RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: The City has been awarded a second grant for the Fort Collins Welcome Center. Grant funds have been awarded from the Colorado Tourism Office in the amount of $51,250 for the operation of the Fort Collins Welcome Center. The Fort Collins Convention and Visitors Bureau has relocated to the Welcome Center and will be responsible for its operation. There are no City General Funds nor 10 Lodging Tax revenue included in this project. EXECUTIVE SUMMARY: Pursuant to Resolution 99-97,the City contracted with Colorado State University for visitor center space at the Environmental Learning CenterNisitors Center to the south of Prospect Road, approximately one-quarter mile west of Interstate 25. The City, in its effort to welcome visitors to Fort Collins through the activities of its convention and visitor services contractor,the Fort Collins Convention and Visitors Bureau (the "CVB"), will use the space for the Fort Collins Welcome Center. The CVB, in addition to promoting tourism activity, will operate the Welcome Center pursuant to amendments to the City's agreement with CVB, and consistent with the City's grant agreement with the State of Colorado. The Colorado Tourism Board established in CRS 24-32-1304 is empowered to operate State Welcome Centers under CRS 24-32-1305(1)(c) and (f). The Board has determined that it will be efficient and effective to contract for the operation of the Welcome Center in Fort Collins by contracting with the City of Fort Collins. • ORDINANCE NO. 95, 2000 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE GENERAL FUND FOR THE OPERATION OF THE STATE WELCOME CENTER WHEREAS, pursuant to Resolution 99-97, the City contracted with Colorado State University for visitor center space at the Environmental Learning CenterNisitors Center; and WHEREAS,the City currently has a contract with the Fort Collins Convention and Visitors Bureau ("CVB") for convention and visitor services; and WHEREAS,the CVB is now located in the Environmental Learning CenterNisitors Center where it operates a welcome center to welcome and attract visitors to Fort Collins; and WHEREAS, the City of Fort Collins received a grant in the amount of $51,250 from the Colorado Department of Local Affairs for the startup and operation of the Fort Collins Welcome Center which was appropriated on Ordinance No. 76, 2000; and WHEREAS, the City of Fort Collins has been awarded a second grant, in the amount of $51,250,from the Colorado Tourism Office to be used for the operation of the Fort Collins Welcome Center for the fiscal year July 1, 2000 through June 30, 2001; and . WHEREAS, the Purchasing Agent has negotiated new terms to be added to the City's contract with the CVB, pursuant to which the CVB will operate the Fort Collins Welcome Center through the end of 2000; and WHEREAS,Article V,Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated revenue in the General Fund the sum of FIFTY ONE THOUSAND TWO HUNDRED FIFTY DOLLARS ($51,250) for expenditure in the General Fund for the operation of the Fort Collins Welcome Center for the fiscal year July 1, 2000 through June 30, 2001. Introduced and considered favorably on first reading and ordered published this 15th day of August, A.D. 2000, and to be presented for final passage on the 5th day of September, A.D. 2000.
