SUBJECT:
First Reading of Ordinance No. 93, 2000, Appropriating Unanticipated Revenue in the Transit
Services Fund for Transfer to the Capital Projects Fund Transit Center Capital Project.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading.
FINANCIAL IMPACT:
The federal funds ($1,398,400) are to be used for the final design and construction of the
Downtown Transit Center. These funds will be combined with $953,800 from the Capital
Projects Fund and $300,000 from the Transit Fund to complete the design and construction
phase for this facility. The total final design/construction budget is $2,652,200.

EXECUTIVE SUMMARY:
On June 20, 2000, Council adopted Ordinance No. 78, 2000, authorizing the transfer of
$1,698,400 from the Transit Services Fund to the Capital Projects Fund for the completion of the
Downtown Transit Center. Only $300,000 of the federal funds has been appropriated, and this
Ordinance appropriates the remaining $1,398,400 of unanticipated federal funds for the transit
project. The project is scheduled to (1) be bid in September 2000; (2) start construction in
November 2000; and (3) be open for operation in June 2001.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE TRANSIT
SERVICES FUND FOR TRANSFER TO THE CAPITAL PROJECTS FUND
TRANSIT CENTER CAPITAL PROJECT
WHEREAS, one of the components of the Civic Center Master Plan, adopted by City
Council on July 16, 1996 via Resolution 96-86,is the design and construction of a downtown transit
center(the "Transit Center"); and
WHEREAS, on September 1, 1998, City Council adopted Ordinance No. 144, 1998,
appropriating funds in the Capital Projects Fund for the Transit Center capital project; and
WHEREAS, the estimated cost to construct the Transit Center is $2,969,300; and
WHEREAS, the Federal Transit Administration has awarded the City of Fort Collins with
new grant revenue totaling $1,398,400 which will be used with existing Federal Transit
Administration grant funds totaling$300,000,to be used for the final design and construction of the
Transit Center; and
WHEREAS,at the July 18,2000,City Council adopted Ordinance No.78,2000,authorizing
the transfer of$1,698,400 from the Transit Services Fund to the Capital Projects Fund Transit Center
capital project, representing the balance of funding needed to construct the Transit Center; and
WHEREAS,Article V,Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year,do not exceed the then current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS,it is the desire of the Council to appropriate the sum of$1,398,400 in the Transit
Services Fund, representing Federal Transit Administration grant funds, for transfer to the Capital
Projects Fund Transit Center capital project.
NOW,THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated forexpenditure from unanticipated revenue in the Transit
Services Fund the sum of ONE MILLION THREE HUNDRED NINETY-EIGHT THOUSAND
AND FOUR HUNDRED DOLLARS ($1,398,400)for transfer to the Capital Projects Fund Transit
Center capital project.
