First Reading of Ordinance No. 144, 1999, Appropriating Unanticipated Revenue in the Capital
Projects Fund Major Building Maintenance Capital Project for Facade Restoration of the Street
Railway Car Barn.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading.

FINANCIAL IMPACT:
The City has been awarded a grant from the Colorado Historical Society's State Historical Fund in
the amount of$103,800 for the facade restoration of the Street Railway Car Barn,330 North Howes.
Matching funds in the amount of$39,000 are appropriated and available in the Capital Projects Fund
Major Building Maintenance Capital Project.

EXECUTIVE SUMMARY:
This request is to appropriate unanticipated revenue in the amount of $103,800 for the facade
restoration of the Street Railway Car Barn, 330 North Howes.
The Cityof Fort Collins has been awarded a State Historical Fund y
grant in 1999 by the Colorado
Historical Society. The purpose of the grant is to restore the facade of the 1907 Street Railway Car
Bam. The building's front facade masonry will be re-pointed, the north/south additions will be re-
roofed, the original trolley bay doors will be rebuilt, windows and pass doors will be
reopened/restored and/or reconstructed. and the historic sign and flagpole will be stabilized. S

State Historical Fund grants are available to public entities as applicants for the purpose of
rehabilitating their public buildings.
The City's role is to: (1)be the grant applicant for the project; (2) contract with the State to receive
• and administer the grant funds; (3)provide the cash match; (4) contract for the rehabilitation; and
(5) be responsible for the distribution of the grant and cash match funds. The grant management
will be administered by the Advance Planning Department. The cost of this administration will be
covered by the Facility Services Department's cash match for the grant.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE CAPITAL PROJECTS FUND
MAJOR BUILDING MAINTENANCE CAPITAL PROJECT
FOR FACADE RESTORATION OF THE STREET RAILWAY CAR BARN
WHEREAS, the City of Fort Collins has been awarded a grant in the amount of$103,800
from the Colorado State Historical Society's State Historical Fund; and
WHEREAS, the grant will be used to restore the facade of the Street Railway Car Barn
located at 330 North Howes Street(the "Project"); and
WHEREAS, the estimated cost of the Project is One Hundred Forty-Two Thousand Eight
Hundred Dollars ($142,800); and
WHEREAS,local matching funds,totaling Thirty-Nine Thousand Dollars($39,000),have
been identified and are appropriated in the Capital Projects Fund, Major Building Maintenance
Capital Project; and
WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins(the"Charter")
permits the City Council to make supplemental appropriations by ordinance at any time during the
. fiscal year,provided that the total amount of such supplemental appropriations,in combination with
all previous appropriations for that fiscal year,do not exceed the then current estimate of actual and
anticipated revenues to be received during the fiscal year; and
WHEREAS, it is the desire of the Council to appropriate the sum of$103,800 from the
Colorado State Historical Society's State Historical Fund to be used with local matching funds,
totaling $39,000,for the restoration of the facade at the Street Railway Car Barn.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in the
Capital Projects Fund, the sum of ONE HUNDRED THREE THOUSAND EIGHT HUNDRED
DOLLARS($103,800)upon receipt from the Colorado State Historical Society to be used to restore
the facade of the Street Railway Car Bam located at 330 North Howes Street.

September, A.D. 1999, and to be presented for final passage on the 21 st day of September, A.D.
1999.
