RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: The City has received an anonymous donation of$50,000 for the Human Rights Office. No in-kind match is required. This is a one-time gift. EXECUTIVE SUMMARY: The Human Rights Office has received an anonymous donation of$50,000 to fund a contractual position for one year. This contractual position will be charged with developing and coordinating a year-long youth program that will develop leaders and community builders in the City of Fort Collins from under-represented, non-traditional youth leaders. In addition, this position will be preparing and conducting presentations and educational programs on topics such as diversity and multiculturalism for public and private sector groups. This position, among other things, will also be planning, promoting and coordinating community programs and projects such as Martin Luther King Jr. Day and Cinco de Mayo, and will conduct ongoing research for additional and continuous financial program assistance. ORDINANCE NO. 98, 2000 • OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE GENERAL FUND FOR THE HUMAN RIGHTS OFFICE WHEREAS, the City of Fort Collins has received an anonymous donation of$50,000; and WHEREAS, the donation is to be used to fund a contractual position for one year; and WHEREAS,the contractual position will develop and coordinate a year-long youth program to develop leaders and community builders from under-represented, non-traditional youth leaders; and WHEREAS,the contractual position will prepare and conduct presentations and educational programs on topics such as diversity and multiculturalism for public and private sector groups; and WHEREAS,the contractual position will also help plan,promote and coordinate community programs and projects, and will conduct ongoing research for additional and continuous financial program assistance; and WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, . provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year. NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated revenue in the General Fund the sum of FIFTY THOUSAND DOLLARS($50,000)for expenditure in the General Fund for a contractual position in the Human Rights Office for one year.
