RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. At a public hearing held on March i 22. 2000. the Landmark Preservation Commission unanimously recommended designation of this property as a local landmark for its architectural and historical importance to Fort Collins. i EXECUTIVE SUMMARY: I The owner of the property,Terry Hamilton,is initiating this request for Local Landmark designation for the Fort Collins National Guard Armory. The building is significant for its architectural . importance to Fort Collins, as a good example of vernacular masonry civic architecture and as an example of the work of noted Fort Collins architect Arthur M. Garbutt. The building also has historical significance to the City,as the oldest.and only remaining National Guard Armory in Fort Collins. i History -The Fort Collins National Guard Armory building was designed in 1907 by Fort Collins architect Arthur M. Garbutt, a protdgd of Montezuma Fuller. The two story brick building features a crenelated parapet roofline with coping and an entablature of decorative brickwork. A large,round arched entranceway is centrally located on the symmetrical facade. To the right of the entrance are tv,-o evenly spaced, one-over-one double hung windows. To the left of the entrance, replacing the original windows, is a store front alteration. The second story facade has a centrally located triple window with shared stone sill. On either side of the triple window are two evenly spaced double hung windo-,vs. i I i • ORDINANCE NO. 31, 2000 OF THE COUNCIL OF THE CITY OF FORT COLLIN'S DESIGNATING THE FORT COLLINS NATIONAL GUARD ARMORY, 314 EAST MOUNTAIN AVENUE, FORT COLLINS, COLORADO, AS A HISTORIC LANDMARK PURSUANT TO CHAPTER 14 OF THE CODE OF THE CITY OF FORT COLLINS WHEREAS, pursuant to Section 14-2 of the City Code, the City Council has established a public policy encouraging the protection,enhancement and perpetuation of historic landmarks within the City; and WHEREAS,by Resolution dated March 22,2000 the Landmark Preservation Commission ("Commission") has determined that the Fort Collins National Guard Armory has architectural importance to the City as a good example of vernacular masonry civic architecture, and as an example of the work of noted Fort Collins architect Arthur M. Garbutt. The building also has historical significance to the City, as the oldest,and only remaining National Guard Armory in Fort Collins; and WHEREAS,the Commission has further determined that said property meets the criteria of a landmark as set forth in Section 14-5 of the Code and is eligible for designation as a local landmark, and has recommended to the City Council that said property be designated by the City Council as a local landmark; and WHEREAS, the owner of the property has consented to such landmark designation; and WHEREAS, such landmark designation will preserve the property's significance to the community; and WHEREAS, the City Council has reviewed the recommendation of the Commission and desires to approve such recommendation and designate said property as a historic landmark. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the building historically known as the Fort Collins National Guard Armory, located on lands in the City of Fort Collins,Larimer County,Colorado,described as follows,to wit: Lots 17 and 18, Block 11, Original Town Plat, also known as 314 East Mountain Avenue, be. and hereby is, designated as a historic landmark pursuant to Chapter 14 of the Code of the City of Fort Collins. Section 2. That the Secretary of the Interior's Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings (U.S. Department of the Interior, National Park Service, Revised 1983) will serve as the standards by which alterations, additions and other changes to buildings and structures located upon the above described property will be reviewed for compliance with Chapter 14, Article III. of the Code of the City of Fort Collins. Fort Collins, Colorado, has architectural importance to Fort Collins. as both a good example of vernacular masonry civic architecture and as an example of the work of noted Fort Collins architect Arthur M. Garbutt. The really distinguishing features in the '. facade are the battlements at the top and the center arch, with large key- stone. The arch opening is covered with a large garage type door, a later addition. Another feature is the decorative brick bands running between the battlements and second story windows. The windows at top level are double- hung single sash; a pair on each flank, and three in the center. At ground level there is a pair of double-hung windows on the right, while on the left an otherwise perfect fenestration has been spoiled by a large modern shopfront type window, flanked by a regular size door.
