Johnson House, 623 Mathews Street, as a Historic Landmark Pursuant to Chapter 14 of the City Code. RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. At a public hearing held on July 12, 2000, the Landmark Preservation Commission unanimously recommended designation of this property as a landmark for its architectural importance to Fort Collins. EXECUTIVE SUMMARY: The owner of the property, Lori Thompson, is initiating this request for historic landmark designation for the S. A. Johnson House. This building is significant to Fort Collins as a good example of the Classic Cottage architectural style. The home is listed on the National Register of Historic Places as a contributing element of the Laurel School National Register District,established in 1980. History - Built at the turn of the century, the S. A. Johnson House is a nice example of a Classic Cottage,exhibiting several Folk Victorian elements. Distinctive features include fishscale shingles around a diamond light window in the gable end,narrow horizontal lapped wood siding,and vertical one-over-one windows. Early in the history of this house, the front porch was screened in, and a small hipped roof addition was built on the corner of the rear (south) elevation. The property's owner, Lori Thompson, is interested in restoring the front porch to its original appearance, using photo-documentation. The hipped roof rear addition exhibits many features common to the rest of the house,including the lapped siding and narrow one-over-one window. Neither alteration detracts from the home's ability to convey its architectural significance. . ORDINANCE NO. 111, 2000 OF THE COUNCIL OF THE CITY OF FORT COLLINS DESIGNATING THE S. A. JOHNSON HOUSE, 623 MATHEWS STREET, FORT COLLINS, COLORADO, AS A HISTORIC LANDMARK PURSUANT TO CHAPTER 14 OF THE CODE OF THE CITY OF FORT COLLINS WHEREAS, pursuant to Section 14-2 of the City Code, the City Council has established a public policy encouraging the protection,enhancement and perpetuation of historic landmarks within the City; and WHEREAS, by Resolution dated July 12, 2000, the Landmark Preservation Commission (the "Commission")has determined that the S.A Johnson House has architectural importance to the City, as a good example of Classic Cottage architecture with many Folk Victorian features; and WHEREAS,the Commission has further determined that said property meets the criteria of a landmark as set forth in Section 14-5 of the Code and is eligible for designation as a landmark,and has recommended to the City Council that said property be designated by the City Council as a landmark; and WHEREAS, the owner of the property has consented to such landmark designation; and • WHEREAS, such landmark designation will preserve the property's significance to the community; and WHEREAS, the City Council has reviewed the recommendation of the Commission and desires to approve such recommendation and designate said property as a historic landmark. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the building historically known as the S. A. Johnson House, located on lands in the City of Fort Collins, Larimer County, Colorado, described as follows, to wit: South 35 feet of Lot 4, Block 136, also known as 623 Mathews Street, be, and hereby is,designated as a historic landmark pursuant to Chapter 14 of the Code of the City of Fort Collins. Section 2. That the Secretary of the Interior's standards and/or guidelines for the restoration or rehabilitation of historic resources then in effect will serve as the standards by which alterations,additions and other changes to buildings and structures located upon the above described property will be reviewed for compliance with Chapter 14,Article III,of the Code of the City of Fort • Collins. WHEREAS, it is a matter of public policy that the protection, enhancement and perpetuation of sites, structures, and districts of historical, architectural or geographic significance, located within the city, are a public necessity and are required in the interest of the prosperity, civic pride and general welfare of the people; and WHEREAS, it is the opinion of the City Council that the economic, cultural and aesthetic standing of this city cannot be maintained or enhanced by disregarding the historical, architectural and geographical heritage of the city and by ignoring the destruction or defacement of such cultural assets; and WHEREAS, the S. A. Johnson House has architectural importance to Fort Collins as good • examples of the Classic Cottage architectural style; and WHEREAS, the Landmark Preservation Commission has determined that the S. A. Johnson House meets the criteria of a landmark as set forth in Section 14-5 of the code and is eligible for designation as a local landmark; and WHEREAS, the owner of the property has consented to such landmark designation. A. The home has two alterations of note - the front porch has been screened in, and a small hipped roof addition has been placed on the corner of the rear (south) elevation. In staffs opinion, the home still retains sufficient architectural integrity to qualify for designation. The period analylized is from 1872 , which is the patent date for Fort Collins , to the present . Legally it is referred to as lots_ 1 -6 , block. 136 . The 600 block 15 also part of the Laurel School Historic District which is listed on the National Register of Historic Places . The district , as well as the block , is significant because it is a representative of the city 's diverse socio-economic settlement pattern. The architectural features represented in the neighborhood are as eclectic as the people who have lived in them. The houses consist of a combinition of small framed vernacular cottages as well as larger , and more elaborate brick houses . 