GENERAL DIRECTION SOUGHT AND SPECIFIC QUESTIONS TO BE ANSWERED 1. Do the proposed DRAFT design standards for both "carriage houses" and accessory buildings address concerns outlined in the moratorium ordinance? The moratorium ordinance highlighted the following perceived problems: • Architecture that is incompatible with the neighborhood, in terms of mass, bulk, scale, height, and character; • Increased traffic and speeding on alleys not designed as streets; • Additional noise and dust impacts with gravel paved alleys; • Parking spillover onto adjacent lots and alleys; • Loss of privacy in backyards; • Increased noise; and • Destabilization of neighborhoods due to the increased number of rental units and a lack of reinvestment. 2. Is the proposed development review process for future "carriage houses" striking the right balance between over- and under-regulation? 3. Has enough flexibility been built into the standards to variances when there are unique circumstances? 4. Should lots be subdivided? The purpose of this study session is to review the basis for DRAFT revised development standards for carriage houses and accessory buildings within the Eastside and Westside Neighborhoods and receive Council direction on the draft as well as other policy-related issues. A copy of the primary design standards are summarized in the attached chart (see Potential Zone District Regulations). The Current Planning Department has developed an accelerated, but extensive public process to address issues raised in the moratorium discussion. The cornerstone of this process is a consecutive multiple-day session known as a"charrette". The charrette is an intense work effort,that combines a variety of affected disciplines, and that is completed within a collaborative public setting. This process brings stakeholders together in one place for a concentrated period of time to create a detailed, feasible agreement that would otherwise take months to achieve. In addition, a series of public meetings with affected Boards and Commissions has been developed to critique and build upon the draft Standards developed during the charrette.
