SUBJECT
First Reading of Ordinance No. 040, 2008, Appropriating Unanticipated Revenue in the Capital
Projects Fund-City Park South Ballfield Redevelopment Capital Project to Convert the Use of the
Field from Softball to Baseball.
RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
FINANCIAL IMPACT
Colorado State University Club Sports has agreed to fully fund the estimated project cost of
$245,706. CSU and others using the field will pay operation and maintenance costs associated with
its use, including field prep charges.
EXECUTIVE SUMMARY
Colorado State University,the Fort Collins Foxes Baseball Club(a semi-professional baseball team)
and the Fort Collins Baseball Club have approached the City Parks Division with a proposal to
redevelop City Park South Ballfield into a hardball field. City Park South was originally a hardball
field until approximately 10 years ago, when it was converted to softball. New softball fields at
Fossil Creek and Spring Canyon Parks allow for the conversion of City Park South to hardball
because there are now enough softball fields to accommodate the demand.
Estimates for the conversion are$245,706 and include a 20%contingency. CSU has agreed to pay
these costs. The City's Parks Department will manage the project. Staff believes the conversion
of the field for hardball is a benefit to the City and will bring an exciting,high level of baseball back
into the park system.
BACKGROUND
The Parks Division was asked to investigate the possibility of converting the existing City Park
South Ball field from softball to hardball play. The semi-professional baseball team"Foxes,"the
CSU Club Sport Team,and the Fort Collins Baseball Club were interested in the conversion as this
venue would provide a location for their type of play.

After several meetings with the three entities,a composite list of needs was determined. Parks staff
developed a project scope and determined a budget for the conversion.
The estimated cost of the project is $245,706 which includes a 20% contingency. CSU has agreed
to pay the full cost of the project. In return, CSU's Club Baseball Team will have priority
scheduling of the field in April and May of each year for ten years and thereafter by agreement.
CSU's scheduling needs will allow the field to be used by the Foxes and by Fort Collins Baseball,
as well.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE CAPITAL
PROJECTS FUND - CITY PARK SOUTH BALLFIELD REDEVELOPMENT
CAPITAL PROJECT TO CONVERT THE USE OF THE FIELD FROM
SOFTBALL TO BASEBALL
WHEREAS,during the fall 2007,Colorado State University,the Fort Collins Foxes Baseball
Club(a semi-professional baseball team and member of the Mountain Collegiate Baseball League),
and the Fort Collins Baseball Club contacted the City's Parks Division with a proposal to convert
the City Park South ballfield from a softball field to a hardball field; and
WHEREAS,staff believes the conversion of the City Park South ballfield would be a benefit
to the City and provide an opportunity to bring an exciting,high level of baseball back into the City's
park system; and
WHEREAS,new softball fields at Fossil Creek Park and the recently opened Spring Canyon
Park will compensate for the lost use of City Park South ballfield as a softball field; and
WHEREAS, the estimated cost of converting the City Park South ballfield from a softball
field to a hardball field is $245,706; and
WHEREAS,pursuant to the terms of an Intergovernmental Agreement between the City and
the Board of Governors of the Colorado State University, Colorado State University has agreed to
fund the full cost of the conversion in return for priority scheduling rights of the field in April and
May; and
WHEREAS, City Parks Division staff will act as the general contractor for the conversion;
and
WHEREAS,operating and maintenance costs associated with use of the field,including field
preparation charges,will be paid by those using the field,including Colorado State University; and
WHEREAS, construction of the improvements is scheduled to begin April 2008 with an
anticipated completion date of June 1, 2008; and
WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of the contribution from
Colorado State University, totaling $245,706, will not cause the total amount appropriated in the
Capital Projects Fund - City Park South Ballfield Redevelopment capital project to exceed the
current estimate of actual and anticipated revenues to be received during the fiscal year; and
WHEREAS, it is the desire of the City Council to appropriate the sum of $245,706,
representing a contribution from Colorado State University,in the Capital Projects Fund-City Park
South Ballfield Redevelopment capital project to be used to convert the City Park South ballfield
from a softball field to a hardball field.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in the
Capital Projects Fund- City Park South Ballfield Redevelopment capital project,the sum of TWO
HUNDRED FORTY-FIVE THOUSAND SEVEN HUNDRED SIX DOLLARS ($245,706)
representing a contribution from Colorado State University to be used to convert the City Park South
ballfield from a softball field to a hardball field.
Introduced, considered favorably on first reading, and ordered published this 15th day of
April A.D. 2008, and to be presented for final passage on the 6th day of May, A.D. 2008.
