city could continue to raise golf-related fees until demand dwindled. As a public good and service. however, the board needs to balance the line between usino golf as a revenue-grating function (for the city) versus a cost-recovering civic good Balancing the budget forecasting for the future. and also assessing the current economic climate are all things the board should do to serve its rnnstih ipn qy 3) _ Customer Service. Patrons of the city courses want a pleasant and memorable Golf experience Consumers can spend their money manly places and I do not believe they should frequent the city courses j�ct because the green fees are c_liahtly cheaper than private courses. MANY ARE TRULY "SHUT INS"! IN SOME CASES THEIR ONLY DAILY CONTACT IS WITH A MEALS ON WHEELS _ DELIVERY PERSON. THE SAB MUST ENSURE THAT THE CITY COUNCIL IS KEPT WELL - INFORMED ON SENIOR ISSUES, SUCH AS ACCESSIBILITY TO TRANSPORTATION, HEALTH — 2 CARE,FOOD AND OTHER NEEDS.
