RECOMMENDATION: Staff recommends adoption of the Resolution. The Art in Public Places Board unanimously recommends adoption of the Resolution. FINANCIAL IMPACT: This Resolution approves the use of $7,216 from the Art in Public Places Reserve Account., together with $5,000 from the Neighborhood Parkland Fund, for construction, installation, and contingency of the proposed sculpture. One percent (I%) of the total Art in Public Places budget for Cottonwood Park is $7,216. EXECUTIVE SUMMARY: The funds for this item have been appropriated in the Art in Public Places Reserve Account in the Cultural Services and Facilities Fund. This project is in cooperation with the Park Planning and Development Department. Park Planning and Development will contribute $5,000 towards this project from the Neighborhood Parkland Fund, making the total budget $12,216. The Art in Public Places program has a maintenance fund for the long-term care of this sculpture. This tactile, stainless steel sculpture will serve as a playful addition to the park and will be located in a central area with guidance from the Park Planning and Development Department. BACKGROUND: Section 23-303 of the Code which was added to the Code in 1995, established the Art in Public Places Reserve Account, and designated it for the use in the acquisition or leasing or works of art, maintenance, repair of display of works of art, administrative expenses related to the Art in Public Places Program, in accordance with the Art in Public Places Guidelines adopted by the Council in Ordinance No. 20, 1995. The Council permanently adopted the Art in Public Places Program, and reenacted City Code Chapter 23, Article IX, with certain modifications in 1998. DATE: December 19, 2000 2 ITEM NUMBER: 34 Requests for Proposals were distributed through the City's Purchasing Department and at a Pre- Proposal Meeting. Prospective artists and neighborhood residents were invited to the meeting to learn more about the site and project and to ask questions of City Park Planning and Development and Art in Public Places staff. The Selection Committee chose the artist using the City's competitive proposal process. This committee was comprised of seven APP Board members, two representatives from the City's Park Planning and Development Department, and a Purchasing Department representative. The committee reviewed the proposals for this project and made their selection at the Board's regular meeting on August 17, 2000. After the committee ranking, the APP Board voted unanimously to select Chris Weed's sculpture, "Watermelon Slices" Artist Chris Weed is a Colorado artist who actively exhibits his work and currently has major public art pieces in Denver, Colorado Springs, and Pittsburgh, Pennsylvania. Mr.Weed will work with City Park Planning and Development and APP staff to install the two steel watermelon slices approximately 8' long by 4' high by 3' at the base. They will be placed between the playground and the lagoon and approximately 10' to 20' from one another to create a field of watermelons in which children and adults can freely interact with the sculpture. A written description and graphic rendering of the proposed work of art are attached as exhibits"A" and`B," respectively. The final artwork may vary from this description. . RESOLUTION 2000-153 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES RESERVE ACCOUNTS IN THE CULTURAL SERVICES AND FACILITIES FUND FOR THE COMMISSION OF SCULPTURE ENTITLED "WATERMELON SLICES" FOR COTTONWOOD PARK WHEREAS, pursuant to Section 23-304 of the City Code, one percent (I%) of the funds appropriated for Cottonwood Park was required to be set aside in the Art in Public Places reserve account in the Cultural Services and Facilities Fund, for use in the acquisition or leasing of works of art,maintenance,repair or display of works of art,and administrative expenses related to the Art in Public Places Program,in accordance with the Art in Public Places Guidelines adopted by Council in Ordinance No. 47, 1998 (the "Guidelines"); and WHEREAS, the City is currently in the process of constructing Cottonwood Park, a neighborhood park located at the south end of Overland Trail Road, south of Drake Road (the "Project"); and WHEREAS,the Art in Public Places Board(the`Board")evaluated proposals for works of art for the Project at its August 17, 2000, regular meeting,pursuant to the Guidelines; and WHEREAS, based on that evaluation, the Board voted unanimously to recommend artist Chris Weed's steel sculpture, "Watermelon Slices" (the "Sculpture") for the Project; and WHEREAS, the estimated cost to create the proposed sculpture,including commission of the artist, fabrication, installation and contingency for the pieces is $12,216; and WHEREAS, $7,216 is available for the Project in the Art in Public Places reserve account in the Cultural Services and Facilities Fund, and was appropriated in the 2000 budget and will be appropriated as part of the 2001 budget,to provide for the artist design fees,fabrication,installation and contingency for the pieces for Cottonwood Park; and WHEREAS, the additional amount of$5,000 needed for the Sculpture is appropriated and available and from the Neighborhood Parkland Fund; and WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the recommended art for the Civic Center Parking Structure be presented for Council review and approval, because the cost of the art exceeds $10,000. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Council hereby authorizes the expenditure of up to TWELVE THOUSAND TWO HUNDRED AND SIXTEEN DOLLARS ($12,216) from the Art in Public Places reserve account in the Cultural Services and Facilities Fund($7,216)and the Neighborhood Parkland Fund($5,000) for the Sculpture "Watermelon Slices", proposed by artist Chris Wood, the conceptual design of which was selected and approved by the Art in Public Places Board on August 17, 2000. Passed and adopted at a regular meeting of the City Council held this 19th day of December A.D. 2000. Approval of minutes from the meeting of July 19, 2000 Ms. Dale requested a correction to her statement in "Other Business." It should read: "Ms. Dale requested that staff list park addresses in the staff reports when the parks are mentioned." Mr. Howe moved to approve the minutes as amended. Ms. Dale seconded Unanimously approved IV. Cottonwood Glen Park Proposal Review Ms. Martin reviewed the selection process. Ms. Colbert presented slides of the artists' previous works. The Selection Committee evaluated the proposals using the evaluation sheet provided by staff. Ms. Martin invited citizen input, but there was none. Mr. Stephens tallied the evaluation forms and the results were announced to the Selection Committee. Committee members discussed the . applicants' proposals and decided to re-vote on the three top-scoring proposals. The committee decided to eliminate the step for three artists to give final presentations due to the small project budget. Ms. Dale moved to accept Christopher Weed's 'Watermelon Slices" proposal. Ms. Gram seconded Unanimously approved V. Staff Reports—Staff distributed and discussed a written report on staff activities since July's Board meeting. Vl. Other Business — Ms. Dale mentioned that the grass around the artwork at Utility Service Center needs attention and that the sound is not working. Staff explained that the buffalo grass takes a long time to develop and that the issue is being addressed. Staff will attend to the sound issue. VI I. Monument St. Colorado Springs, CO 80903 (719) 444-8406 Watermelon Slices I am proposing two oversized slices of watermelon, each being approximately 8' long by 4' high by Tat the base. The two pieces will be placed 10' to 20' from one another to create a field of watermelons in which children and adults can freely move about, as shown in the graphic rendering. I am creating a larger than life tactile sculpture that will peak the viewers' curiosities while drawing them closer. The material will be 3/16" sheet steel for the sides and 11-gauge steel, which will create the curve. Large solid steel rivets will be used in the place of the melon seeds. The rivets have no sharp edges and will be welded to the inside of the walls. All welds will be ground and polished so that there are no sharp edges. The piece will be completely sealed to keep out the elements and to insure that the sculpture will be here for many years to come. . These pieces are designed so that they require little or no maintenance. They are large and heavy enough that vandals cannot damage them and, in the event that they are spray painted, all that is needed is to remove the paint is solvent, as this will not harm the piece. b m • ,y � y 6 # . rw. = � . �� ~��
