J. Gregory Property, 215 Whedbee Street, as a Fort Collins Landmark Pursuant to Chapter 14 of the City Code. RECOMMENDATION Staff recommend adoption of the Ordinance on First Reading. At a public hearing held on January 23, 2008, the Landmark Preservation Commission voted unanimously to recommend designation of this property,under Designation Standard Three,for its excellent representation of Queen Anne Cottage architecture. EXECUTIVE SUMMARY The E. J. Gregory Property is eligible for recognition as a Fort Collins Landmark under Standard Three. Constructed in 1903-04 by Fort Collins builder S. J. Milligan, the house embodies many distinctive characteristics of the Queen Anne Cottage architectural style of the late 1800s and early 1900s. This property contains a historic dwelling, a historic single bay front gable garage, and a historic small gabled wood frame building. BACKGROUND In 1903-04,Fort Collins builder S.J.Milligan constructed a"5-room brick cottage"at 215 Whedbee Street for a cost of$1500. The modest historic home is a relatively unmodified and richly detailed small scale example of Queen Anne domestic architecture. It is a single story, rectangular plan painted brick building,with a hip roof and a front gable offset to the right above an open porch. The face of this front gable is clad with fish scale shingles. The open porch has a shed roof supported by turned spindle posts,with intricate scroll-sawn and beaded corner brackets. The main roof eaves are boxed,and a plain fascia trim board is applied to the walls just below the eaves. The main entry consists of an original glazed wooden door,with inset rectangular panels and carved floral elements above the solitary light. This door is set into an arched opening. The facade features a large 1-over- 1 sash and transom window, also set into an arched opening. On the side elevations, the arched window openings feature massive dressed sandstone lugsills, as well as curved projecting lintels composed of radiating voussoirs. A belt course of two rows of brick stretchers extends around the building at window lintel level. A solitary brick interior chimney rises from the ridgeline of the hip roof, near the center of the house. March 18, 2008 -2- Item No. 19 Attached to the rear end of the dwelling is a nearly full-width wood frame enclosed porch, with a shed roof. This porch is clad with non-historic wide lapped pressboard siding. Except for this non- original material applied to the rear porch,and the painted brick,the house appears unmodified,with excellent integrity. Two historic outbuildings are located on the lot. A detached,front gable,single bay garage is located adjacent to the alley. This utilitarian structure features hinged double doors and drop siding. STATEMENT OF SIGNIFICANCE Designated on the National Register of Historic Places and the State Register of Historic Properties as a contributing element of the Laurel School National Register District, the E. J. Gregory House, Garage and Outbuilding are significant to Fort Collins under Standard 3, as an excellent example of Queen Anne Cottage domestic architecture with associated historic outbuildings. The very well preserved and richly detailed brick home was judged to embody architectural significance and integrity rendering it individually eligible for designation on the National and State Registers, as well as for recognition as a Fort Collins Landmark. GREGORY PROPERTY 215 WHEDBEE STREET, FORT COLLINS,COLORADO WHEREAS, it is a matter of public policy that the protection, enhancement and perpetuation of sites, structures, objects, and districts of historical, architectural, or geographic significance, located within the city, are a public necessity and are required in the interest of the prosperity, civic pride and general welfare of the people; and WHEREAS, it is the opinion of the City Council that the economic, cultural and aesthetic standing of this city cannot be maintained or enhanced by disregarding the historical, architectural and geographical heritage of the city and by ignoring the destruction or defacement of such cultural assets; and WHEREAS,the E.J. Gregory Property has individual significance to Fort Collins under Landmark Standard(3), for its Craftsman architecture; and WHEREAS, the Landmark Preservation Commission has determined that the E. J. Gregory Property meets the criteria of a landmark as set forth in Section 14-5 of the code and is eligible for designation as a Fort Collins Landmark; and WHEREAS, the owners of the property, Christopher Reid and Rosemary Davenport, have consented to such landmark designation. J. GREGORY PROPERTY, 215 WHEDBEE STREET, FORT COLLINS, COLORADO, AS A FORT COLLINS LANDMARK PURSUANT TO CHAPTER 14 OF THE CODE OF THE CITY OF FORT COLLINS WHEREAS,pursuant to Section 14-2 of the City Code,the City Council has established a public policy encouraging the protection, enhancement and perpetuation of landmarks within the City; and WHEREAS,by Resolution dated January 23,2008,the Landmark Preservation Commission (the "Commission")has determined that the E. J. Gregory Property has significance to Fort Collins under Landmark Designation Standard (3), by reason of its excellent representation of the Queen Anne Cottage architectural style in Fort Collins; and WHEREAS,the Commission has further determined that said property meets the criteria of a landmark as set forth in Section 14-5 of the Code and is eligible for designation as a landmark,and has recommended to the City Council that said property be designated by the City Council as a landmark; and WHEREAS, the owners of the property have consented to such landmark designation; and WHEREAS, such landmark designation will preserve the property's significance to the community; and WHEREAS, the City Council has reviewed the recommendation of the Commission and desires to approve such recommendation and designate said property as a landmark. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the property known as the E.J.Gregory Property,and the adjacent lands upon which the historical resources are located, in the City of Fort Collins, Larimer County, Colorado, described as follows, to wit: SOUTH HALF OF LOT 3, BLOCK 152, FORT COLLINS be designated as a Fort Collins Landmark in accordance with Chapter 14 of the Code of the City of Fort Collins. In addition to the historic dwelling, the property also contains a historic front gable garage and a historic small gabled wood frame outbuilding. All three buildings and structures contribute to the significance of the property,and are being designated as a part of these proceedings. Section 2. That the criteria in Section 14-48 of the Municipal Code will serve as the standards by which alterations, additions and other changes to the buildings and structures located upon the above described property will be reviewed for compliance with Chapter 14,Article III, of the Code of the City of Fort Collins.
