RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. At public hearings held on November 15,2000 and December 13,2000,the Landmark Preservation Commission unanimously recommended designation of this property as a landmark for its architectural and historical importance to Fort Collins. EXECUTIVE SUMMARY: The owners of the property, Katherine and Phillip Acott, are initiating this request for Fort Collins Landmark designation for the Hottel/Hoffman House and Ash Pit. This residence has architectural significance to Fort Collins as an exceptional example of Victorian/Italianate architecture in Fort Collins. Additionally, the home is associated with two significant early Fort Collins families, the Hottels and the Hoffmans. The property also contains one of the only known examples of a circa 10 1880 ash pit remaining in Fort Collins. History -This unique historic home was reportedly built in 1886 for Isaac Hottel who was a relative of Andrew Jackson Hottel, the home's first resident. Andrew Hottel arrived in Fort Collins in 1876 from Virginia and worked for 16 years as a miller in the Lindell Mill. (The Lindell Mill was situated in the same location as today's Ranch-Way Feeds building located near Lincoln Avenue on the bank of the Cache la Poudre River). John F. Hoffman acquired the house on East Oak Street in 1889. Hoffman, also a native of Virginia, settled in Fort Collins in 1887 and worked for the Lindell Mill. In 1892, John Hoffman married Miss Frances C. Coy, the daughter of Mr. and Mrs. John G. Coy, pioneering farmers of the Cache la Poudre Valley. Two years after purchasing the home, Hoffman erected the Hoffman Feed Mill on Riverside Avenue and became its chief officer. The Hoffman Mill was a financial success and in 1900,John Hoffman enlarged the main building and added a flouring Mill. The Hoffmans,with their two children,occupied the East Oak Street residence until John Hoffman's death in 1955. The property remained however,under the ownership of the extended family as Mrs. Hoffman's sister, Mrs. Anna Coy Bertram moved into the home with her husband and occupied the house until around 1967,the year of Mr.Bertram's death. Lydia Anne Morrison,the daughter of the original Hoffman owner,and her husband Millard A.Morrison,then acquired the home in 1968 and resided at the Oak Street address until 1989. During this time,the Centennial-Bicentennial Heritage Council recognized the house in 1976 as an important architectural and historical property. The home is still used as a single-family residence today. • ORDINANCE NO. 187, 2000 OF THE COUNCIL OF THE CITY OF FORT COLLINS DESIGNATING THE HOTTEIIHOFFMAN HOUSE AND ASH PIT, 426 EAST OAK STREET, FORT COLLINS, COLORADO, AS A HISTORIC LANDMARK PURSUANT TO CHAPTER 14 OF THE CODE OF THE CITY OF FORT COLLINS WHEREAS, pursuant to Section 14-2 of the City Code, the City Council has established a public policy encouraging the protection,enhancement and perpetuation of historic landmarks within the city; and WHEREAS, by Resolution dated December 13, 2000, the Landmark Preservation Commission (the "Commission") has determined that the Hottel/Hoffman House has architectural and historical importance to the City as an exceptional example of the Victorian/Italianate style of architecture,and for its association with the Hottel and Hoffman families,and the ash pit incinerator has architectural and historical importance as a locally rare example of this type of structure dating from circa 1880; and WHEREAS,the Commission has further determined that said property meets the criteria of a landmark as set forth in Section 14-5 of the Code and is eligible for designation as a landmark,and has recommended to the City Council that said property be designated by the City Council as a landmark; and iWHEREAS, the owners of the property have consented to such landmark designation; and WHEREAS, such landmark designation will preserve the property's significance to the community; and WHEREAS, the City Council has reviewed the recommendation of the Commission and desires to approve such recommendation and designate said property as a historic landmark. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the buildings and structures historically known as the Hottel/Hoffman House and Ash Pit, located on lands in the City of Fort Collins, Larimer County, Colorado, described as follows, to wit: Lots 15 and 16, Block 151 Also known as 426 East Oak Street be, and hereby is, designated as a historic landmark pursuant to Chapter 14 of the Code of the City of Fort Collins. • Section 2. That the Secretary of the Interior's standards and guidelines for the treatment of historic properties will serve as the standards by which alterations, additions and other changes to the buildings and structures located upon the above described property will be reviewed for compliance with Chapter 14, Article III, of the Code of the City of Fort Collins. The building has exceptional architectural significance being an excellent example of Victorian/Italianate architecture. Additionally, the house is significant for its history, as it was built in 1886 to an early pioneer and entrepreneur of • Fort Collins. Architecture-The Hottel/Hoffman House is a two story, wood frame building clad with clapboard. The complex design of the building consists of two major sections with steeply pitched, clipped gable roofs. The clipped gables have cornice returns and paired scroll-sawn Italianate cornice brackets which decoratively support the boxed eaves. Added to this unusual roof form are a series of omate gabled dormers. Other distinctive features include a cant bay window and a projecting front porch on the east part of the fagade with a shed roof supported by Tuscan columns. The