641 is unique to the block because its style is representational of Queen Anne venacular. This is unlike any of the other houses on this side of the street . Although the block was plotted in 1672 , construction did not start in the area until 1882 with the one and a half story unglazed brick house at 605 Mathews. A one time resident of the house , M. C. . Herner , was recorded in the Fort Collins Courier under the "Local Events" column. He was said to be erecting a building in which a blacksmith shop was to biopened. TheCourier' s confidence in Mr. Herner was obvious . The paper stated he is "popular and a number one worKmar. " The next two houses to be erected on the west side of the block were 61S and 617, 615 Mathews was built in 1885. its leaded, lattice glass transoms over the windows and the rusticated sills are unique to the period. 61 ", was Guilt one year later in 1886 . It was a one and a half story weoa-frames rectangular house on a loose stone foundation. One of the later residents of 617 was a descendent of the 5 i ow s ram.Ly , who were early settlers of Colorado. The major phase of construction on the block occurred from 1901 to 1910 during which the remaLncer of the houses were built . The . shades of blue glass outlining the trAnsoms on the front windows , and a plaster kick plate around the porch. J . W. Fields who lived at SZE and later at 629 Mathews , is re-corded as eing a member of the Rotary Club in a special anniversary issue of the Fort Collins Express Courier ( May 20 , 19Z3 ) This issue focused on many of the town' s members in clubs and local organizations . The fifth house built on this block was 823 in 1902. It has a scalloped front dormer and a screened in porch. The next house , 639 , was constructed just a year later. It is of the foursquare style with a bell cast hipped roof . Again , in the May 20 , 1923 anniversary issue of the Fort Collins Er:ore=_s Courier , Frank H. Church' s name appears as being an officer of the Fort Collins Masonic Lodge. The heading of the article is "Collins Lodge No. 19 A. • F. and A. M. " The next , 1903 , year saw the erection of 633 by builder H. W. Schroeder. This house has the last remaining stone carriage step on the block in front of sidewalk. It continues its uniqueness with a smattering of Victorian detailing , such as the gingerbread ornamentation and the fish scale shingles on the dormer. Two houses on the block , 639 and 611 , have been significantly altered. As discussed early 639 was originally stvled similar to 641 except for its wood frame construction and siding . 611 Mathews , built in 190S , appears to have been "modernized" with little regard to its historic nature. The ninth house on this b'_ock to be ccnstructe❑ was 637. It was • ou in in i907 curing the post Victorian arcn_cectural period. This 9 columns and side light windows by the main entrance. In 1303 two houses Df very different styles were built . Mr. Williams , a local builder , buiit EZ! Mathews . It is a two story Dutch Colonial Revive. . The grambreled roof 15 wood shingled with shed roof dormers . y 641 Mathews also aproximately in 1906 , has many of the features typical to Queen Anne Victorian style , such as , vertical orintation , decorative detailing , a trunkated tower , a scalloped shingled front gabled and pedimented porch. 601 -603 , the fast house to be integrated into the block , was moved from 60a College Avenue in order to make room for Batson Drugs in 1910. This duplex has a hipped roof , and a gabled front dormer twith ocula Shaped shingles and fan detailing at the ape^ . J The beginnings of the block were established by people from varied backgrounds . Laborers to lawyers , secretaries to shop owners i were represented by the diverse population of the block . The first J change in the neighborhood became evident in 191-7 , with the building of Long Apartments at the south end of the block on the west side. This signaled the beginning of higher density use. The apartments also brought ❑eople who were not as firmly rooted in the neighborhood as the block 's founders . Minor changes were occurring to the interiors Curing the SD35 . An examp le of thi; is 637 Mathews , which was purchased by the Lamca Chi Aloha Fraternity and converted a fraternity house, Mrs . Katherine Glatt , a widow tick over the Lamea Ch, Alpha mouse and =t_ erred -Doming students in the late I330s . Boarding college students was became a full-fledged cottage inaustry for the neighborhood. Curing the �* fifties , several owners made the decision to move to the newly developed University Acres and South College Heights , leaving behind dwellings which could be further adapted for fraternities , sororities , and rooming houses . The traditional family structure was becoming I less apparent in 'the area due to the influx of renters . This caused a general downward trend in the appearance of the neighbcrhood. The next major alteration to the exterior of the neighborhood did i not occur until the late 1950s . A house in 1910 was built aproximately during the same period as the others on the block was moved into the neighborhood. It become 601 -c03 Mathews , a rental property . Although not a part of the survey a large fraternity the Phi Delta house Wass established across the street . Also taking place l� across the street was the destruction of a large , stone Romanesque house which was replaced by two 1950s "modern" administration buildings . One of these buildings became the Gateway Rehabilitation School in 1952 , these alteration show the beginnings of the shift from a neighborhood to a business district . The changes of the late 19605 and early 19705 reflected the cultural and social unrest of CSU and the nation. The east side of the street witnessed the destruction of the remaining res_adences with construction beginning on two large , three =story apartment buildings in 1965 and in 157= . Numerous fraternities and scrcrit :es houses located on Ma-,news ano Remmington were to become bnow as the Haignt-Asbury district of Fort Collins .
