EXECUTIVE SUMMARY:

At a public hearing held on January 26,2000.the Landmark Preservation Commission unanimously
recommended designation ofthis property as a local landmark for its architectural importance to Fort
Collins. The designation hearing will be held on the evening of January 26,2000,after the deadline
to submit Council's packet to the printer. The Commission's final vote on this designation will be
available in Council's read-before packet. The property, owner is initiating this designation, and
there has been no opposition of any kind to the designation of this property as a local landmark.
The owners of the property,Delores LunbeM-and the Paige A.Lunberry Family Trust,are initiating
this request for Local Landmark designation for the E. P. Montgomery House, Garage and Shed.
The duplex residence is significant for its architectural importance,as a locally unusual example of
an early duplex in Fort Collins. The garage and shed date from the period of significance, and
contribute to the architectural character of the property. The property is a contributing element of
the Laurel School National Register District.
History - The E. P. Montgomery House, Garage and Shed was built circa 1405. This rectangular
plan brick duplex, with symmetrical facade, features a single centrally located front dormer
containing a multi-light window. The full-width open front porch/veranda is enclosed by balustrade
railing. The porch roof is supported by a series of Tuscan columns. The bellcast hip roof, with
overhanging boxed eaves, is clad with square cut shingles. The front windows are slash and
transom, with a delicate overlapped curve design in the transoms. Doors and windows are set in
arched openings with radiating voussoir lintels. The detached, end gable wood frame garage
originally had two bays. It has as some point been modified into a single bay structure. It features
drop siding with exposed rafter tails. The garage door is non-original. The small, side gabled wood
frame shed features board and batten siding. An interesting feature of both outbuilding, according
to the owner, is that they are insulated with sawdust. The garage and shed date from the period of

GARAGE AND SHED, 321 - 323 EAST LAUREL STREET,
FORT COLLINS, COLORADO, AS A HISTORIC LANDMARK
PURSUANT TO CHAPTER 14 OF THE CODE OF THE CITY OF FORT COLLIN''S
WHEREAS,pursuant to Section 14-2 of the City Code,the City Council has established a
public policy encouraging the protection,enhancement and perpetuation of historic landmarks within
the City; and
WHEREAS,by Resolution dated January 26,2000 the Landmark Preservation Commission
("Commission")has determined that the E.P.Montgomery Duplex House has importance to the City
as a as a locally unusual example of an early duplex in Fort Collins. The garage and shed date from
the period of significance, and contribute to the architectural character of the property; and
WHEREAS,the Commission has further determined that said property meets the criteria of
a landmark as set forth in Section 14-5 of the Code and is eligible for designation as a local
landmark, and has recommended to the City Council that said property be designated by the City
Council as a local landmark; and
WHEREAS,the owner of the property has consented to such landmark designation; and
WHEREAS, such landmark designation will preserve the property's significance to the
community: and
WHEREAS, the City Council has reviewed the recommendation of the Commission and
desires to approve such recommendation and designate said property as a historic landmark.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the building and structures historically known as the E. P. Montgomery
House, Garage and Shed, located on lands in the City of Fort Collins, Larimer County, Colorado,
described as follows, to-wit:
Lot 11 and the east half of Lot 12, Block 147, Fort Collins. Colorado,
also known as 321-323 East Laurel Street,
be. and hereby is,designated as a historic landmark pursuant to Chapter 14 of the Code of the City
of Fort Collins.
Section 2. That the Secretary of the Interior's Standards for Rehabilitation and Guidelines
• for Rehabilitating Historic Buildings (U.S. Department of the Interior, National Park Service,
Revised 1983)will serve as the standards by which alterations, additions and other changes to the
building and structures located upon the above described property will be reviewed for compliance
with Chapter 14, Article III, of the Code of the City of Fort Collins.
Introduced, considered favorably on first reading, and ordered published this 1st day of
February,A.D. 2000,and to be presented for final passage on the 15th day of February.A.D. 2000.

