SUBJECT
Items Relating to the Advanced Traffic Management System.
RECOMMENDATION
Staff recommends adoption of the Resolution and the Ordinance on First Reading.
FINANCIAL IMPACT
The financial obligations to the City of Fort Collins total $893,849 and are distributed as follows:
• Federal Funds (98.44%) $ 827,899
• Local (1.56%) $ 12,950
• Overmatch Local $ 53,000
The funds have been allocated and budgeted through the overall appropriations for the Advanced
Traffic Management System.
EXECUTIVE SUMMARY
A. Resolution 2004-030 Authorizing the Mayor to Execute an Intergovernmental Agreement
with the Colorado Department of Transportation Regarding the Installation of Fiber Optic
Communication,Wireless Communication and the Purchase of Associated Equipment of the
Advanced Traffic Management System.
B. First Reading of Ordinance No. 040, 2004, Appropriating Unanticipated Grant Revenue in
the Capital Projects Fund - Traffic Signal Timing System Project to Be Used for the
Installation of Fiber Optic and Wireless Communications and the Purchase of Additional
Equipment for the Advanced Traffic Management System.
The City of Fort Collins has been awarded a Federal Congestion Mitigation and Air Quality Grant
in the amount of$893,849.
The grant has been specified for use on completing the fiber optic communication system and
installing wireless communication. Fiber optic lines will be installed along the Taft Road Corridor,
Timberline Corridor, North College Corridor, and the far south US287 Corridor. Wireless

communication will be used in the downtown area. Equipment such as cabinets, controllers, and
associated electronics will also be purchased with this grant.
During the system analysis phase of the ATMS project, a decision was made to use fiber optics as
the principle mode of communication between the on-street controllers and the master traffic signal
system. Fiber optics is the most reliable form of communication medium in the market today.
Wireless technology has also proven itself to be reliable. Phase I of the ATMS has installed fiber
optic communication along the South College Corridor, Harmony Road, Shields Street, East
Mulberry Street, West Drake Road, and Lemay Avenue.
City staff is working with CDOT to bid this project in May of this year with construction scheduled
for this summer.
RESOLUTION 2004-030
OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE MAYOR TO EXECUTE AN INTERGOVERNMENTAL
AGREEMENT WITH THE COLORADO DEPARTMENT OF TRANSPORTATION
REGARDING THE INSTALLATION OF FIBER OPTIC COMMUNICATION,
WIRELESS COMMUNICATION AND THE PURCHASE OF ASSOCIATED
EQUIPMENT OF THE ADVANCED TRAFFIC MANAGEMENT SYSTEM
WHEREAS, the City has been awarded a Federal Congestion Mitigation and Air Quality
(CMAQ)grant forthe purpose of installation of fiber optic communication,wireless communication
and the purchase of associated equipment of the Advanced Traffic Management System (the
"Project") for a total project cost of$893,849; and
WHEREAS, said project includes Federal funds in the amount of $827,899, and local
matching funds in the amount of$12,950 and a local agency`overmatch"in the amount of$53,000;
and
WHEREAS, fiber optic lines are intended to be installed along the Taft Hill Road,
Timberline Road, North College and the far South U.S. Highway 287 corridors, while the wireless
communication system is intended to be used in the downtown area; and
WHEREAS,the project also includes the purchase of equipment such as cabinets,controllers
and associated electronics; and
WHEREAS, the Council has determined that the CMAQ grant for the Advanced Traffic
Management System is in the best interest of the citizens of the City and that the Mayor should be
authorized to execute an intergovernmental agreement accepting the CMAQ grant in support of the
Project.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the Mayor is hereby authorized to execute an intergovernmental
agreement with the Colorado Department of Transportation awarding the City a Federal Congestion
Mitigation and Air Quality grant for the purpose of supporting the Project, which grant agreement
provides that the total budgeted funds for the Project shall be$893,849,including Federal funds in
the amount of $827,899 and local agency matching funds in the amount of $12,950 and a local
agency "overmatch" in the amount of$53,000.
Section 2. That said agreement shall be executed in substantially the same form and
substance on file in the office of the City Clerk, subject to such modifications and additional terms
as the City Manager, in consultation with the City Attorney, determines to be necessary and
appropriate to protect the interests of the City.
