GENERAL DIRECTION SOUGHT AND SPECIFIC QUESTIONS TO BE ANSWERED The purpose of this discussion is to address the recommendations in the Economic Vitality and Sustainability Action Group report and for Council to provide direction regarding next steps (both short and long range) as related to EVSAG's recommendations. BACKGROUND The recently completed EVSAG report contains an analysis of our community's current economic vitality and sustainability and provides five concluding recommendations for moving forward in addressing the future economic vitality and sustainability of our community. The report's five concluding recommendations for continuing the work of EVSAG are: 1. Continue a similar type of dialogue between City Council and the Fort Collins Community. 2. Continue the work of this action group by creating a blue ribbon panel, of Council appointed community members,to continue to discuss and implement economic vitality and sustainability issues. 3. Continue the role of the Economic Advisor and expand position duties to include that of serving as ombudsman to the business community to assist with economic and community development activities. 4. Create an economic vitality and sustainability action plan based upon the information contained in this report. 5. Continue to support and implement current community plans. August 11, 2004 Page 2 Actions for Consideration: The following are several items to consider as we identify short range(three to six months)and long range action items. 1. Continue the Dialogue • Formal and informal communication with education, business, environment, arts, health, industry, government, and non-profit community members • Host innovative speakers and sponsor community forums to discuss economic vitality and sustainability Create community blue ribbon panel 2. Blue Ribbon Panel • Continue the discussion and implementation of economic vitality and sustainability issues • Provide information and advice to Economic Advisor,City Manager and Council on a regular basis • Provide guidance in the creation and implementation of a formal action plan • Facilitate partnerships and lend organizational support for the implementation of partnership strategies 3. Role of Economic Advisor • Expanded duties as Ombudsman - Roles &Responsibilities • Central source for information concerning City of Fort Collins economic and community development activities, process,policies, programs Guide to City administrative and board review processes • Facilitator to early stage conceptual economic vitality and sustainability development proposals • Assist with the resolution of economic vitality and sustainability development issues 4. EVSAG Strategies to Action Plan • EVSAG Report Summary Four Themes, Twenty Strategies, One-hundred Twenty- nine Tactics for Consideration • City Role — Twelve as Primary Role (Infrastructure) and Eight as Secondary Role (Partnership) • Ten strategies are considered new activities and ten strategies are considered existing or a new perspective on existing programs • Strategies can be structured and prioritized from short range (immediate) to long- range Examples of short-range strategies: 1. Address the perception that the City is not business friendly by fostering a business friendly attitude that encourages economic vitality and community sustainability. August 11, 2004 Page 3 2. Identify economic, environmental, and social "good"principles. 3. Support existing business expansion and retention efforts and pursue strategies to encourage the retention and creation of high-payingjobs within our community. • Examples of long-range strategies: 1. Protect and nurture our economic engine by pursuing and developing mechanisms for stable, long-term public funding. 2. Strive to protect and sustain higher education funding for Colorado State University and Front Range Community College. 3. Address under-funded public infrastructure throughout Fort Collins. 5. Current Community Plans • Continue to support and implement current community plans For Example: City Plan, Downtown Strategic Plan, Air Quality Plan, Fort Collins Transportation Master Plan, DDA Cultural Plan, etc. Staff is seeking the following direction from Council: 1. Does Council wish to direct the City Manager to create and implement an economic vitality and sustainability action plan based upon the information contained in this report? 2. Does Council wish to propose and adopt additional actions? 3. If an action plan is developed, what are the key short range items?Key long range items? 4. Does Council wish to extend or create another"EVSAG"type of panel of Council appointed community members? 5. Should the role of the Economic Advisor be continued and duties expanded to include that of serving as ombudsman to the business community to assist with economic and community development activities? Next Steps: Councilmembers Tharp and Weitkunat suggested that Council adopt a resolution that clearly outlines the next steps related to economic vitality and sustainability activities. If Council concurs, a resolution will be prepared for Council to consider—a draft resolution is attached. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. Section 2. That the members of the aforementioned panel shall consist of members of the EVSAG, which members shall serve on the panel for a one-year period from the date of appointment. Said panel shall initially be comprised of half of the members of EVSAG, to be appointed by the Council, and,upon the expiration of the one-year tern of such members, all other, current members of EVSAG shall serve for one year, at which time Council will reassess whether or not to continue the panel. Section 3. That the City Manager is hereby directed to create an Economic Vitality and Sustainability Action Plan based upon the themes, strategies, tactics and information contained in the EVSAG report.
