esolution 2000-71 Concerning Flood Protection Improvements for the Buckingham Neighborhood.
RECOMMENDATION:
Staff recommends adoption of the Resolution.
FINANCIAL IMPACT:
Final costs for the project are unknown at this time,and as final costs are identified City Council will
be advised and asked to take appropriate action through either inclusion in the budget process or
through a separate appropriation.
EXECUTIVE SUMMARY:
The floodplain for the Cache la Poudre River encompasses the Buckingham neighborhood due to
a flow split off of the main stem of the river just to the west of the Buckingham neighborhood. This
floodplain includes some 76 residential and commercial structures. Inclusion in the floodplain
presents the potential of flooding to the area and the hazards associated with it. These hazards
include possible damages to private property and the potential loss of life. This area is also subject
to floodplain regulations,which restrict the types of improvements that can be done to existing and
new structures in the floodplain.
The draft Cache la Poudre Drainageway Master Plan identified improvements to protect thF,
Buckingham neighborhood from the hazards of flooding and remove the property from ?'
floodplain and its regulations. These improvements include the construction of a berm or levee to
the west of the Buckingham neighborhood between the main channel of the river and th
neighborhood.
During public outreach for the floodplain regulations for the Cache la Poudre River,concerns we,,
raised with regard to the flood hazards and the effects of the floodplain regulations on tad
Buckingham neighborhood.

This Resolution would identify the construction of the improvements to protect the Buckingham
neighborhood as a high priority and would direct staff to pursue the design and construction of the
necessary improvements as soon as reasonably possible.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
CONCERNING FLOOD PROTECTION IMPROVEMENTS FOR THE
BUCKINGHAM NEIGHBORHOOD
WHEREAS, a 100-year flood has a one percent chance of being exceeded or equaled in
any given year; and
WHEREAS, the City of Fort Collins participates in the National Flood Insurance
Program and as a part of that program the 100-year floodplain for the Cache la Poudre River has
been identified; and
WHEREAS, the 100-year floodplain on the Cache la Poudre River includes the
Buckingham neighborhood; and
WHEREAS, approximately 76 residential and commercial structures in Buckingham are
in this floodplain; and
WHEREAS, areas in the floodplain are subject to the hazards of flooding including
extensive private property damage and the potential loss of life; and
WHEREAS, the Buckingham neighborhood is subject to floodplain regulations for the
Cache la Poudre River that limit the type of improvements that can be made to existing
structures in the floodplain; and
WHEREAS, the draft Cache la Poudre Master Drainageway Plan identified flood
protection improvements to protect the Buckingham neighborhood from flooding from the 100-
year flood; and
WHEREAS, said improvements would remove the Buckingham neighborhood from the
hazards and regulations of the Cache la Poudre 100-year floodplain; and
WHEREAS, those flood protection improvements include constructing a berm or levee
between the main channel of the river and the Buckingham neighborhood; and
WHEREAS, during public outreach in regard to the Cache la Poudre River floodplain
regulations, concerns were raised regarding the flood hazards in the Buckingham neighborhood.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS, as follows:
Section 1. That the Council of the City of Fort Collins deems it a high priority to
construct the improvements identified in the draft Cache la Poudre Master Drainageway Plan to
protect the Buckingham neighborhood from flooding.
Section 2. That the City Manager is hereby directed to pursue the design and
construction of said improvements as soon as reasonably practicable after the necessary land for
the improvements is acquired, funding is approved by the Council, and the Federal Emergency
Management Agency approval is secured.
Passed and adopted at a regular meeting of the City Council held this 16th day of May,
A.D. 2000.
