UUDdate Regarding the Community Capital Program. (6:00 p.m. - 6:15 p.m.) The purpose of this item is to provide an update to Council regarding the renewal of the Building Community Choices capital sales taxes. In December 2003, Council held a Study Session regarding the renewal of two one-quarter cent sales taxes(Building Community Choices)that are set to expire in 2005. Council provided staff with direction to proceed to develop a proposal for voter consideration on the April 2005 municipal election ballot. 3. Spring 2004 Land Use Code Changes. (6:15 p.m. - 6:45 p.m.) The purpose of this study session is to introduce to Council the proposed revisions and clarifications to the Land Use Code for Spring of 2004. The Land Use Code team encourages any questions or comments regarding any of these proposed changes. 4. Street OversizingFee ee Update. (6:45 p.m. - 7:45 p.m.) Staff is seeking direction on the following questions: • Does Council have any questions or concerns about the routine adjustments that are proposed to the Street Oversizing fees? • What are Council's comments regarding the idea of expanding the Street Oversizing Fee to recover new developments proportional share of intersection improvement costs in established areas of the City? 5. Discussion of RTA Issues in Prenaratiion for Fort Collins/L.ovelandA-arimer County Joint Meeting in April. (7:45 p.m. - 8:45 p.m.) In preparation for the joint Loveland/Fort Collins/Larimer County Meeting on April 29,Council is asked to review its positions with respect to any unresolved issues which are listed below: • Opt-out provision (unresolved) • Sales tax rate (unresolved) • Motor vehicle registration (resolved) • Shareback (unresolved) • Weighted vote (concept ok; use for I-25 projects disputed) • Specified list of projects (resolved) • Transit/road share of RTA funds (unresolved) 6. Other Business. 7. Adiournment.
