RECOMMENDATI ON Staff recommends adoption of the Resolution. FINANCIAL IMPACT Appropriated funding for the project is $5,847,000. Estimated total project costs are $5,830,000. Appropriated funds are adequate to complete this project. EXECUTIVE SUMMARY 1. Design The roadway design includes the following elements as stated in or inferred from the BCC ballot language: • Bicycle lanes • Two travel lanes • A left turn lane • A sidewalk Raised roadway to protect East Prospect Road from the 100 year flood • An additional bridge to protect East Prospect Road from the 100 year flood • Berm reinforcement work in Riverbend Ponds to maintain 100 year flood flows through the new bridge • Cost Appropriated funding for the project is $5,847,000. Estimated total project costs are $5,830,000. June 1, 2004 -2- Item No. 18 2. Schedule The current schedule calls for the completion of final design and right-of-way acquisition by the end of 2004 and construction to begin in 2005 with estimated completion in twelve to eighteen months. BACKGROUND Fort Collins voters approved the East Prospect Road Improvements Project in 1997. The Building Community Choices ballot language states that "The design, cost and scheduling of said projects shall be determined by City Council;provided, however, that no decision regarding the design or cost of any such project shall substantially change the essential character, or eliminate any of the components of said project...". The East Prospect Road Improvements Project is part of the voter-approved"Building Community Choices Program"(BCC)funding package. The main goals of the project are to improve safety for all modes of transportation along East Prospect Road from the Poudre River to Summit View Drive. The project elements identified by the approved ballot language include widening East Prospect Road to provide two travel lanes,bicycle lanes,turn lanes, a sidewalk, raising the roadway section to protect it from major floods, and to provide an additional bridge east of the Poudre River to pass 100 year flood flows. The staff recommendations are the result of City department coordination, public outreach and preliminary design engineering completed over the last two years. Staff recognizes that this project is within a highly sensitive area with several City owned natural areas and privately owned wetland areas. Staff also recognizes the importance of providing safe and efficient transportation facilities that will meet current and future demands. Staff believes that constructing an interim two lane roadway that meets the BCC criteria while purchasing right-of-way for the future four lane roadway best meets the project objectives. The current schedule calls for completion of final design and right- of-way acquisition by the end of 2004 and construction to begin in 2005. Preliminary design cost estimates indicate that the project as recommended is within budget. ATTACHMENTS Transportation Board Recommendation Staff Summary of Natural Resources Advisory Board and Planning and Zoning Board Comments Plan view Typical cross section Project schedule RESOLUTION 2004-068 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING THE DESIGN, COST AND SCHEDULING OF THE EAST PROSPECT ROAD IMPROVEMENTS PROJECT WHEREAS, the East Prospect Road Improvements Project is part of the "Building Community Choices" program approved by the voters in 1997; and WHEREAS, Ordinance No. 31, 1997, requires that the design, cost and scheduling of said projects be determined by City Council and that no decision regarding the design or cost of any such projects shall substantially change the essential character,or eliminate any of the components of said project; and WHEREAS, during the past two years the staff has, after considerable public outreach and interdepartmental coordination,made recommendations to the Council regarding the design,cost and schedule of the East Project Road Improvements Project which satisfies the 1997 ballot language by improving safety for all modes of transportation along East Prospect Road by widening the road to provide two travel lanes,bicycle lanes,turn lanes, and a sidewalk,by raising the roadway section to protect it from major floods and by providing an additional bridge east of the Poudre River to pass the 100 year flood flows, while at the same time being sensitive to the natural areas and wetlands located along the road; and WHEREAS,the Council has determined that it is in the best interest of the City to approve the design, cost and schedule of the East Prospect Road Improvements Projects. NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the East Prospect Road Improvements Project design, including two travel lanes, bicycle lanes, turn lanes, a sidewalk, a raised roadway to protect East Prospect Road from the 100- year flood, an additional bridge to protect East Prospect Road from the 100-year flood and berm reenforcement work in the River Bends Pond area to maintain 100-year flood flows through the new bridge is hereby approved;and that the cost of the East Prospect Road Improvements Project,which is estimated at FIVE MILLION EIGHT HUNDRED THIRTY THOUSAND DOLLARS ($5,830,000),but not to exceed FIVE MILLION EIGHT HUNDRED FORTY-SEVEN THOUSAND DOLLARS ($5,847,000),and the scheduling calling for completion of the final design and right-of- way acquisition by the end of 2004 and construction to commence in 2005 with estimated completion of construction to be accomplished within twelve to eighteen months thereafter is hereby approved. Mayor ATTEST: City Clerk City ofFort Collins Transportation Board • (01:311 Bruce Henderson, Chair City of Fort Collins MEMORANDUM TO: Mayor and City Council Members FROM: Heather Trantham,Vice Chair Transportation Board DATE: May 5,2004 RE: East Prospect Road Project At its April 21"meeting, the Transportation Board discussed the East Prospect Road project. After hearing the staff presentation the Board elected 8-0, with three absent, to recommend that Council approve the East Prospect Road Project plan. The Board would like to emphasize the following points: 1. Limiting the footprint of the roadway while maintaining the 115' right-of-way is very important due to the environmentally sensitive areas on either side of the roadway. 2. We are pleased that the construction of this project will be conducted such that the materials used for this phase will not be wasted if a second phase of the project is needed to widen the roadway at a later time. 3. The Engineering staff has done a good job of taking a team approach with this project by incorporating the Natural Resources staff on wetlands mitigation and the building of the trail to accompany the roadway. 4. All modes (pedestrian, bicycle and automobiles) are served by incorporating the trail, and if the trail continues to adequately serve these needs, the ultimate footprint of the roadway may be reduced by not building the adjoining sidewalks. Transportation Services Engineering Department City of Fort Collins Staff Summary of Natural Resources Advisory Board Comments The Natural Resources Advisory Board generally supported the project design. The Board did have a few comments. These comments were: • Why are future sidewalks needed in this corridor? • Minimize the road footprint to disturb the least amount of natural area. • Bushes are a habitat for birds and, when planted in the median, will attract birds into the roadway which can lead to road kill. • Construction timing should consider impacts to bird nesting seasons. • Don't install or greatly limit street lights. • Staff Summary of Planning and Zoning Board Comments The Planning and Zoning Board generally supported the project design. Several Board members felt that the project design was well thought out and coordinated. The Board did make several suggestions to staff.