Passed and adopted at a regular meeting of the City Council held this 16th day of March,
A.D. 2004.

ORDINANCE NO. 040, 2004
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE
IN THE CAPITAL PROJECTS FUND -TRAFFIC SIGNAL TIMING SYSTEM PROJECT
TO BE USED FOR THE INSTALLATION OF FIBER OPTIC AND WIRELESS
COMMUNICATIONS AND THE PURCHASE OF ADDITIONAL EQUIPMENT
FOR THE ADVANCED TRAFFIC MANAGEMENT SYSTEM
WHEREAS, the City is in the process of replacing its traffic signal system with a
modernized Advanced Traffic Management System ("ATMS"); and
WHEREAS, to date, City Council has approved appropriations totaling $5,405,646,
towards the replacement ATMS; and
WHEREAS, the Colorado Department of Transportation ("CDOT") has awarded the City
a federal Congestion Mitigation and Air Quality ("CMAQ") grant, in the amount of $893,849,
for additional fiber optic and wireless communications and the purchase of additional traffic
management equipment; and
WHEREAS, the federal portion of the aforementioned grant, to be reimbursed to the City
by CDOT is $827,899; and
WHEREAS, the City's required local match is $65,950, and is available as follows:
Capital Projects Fund - Traffic Operations Facility
Project - Existing Appropriations $ 12,950
Capital Projects Fund-Traffic Signal Timing System
Project - Existing Appropriations 53,000
Total $ 65,950
WHEREAS, the City Council adopted Resolution 2004-030, on March 16, 2004,
authorizing the Mayor to enter into an intergovernmental agreement with the CDOT for the
receipt of federal CMAQ grant funds to be used for additional fiber optic and wireless
communications and additional traffic management equipment; and
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins permits the
City Council to make supplemental appropriations by ordinance at any time during the fiscal
year, provided that the total amount of such supplemental appropriations, in combination with all
previous appropriations for that fiscal year, does not exceed the current estimate of actual and
anticipated revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of the federal CMAQ grant
as described herein will not cause the total amount appropriated in the Capital Projects Fund -
Traffic Signal Timing System Project to exceed the current estimate of actual and anticipated
revenues to be received during any fiscal year; and
WHEREAS, Article V, Section 10 of the Charter of the City authorizes the City Council
to transfer by ordinance any unexpended and unencumbered amount or portion thereof from one
fund or capital project to another fund or capital project, provided that the purpose for which the
funds were initially appropriated no longer exists; and
WHEREAS, it is the desire of the Council to appropriate the sum of$827,899 in federal
CMAQ grant funds in the Capital Projects Fund - Traffic Signal Timing System project, and
authorize the transfer of existing appropriations totaling $12,950 from the Capital Projects Fund
- Traffic Operations Facility project to the Capital Projects Fund - Traffic Signal Timing System
project to be used with existing appropriations of$53,000, for additional fiber optic and wireless
communications, and additional traffic management equipment subject to City Council adopting
Resolution 2004-030.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
FORT COLLINS as follows:
Section 1. That there is hereby appropriated for expenditure from unanticipated revenue
in the Capital Projects Fund - Traffic Signal Timing System project the sum of EIGHT
HUNDRED TWENTY-SEVEN THOUSAND EIGHT HUNDRED NINETY-NINE DOLLARS
($827,899), upon receipt from the Colorado Department of Transportation federal Congestion
Mitigation and Air Quality grant funds, to be used for additional fiber optic and wireless
communications and additional traffic management equipment.
Section 2. That the unexpended appropriated amount of TWELVE THOUSAND NINE
HUNDRED FIFTY DOLLARS ($12,950) is hereby authorized for transfer from the Capital
Projects Fund - Traffic Operations Facility project to the Capital Projects Fund - Traffic Signal
Timing System to be used for additional fiber optic and wireless communications and additional
traffic management equipment.
Introduced and considered favorable on first reading and ordered published this 16th day
of March, A.D. 2004, and to be presented for final passage on the 6th day of April, A.D. 2004.
