The y City's share ($137, 280) has been provided for in the 1999 Budget (Sources of this funding are: Advance Planning$87,280,CPES $20,000 and City Manager's Office$30,000). The total the City ' has received from the other municipalities for the first phase of this project is $108,320. The City will receive an additional $54,400 for the final phase next January. a a EXECUTIVE SUMMARY: Last week,the last of the eight partnering jurisdictions gave its approval to begin the preparation of a Northern Colorado Communities I-25 Corridor Plan, when the Loveland City Council approved its share of the funding for the project. Fort Collins,Latimer County,Windsor,Berthoud,Timnath and Johnstown have informally agreed to proceed cooperatively in funding and carrying of the planning project. Each jurisdiction's share in the cost of the project is based on population, as has been done in the past on other regional projects. The total cost for the project is estimated at j $300,000. The City's share is $137.280, which has been previously budgeted and appropriated in 1999 and included in the Year 2000 budget request. Weld County declined to share in the cost of the project,but did agree to participate. The City of Fort Collins will act as Project Manager. Request for Proposals to prepare a vision and plan for the I-25 Corridor extending from Berthoud to Fort Collins were sent to planning consulting firms. Balloffet & Associates, Inc., has been selected to lead the planning effort. The primary purpose of this project is to establish a common vision for the corridor. and will include the following elements: • Aesthetics - preparation of design guidelines and standards that can be readily adapted and =7 incorporated by each participating community. DATE: September 7, 1999 2 ITEM NUMBER: 15 • Access Control-preparation of standards for the local transportation system that will be needed by future growth. • Open Lands/Natural Areas-consideration of protection and/or preservation strategies for open lands along the corridor. In a parallel process, the City of Fort Collins will be preparing a subarea plan that will provide a more focused look at the Fort Collins segment of the interstate, including future land use. ORDINANCE NO. 143, 1999 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE GENERAL FUND FOR THE NORTHERN COLORADO COMMUNITIES I-25 REGIONAL CORRIDOR PLAN WHEREAS,the City of Fort Collins, along with Latimer County, City of Loveland, Town of Berthoud, Town of Johnstown, Town of Timnath, Town of Windsor and Weld County have together planned and arranged for a Northern Colorado Communities I-25 Corridor Plan (the "Plan"); and WHEREAS, the total cost for the Plan is estimated at $300,000, with Fort Collins contributing $137,280 and six other jurisdictions contributing the remaining $162,720; and WHEREAS,Fort Collins' share of the cost of the 1999 phase of the Plan has been included in the City's 1999 budget; and WHEREAS, $108,320 of the$162,720 to be received from the other jurisdictions has been received for the first phase of the Plan; and WHEREAS, the remaining amount of $54,400 will be received from the other project participants in the year 2000 for the second phase of the plan; and MWHEREAS,the City wishes to appropriate the$108,320 that has been received for the cost of the first phase of the Plan; and WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year. NOW, THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated revenue in the General Fund the sum of ONE HUNDRED EIGHT THOUSAND THREE HUNDRED TWENTY DOLLARS($108,320) for expenditure in the General Fund for the I-25 Regional Corridor Plan. Introduced and considered favorably on first reading and ordered published this 7th day of September, A.D. 1999, and to be presented for final passage on the 21st day of September, A.D. 1999.
