City of Fort Collins PROCLAMATION
K'HEREAS, the white cane is both a simple tool and a powerful symbol, and
WHEREAS,for people who are blind or visually impaired, it can be the key to greater mobility,
giving them information about their surroundings and allowing them to travel safely whether crossing the
street or crossing the country; and
WHEREAS,for those who are sighted, the white cane shows that blind or visually impaired people
have the ability, the desire, and the right to participate in every aspect of life, and
WHEREAS,for all of us, the white cane symbolizes the independence every citizen needs and
deserves if he or she is to contribute fully to society, and
WHEREAS, on October 6, 1964, Congress designated October 15 of each year as "White Cane
Safety Day" to honor the many achievements of blind and visually impaired citizens and to recognize the
white canes significance in advancing independence, and
WHEREAS, theAnierican Council of the Blind of Colorado and local Lion's Clubs will be seeking
donations for white cane lapel pins at area supermarkets on October 16 in an effort to raise funds for
projects benefitting the local blind community .
NOW, THEREFORE, I, Ray Martinez, Mayor of the City of Fort Collins, do hereby proclaim
October 15, 1999, as
WHITE CANE SAFETY DAY
in the city of Fort Collins and encourage the citizens to observe this day vh participating in the event
sponsored by the American Council of the Blind and Lion's Club members.