Hottel/Hoffman House also has two interior chimneys of red brick, including a tapered chimney that exits the clipped gable roof near the end of the house. This building appears to be in excellent, virtually unmodified condition. History -This unique historic home was reportedly build in 1886 for Andrew Hottel, a former native of Virginia who arrived in Fort Collins in 1876 and worked for 16 years as a miller in the Lindell Mill. In 1892, Mr. Hottel left Fort Collins to accept a management position at the Lamar Milling and Elevator in Lamar, Colorado. Mr. John Hoffman then acquired the Hottel home on East Oak Street. In 1892, Hoffman purchased the house and also married Miss Frances C. Coy, daughter of Mr. and Mrs. John G. Coy; pioneering farmers of the Cache la Poudre Valley. Significance-This property is a contributing element to the Laurel School Historic District that gained a place on the National Register of Historic Places in 1980. The Hottel/Hoffman House would also qualify as individually eligible for the National Register under Criterion C. The building is a very well preserved, elaborate and locally rare example of a two story wood frame Italianate style dwelling in Fort Collins with "high artistic value." Additionally, the Hottel/Hoffman House upholds the architectural character and the diversity of the Laurel School National Register residential neighborhood which surrounds the building. The property also has historical significance for its association with both the Hottel and Hoffman families. RECOMMENDATION: Staff strongly recommends approving this request for Fort Collins Landmark designation of the Hottel/Hoffman House,426 East Oak Street,Fort Collins, Colorado, for its architectural importance to our community as an unusual and locally rare example of a Victorian/Italianate home, and for its historic association with the Hottel and Hoffman families. It is a two story,wood frame building clad with clapboard. Its design is complex. The building consists of two major sections with intersecting, steeply pitched,clipped gable roofs; one clipped gable ces front on the western side of the facade. The clipped gables have cornice returns, and the boxed eaves are ecoratively supported by paired scroll-sawn Italianate cornice brackets. Added to this unusual roof form are a series of ornate gabled dormers, including two on the front facade to the right of the front-facing clipped gable,and two on the west elevation. These gabled dormers are of different sizes, and all feature very steeply pitched roofs with returning eaves supported by pairs of scroll-sawn Italianate cornice brackets. Other distinctive features include a cant bay window on the west side of the facade, which features a flat roof also embellished with Italianate cornice brackets, and a projecting open front porch on the right/east part of the facade with a shed roof supported by Tuscan columns. All windows,including those placed in the dormers and cant bay window, are narrow rectangular,double-hung wood sash units with ornate surrounds featuring elaborate milled wooden lintels that include a vertically projecting central, semi-circular element. The home is equipped with two interior chimneys of red brick, including a tapered chimney that exits the clipped gable roof near the east end of the house;the other chimney rises from the peak of the roof near the center of the dwelling. The house appears to be in excellent, unmodified condition. Two outbuildings associated with the 426 East Oak Street dwelling are located at the rear of the lot close to the diagonally oriented Riverside Avenue. One is a very small(approximately 8' x 8'),nearly square wood frame shed or chicken coop with a shed roof. The other outbuilding is a gabled shed with a low, shed-roofed addition. Both of these utilitarian structures are of wood frame construction and are clad with weathered vertical board siding. Willits. The open front porch on the right(east) side of the facade was added between 1917 and 1925; otherwise it is unaltered. The Hottel or Hoffman House is judged to qualify as individually eligible for the National Register under Criterion C. It is a very well preserved, elaborate, and locally rare example of a two story wood frame Italianate style dwelling in Fort Collins,that is a good example of the style that exhibits "high artistic value." The house does not appear to qualify as individually eligible for the National Register under any other criteria, although two men associated with the home,John M. Hoffman and Andrew J. Hottel, contributed to the development of one of the community's early industries: the milling of grain produced by area farmers. This c. 1890 form of trash incinerator is architecturally and historically significant as an unusual and locally rare example of a once common structure associated with domestic life. It is the only known extant example of this form of ash pit in Fort Collins. History - The Hottel / Hoffman Ash Pit is located on the northwestern side of the . property located at 426 East Oak Street. It is a three-foot high dome shaped structure, with a width of four feet. The ash pit is constructed of brickwork with a concrete coating. The eastern side of the ash pit has a square, one-foot by one-foot opening, and the top of the dome has a round smoke vent. The interior of the ash pit still contains ashes, and the interior bricks are coated with black soot. Although the exterior concrete masonry work is cracked, the ash pit appears to be in unaltered condition. RECOMMENDATION: Staff recommends approving this request for Fort Collins Landmark designation of the Hottel/Hoffman Ash Pit, 426 East Oak Street, Fort Collins, Colorado, for its architectural and historical significance.