BACKGROUND: Staff presents, for your consideration, the local landmark designation of the
E. P. Montgomery Duplex House, Garage and Shed. The duplex residence is significant for its
architectural importance, as a locally unusual example of an early duplex in Fort Collins, and is
one of only a handful of these homes in Fort Collins. The garage and shed date from the period
of significance, and contribute to the architectural character of the property. The property is
listed on the National Register of Historic Places, as a contributing element of the Laurel School
National Register District.
History -The E. P. Montgomery House. Garage and Shed was built circa 1905. This rectangular

Item #5. PROPERTY DESCRIPTION:
The building is a rectangular plan brick duplex with symmetrical facade. The duplex has a
centrally located gabled front dormer, containing a multi-light attic window. There is a full
width front porch, verandah style, enclosed by balustrade railings. The porch roof is supported
by a series of Tuscan columns.
The roof is a bell cast hip style, with a gabled dormer clad with stamed square cut shingles. The
from windows are the sash and transom type with delicate overlapped curve design in
transoms. The doors and windows are set in arched openings with radiating lintels.
The existing rear additions were built with'/a inch x 3 1/a inch vertical bead board tongue and
groove siding, nailed to older 2 x 4s on edge for the upper part of the wall, and fastened to 2 x
6s on edge as a bottom sill plate. This method was used on all three outer walls, standing the
walls upon a light sandstone rubble rock,used as a foundation.
The original bead board walls has been covered with, an additional layer of 7/16 inch plywood
This was applied to the outside wails to add strength to the older walls.The walls over the
years have begun to rot and at this time loose and flexible.
The rubble foundation has, for the most part, fell apart or shifted from its original location, and
has allowed moisture and water to penetrate into the interior of the crawlspace.
The rear addition's roof is a dustpan style. The inner structure of the roof is unknown at this
time,but believed to be weaken by the passing of time.
The interior of the walls was strengthened by applying 2 x 4s on edge to the inside,and
wrapper the inter walls with 1/9 inch dark paneling.

7. DESCRIPTION OF REE ABnnATION

This photo shows the existing dustpan addition at 321 E.
Laurel, which has substantially deteriorated over the years.
We discovered the vertical bead board siding, after removing
the plywood.
We propose to remove this old addition and rebuild a new
dustpan style addition. by installing a new concrete foundation..
and newer building products, as to make the new addition
energy efficient as well as historically correct.

This photo shows the deterioration of the East wall of the
addition at 321 E. Laurel.This picture the 2 x 6 on edge plate.
r' # and the collapsing sandstone rubble rock foundation. The more
conventional footer located under the door has also crumbled
and shifted,allowing water to pour into and underneath the
addition.
This photo also shows the uncovered vertical bead board siding.
Once again we propose to remove the existing addition,and to
replace it with a more conventional,but replicating the existing,
addition.

This photo is the South view of 321 E.laurel. This shows a
three panel,one light wood door,which we believe to be an
original door. The siding used here is Rough X 90 type,and we
know that the old bead board siding has been removed from the
South wall,and a conventional 2 x 4 frame wall was built
around 1982. The door was re-used[t this time.
The window is a 5 foot by 3 foot aluminum in poor condition.
Once again we propose to remove the existing addition,and to
replace it with a more conventional,but replicating the existing,
addition.

shows the existing brick home along with a good view of the
plywood siding.
This wall of the wood addition has the vertical bead board under
the plywood,and has also decayed somewhat.

This photo is of 323 E.Laurel's South Side. The door is more
modern,a metal insulated,with 2-vertical panels and 1-light.
The bead board on the wall has been removed and re-built using
conventional 2 x 4 construction.The window is a 5.0 x 3.0
aluminum,in poor condition.
We propose to remove the addition,replicating the addition,but
using modern efficient materials,as close to historically correct
as possible.
