RECOMMENDATION Staff recommends adoption of the Resolutions. FINANCIAL IMPACT Staff estimates that the cost of conducting this search will be approximately $60-70,000. These costs include the contract with an executive search fine, advertising expenses, candidate expenses and interview costs. EXECUTIVE SUMMARY A. Resolution 2004-084 Establishing a Process for Appointment of the City Manager. This Resolution establishes a process to be used by the Council and staff in conducting the search for a new City Manager. The Resolution addresses four aspects of the recruitment and selection process, including: a. Hiring and role of executive search firm; b. Role of staff; C. Role of Citizen Advisory Committee; and d. Role of Executive Lead Team. B. Resolution 2004-085 Establishing a Citizen Advisory Committee for the Executive Search Process. This Resolution establishes the Committee and describes its role in the executive search process. At Council's June 15, 2004 study session, a process for conducting the executive search process to fill the City Manager position was discussed. At that time, Council agreed to several aspects of the process. July 6, 2004 -2- Item No. 38 A-B First, Council agreed that it would contract for the services of an executive search fine to work with staff in the recruitment and selection process. The role of the consultant will include the following: 1. Assist in the development of the job description for the City Manager position; 2. Conduct a national recruitment for the position, including placing advertisements in appropriate publications, as well as recruitment of specific candidates known to the consultant; 3. Receive and screen applications so as to recommend semi-final candidates to the Council for its review. Second, Council agreed that it would use the services of staff members in the recruitment and selection process. The role of the staff will include the following: 1. Provide assistance to the Council in selecting an executive search firm; 2. Provide information in the development of the position profile; 3. Provide assistance to the Council during the interview, background check, selection and negotiation process, as required; and 4. Provide information and community tours to candidates. Third, Council agreed to establish a Citizen Advisory Committee to assist in the process. Members of the Committee will be recruited from the community and should represent a broad cross-section of interests. The seven Committee members will serve in an advisory capacity to the City Council regarding the development of the job description. The Committee will also interview and make recommendations to Council regarding the finalists for the position. Finally, Council agreed to involve City staff in the search process by establishing a staff committee comprised of the Executive Lead Team members. The staff committee will provide input on the job description and also participate in the final interview process. Executive Lead Team members will also be asked to solicit feedback from employees on the final candidates and provide that feedback to Council. Attachment A is a current detailed time line and work plan for the executive search process. NOW,THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the following process shall be used for appointing a City Manager: 1. The Council will use the services of an executive search firm and staff to conduct the process. The role of the search firm will include: a. Providing assistance to the Council in developing a detailed job description and position profile for the City Manager position,using input from the Council, the community and staff; b. Assisting in the recruitment of high quality candidates; C. Screening applicants and providing information to the Council regarding the qualifications of semi-final candidates. 2. The City Council will use the services of staff to conduct the process. The role of staff will include: a. Providing assistance to the Council in selecting an executive search firm; b. Providing information in the development of the position profile; C. Providing assistance to the Council during the interview,background check, selection and negotiation process, as required; and d. Providing information and community tours to candidates. 3. The Mayor will coordinate the activities of the Council,in consultation with the City's Human Resources Department to facilitate the overall selection process. 4. Council will establish a seven (7) member Citizen Advisory Committee for the search process. The committee's role will include the following: a. Providing a community perspective regarding information to be used in the development of the position profile; and b. Conducting panel interviews with the final candidates and providing feedback to City Council on the strengths and weaknesses of each candidate. 5. A committee comprised of the Executive Lead Team members will participate in the search process. The committee's role will include the following: a. Providing information in the development of the position profile; b. Participating in the interview process with final candidates,including providing feedback to City Council on the strengths and weaknesses of each candidate; and C. Soliciting feedback from employees on the final candidates,including providing this feedback to City Council on the strengths and weaknesses of each candidate. 6. Applications will be received and screened by the executive search firm. 7. The City Council will conduct interviews with all final candidates. The Council will make its final selection based on information gathered by the search firm, the Citizen Advisory Committee, Executive Lead Team, staff members and members of the Council. Mayor ATTEST: City Clerk RESOLUTION 2004-085 OF THE COUNCIL OF THE CITY OF FORT COLLINS ESTABLISHING A CITIZEN ADVISORY COMMITTEE FOR THE EXECUTIVE SEARCH PROCESS WHEREAS,City Manager John F.Fischbach resigned his position effective June 15,2004; and WHEREAS, the City Council will engage in a search for a new City Manager; and WHEREAS, to conduct an effective search, the City Council desires to use all sources of information that are available to it, including the citizens of Fort Collins and staff members; and WHEREAS,Council wishes to establish a Citizen Advisory Committee to participate in the executive search process. NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: 1. That a Citizen Advisory Committee is hereby established for the following purposes: a. to provide a community perspective regarding information to be used in the development of the City Manager position profile; and b. to conduct panel interviews with the final candidates and provide feedback to the City Council on the strengths and weaknesses of each candidate. 2. That said Citizen Advisory Committee shall consist of seven (7) members who shall be residents of the Fort Collins Growth Management Area and shall represent a cross-section of the Fort Collins community. 3. That said Citizen Advisory Committee shall be automatically dissolved following the final selection of a City Manager.
