RECOMMENDATION: Staff recommends adoption of the Resolution. EXECUTIVE SUMMARY: Eight northern Colorado jurisdictions, consisting of Fort Collins, Loveland, Berthoud, Windsor, Johnstown, Timnath,Larimer County and Weld County,have joined together in the preparation of allorthem Colorado Regional Communities I-25 Corridor Plan to be completed by December 2001. . Seven jurisdictions have agreed to fund the project based upon population. The City's share ($137,280)has been provided for in the 1999 Budget. The study area(the"Corridor") includes the area encompassing one (1)mile east and west of I-25; from County Road 58,north of Fort Collins;and to a point 2 miles south of State Highway 56, south of Berthoud. The Plan will address appearance and urban design; open lands and natural area protection; and, future local transportation activity. Each of the participating jurisdictions have been asked to adopt a resolution demonstrating their understanding of and support for preparation of the 1-25 Plan. • RESOLUTION 2000-18 OF THE COUNCIL OF THE CITY OF FORT COLLINS SUPPORTING THE PREPARATION OF A NORTHERN COLORADO REGIONAL COMMUNITIES I-25 CORRIDOR PLAN WHEREAS, eight northern Colorado jurisdictions, consisting of Fort Collins, Loveland, Berthoud, Windsor, Johnstown, Timnath, Larimer County and Weld County (the "Participating Jurisdictions"), have agreed to participate in the preparation of a Northern Colorado Regional Communities I-25 Corridor Plan to be completed by December, 2001, in cooperation with the Colorado Department of Transportation and North Front Range Transportation and Air Quality Planning Council; and WHEREAS, the jurisdictions of Fort Collins, Loveland, Berthoud, Windsor, Johnstown, Timnath, and Larimer County have appropriated funds for the purpose of preparing the Plan; and WHEREAS,the Participating Jurisdictions desire to work cooperatively in regional growth related efforts,and have directed their staffs to prepare a work program,schedule,budget,and seek outside consultant assistance in the preparation of a planning document designed to address future development issues along the I-25 Corridor; and WHEREAS,the Participating Jurisdictions desire to define and agree upon the components . to be addressed by the Plan; and WHEREAS,the Participating Jurisdictions desire to work in a spirit of cooperation toward the resolution of issues that will require regional solutions and/or approaches; and WHEREAS,the Council of the City of Fort Collins desires to continue to cooperate with the other Participating Jurisdictions of the region in completion of the Plan; and WHEREAS,upon completion of the Plan,the Participating Jurisdictions agree to consider adoption and implementation of the Plan in a manner appropriate for each jurisdiction. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the City Council understands and agrees that the Plan will include the following components: • the definition of shared community values and issues within the Corridor area; • the inventory of existing and future conditions within the Corridor area; • the development of a vision for the Corridor's future development pattern and character; • the prediction of future multi-modal transportation activity along the Corridor and the development ofrecommendations for improvements to the transportation network serving development along the Corridor,as well as provision of policy direction for the regional communities; • the identification of significant open lands and natural areas and preparation of policies and recommendations for their conservation and interrelationships with future land use patterns; • the development of voluntary design guidelines and mandatory design standards to set the desired Corridor character to be adopted and implemented by participating communities; • the development of an action plan to implement the Plan's recommendations; and • the provision of opportunities for ongoing and meaningful participation and multi- media communication with public, elected officials, and staff. Section 2. That the City Council agrees to work in a spirit of cooperation toward resolution of issues that will require regional solutions and/or approaches. Section 3. That the City Council desires to continue to cooperate with the other Participating Jurisdictions in the region in completion of the Plan. Section 4. That the City Council desires, upon completion of the Plan, to consider adoption and implementation of the Plan in a manner appropriate for the City of Fort Collins. Passed and adopted at a regular meeting of the City Council held this 18th day of January, A.D. 2000. Mayor ATTEST: City Clerk • PROCLAMATION OF THE COMMUNITIES OF FORT COLLINS, L0VELAND, BERTHOM MILLIKEN, WINDSOR AND GREELEY, AND LARIMER COUNTY EXPRESSING SUPPORT FOR THE NORTHERN COLORADO COMMUNITY SEPARATOR STUDY WHEREAS,in 1995,certain Northern Colorado regional cities and counties completed and adopted the Northern Colorado Regional Planning Study and,in 1997,entered into a comprehensive Intergovernmental Agreement with regard to managing and planning urban growth patterns in the region(herein referred to collectively as the"Documents"); and WHEREAS, the Documents envisioned the Northern Colorado regional communities as neighbors that: • Work together cooperatively while remaining physically separate; • Retain their individual characteristics and identities; and • Carefully consider and plan the areas between them that are appropriate for development; and WHEREAS,the Documents recognized the rapid growth that presently exists in the Northern • Front Range area and observed that the affected communities are extending their boundaries toward each other with the result that such communities will merge into an extended metropolitan area with no apparent boundaries or separation between them unless the communities cooperatively plan to mitigate and avoid such merger; and WHEREAS, in response to the foregoing concern, the Documents proposed the implementation of the establishment of`community separators"and the communities of Fort Collins, Loveland,Berthoud,Milliken, Windsor, Greeley and Latimer County have, for the past two years worked cooperatively toward the preparation of the study on community separators; and WHEREAS,the resulting product is the"Northern Colorado Community Separator Study" which study includes an overview of growth in the Northern Colorado Front Range region and includes the results of a comprehensive survey that was implemented to better understand the views of Northern Colorado residents on a range of issues associated with maintaining separation between the communities and further includes a description of the location of potential separator areas and actions needed to achieve the long term goals in maintaining community separation.
