RECOMMENDATION: Staff recommends adoption of the Ordinance on Second Reading. EXECUTIVE SUMMARY: The North Front Range Transportation & Air Quality Planning Council (NFRT&AQPC) is the regional Metropolitan Planning Organization. The administration/program budget for the NFRT&AQPC is funded with federal transportation program dollars administered by the Colorado • Department of Transportation(CDOT) based on the federal fiscal and program year of October 1, 1999 to September 30, 2000. This period does not correspond to the City's calendar year appropriation time frame,and this time differential causes some accounting and budget management problems. Ordinance No. 145, 1999, which was unanimously adopted on First Reading on September 7, 1999,enables staff to more consistently manage and track the NFRT&AQPC's budget and expenditures. The proposed budget and appropriation for the 1999-2000 program year is $618,824 for administration of the NRFT&AQPC. BACKGROUND: The City of Fort Collins currently performs the administrative duties,including fiscal management, • for the NFRT&AQPC. Over the past several years,the NRFT&AQPC's budget has been funded on the federal fiscal year of October through September while the City's financial system is based on the calendar year. This has resulted in difficulties in keeping fund statements balanced, and managing the finances for the program in the most effective manner. Beginning in 1998 with DATE: September 7, 1999 2 ITEM NUMBER: 17 Ordinance 98-184, the funding for the NFRT&AQPC was appropriated in an ordinance that was separate from the City's normal budget ordinance in order to provide funding availability that corresponds with the federal fiscal year(October 1 through September 30.) The result was better fiscal management and improved accountability for the finances of the NFRT&AQPC: This ordinance will accomplish for the budget year 1999-2000 what Ordinance 98-184 accomplished for the budget year 1998-1999. By adopting this Ordinance, Council will appropriate the . NFRT&AQPC's expenditures to be spent and revenues collected within a program year based upon the federal fiscal year 1999-2000.
