SUBJECT
Resolution 2004-022 Declaring the Intent of the City of Fort Collins to Participate in the Process
of Seeking Designation as a "Preserve America Community."
RECOMMENDATION
Staff recommends adoption of the Resolution.
FINANCIAL IMPACT
There is no financial impact, however being designated as a Preserve America Community would
make it possible for the City to apply for future grants assisting communities in preserving its
cultural and natural resources.
EXECUTIVE SUMMARY
On March 3, 2003, First Lady Laura Bush launched Preserve America, an initiative to encourage
and support community efforts for the preservation and enjoyment of our priceless cultural and
natural heritage. Preserve America is a White House initiative developed in cooperation with the
Advisory Council on Historic Preservation, the U.S. Department of the Interior, and the U.S.
Department of Commerce, focusing attention on President and Mrs. Bush's efforts to preserve our
national heritage.
The goals of the initiative include:
• a greater shared knowledge about the Nation's past;
strengthened regional identities and local pride;
• increased local participation in preserving the country's irreplaceable cultural and
natural resource.
The Advance Planning Department would like to apply for special designation for Fort Collins as
a Preserve America Community. It is a program recognizing communities that:
• protect and celebrate its heritage;
• use its historic assets foreconomic development and community revitalization;and
• encourage people to experience and appreciate local historic resources through
education and heritage tourism programs.

As part of the application, City Council needs to adopt a resolution embracing the above goals.
Currently the only Colorado Preserve America Community is Steamboat Springs, announced two
weeks ago. The goal of Colorado Preservation, Inc., the statewide preservation advocacy
organization,is to have several of the first"Preserve America"communities. These will be leaders
building on the strong foundation of their heritage.
Designation was initially set up to be a national honorific recognition,but on January 15,2004,First
Lady Laura Bush announced that the President's budget for FY2005 will include a proposal for$10
million in grants to assist communities in preserving their cultural and natural resources.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
DECLARING THE INTENT OF THE CITY OF FORT COLLINS TO PARTICIPATE IN THE
PROCESS OF SEEKING DESIGNATION AS A "PRESERVE AMERICA COMMUNITY"
WHEREAS, the City Council desires to preserve and enhance the quality of lift in Fort
Collins and is committed to the revitalization of the downtown "main street" area; and
WHEREAS, on March 3, 2003, the White House launched an initiative to encourage and
support community efforts for the preservation and enjoyment of the nation's cultural and natural
heritage, which initiative is known as "Preserve America" and was developed in cooperation with
the Advisory Council on Historic Preservation, the U.S. Department of the Interior and the U.S.
Department of Commerce; and
WHEREAS,the goals of the initiative include promoting a greater shared knowledge of the
nation's past, strengthening regional identities and local pride, and increasing local participation in
preserving the country's irreplaceable cultural and natural resources; and
WHEREAS,"Preserve America"is a program which recognizes communities that(1)protect
and celebrate their heritage, (2)use their historic assets for economic development and community
revitalization and(3)encourage people to experience and appreciate local historic resources through
education and heritage tourism programs; and
WHEREAS, the City Council believes that the goals and purposes of the Preserve America
initiative are compatible with the City's interests and goals related to historic places and that the City
should participate in the process of seeking designation as a "Preserve America Community".
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the City Council hereby embraces the goals and purposes of the Preserve
American initiative as set out above.
Section 2. That the City Manager is hereby directed to take such actions as are reasonably
necessary for the City to seek designation as a "Preserve America Community."
Passed and adopted at a regular meeting of the Council of the City of Fort Collins held this
17th day of February, A.D. 2004.
