Fischbach SUBJECT : Resolution 2000-55 Authorizing the City Manager to Provide a Staff Support Person for the Council Representative to the Cache La Poudre Commission. RECOMMENDATION: Staff recommends adoption of the Resolution. EXECUTIVE SUMMARY: In August 1999, the City Council adopted Resolution 99-105 authorizing the Mayor to execute an intergovernmental agreement between Larimer County.Weld County,and the Cities of Fort Collins, Loveland. and Greeley, concerning the Cache La Poudre River Corridor Citizen Commission. The intergovernmental agreement recommended various individuals to be representatives on.the Commission. Mayor Pro Tern Chuck Wanner was recommended as the representative for the City of Fort Collins. The Commission is charged with carrying out the mandate of the Cache La Poudre Corridor Act, Public Law 104-323, which was enacted by Congress in 1996. The mandate is to develop an interpretive plan for the River corridor. The City Manager will appoint a staff support person to assist the City's representative with his work on the Commission. This Resolution authorizes the City Manager to provide a staff support person for the Council representative to the Commission. i • RESOLUTION 2000-55 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE CITY MANAGER TO PROVIDE A STAFF SUPPORT PERSON FOR THE COUNCIL REPRESENTATIVE TO THE CACHE LA POUDRE COMMISSION WHEREAS, the Cache La Poudre River Corridor Act (the "Act") was enacted by Congress in October 1996, with its mission to be carried out by a citizen commission (the "Commission"); and WHEREAS, the mandate of the Act, under the direction of the Commission, is to develop an interpretive plan for the river corridor from the eastern boundary of Roosevelt National Forest to one-quarter mile west of the confluence of the Cache La Poudre and South Platte Rivers; and WHEREAS, the development of an interpretive plan for the river corridor will serve an important public purpose by providing for the enjoyment and education of the residents of the community; and WHEREAS, the City Council, pursuant to Resolution 99-105 authorized the Mayor to execute an intergovernmental agreement between Larimer County, Weld County, and the cities of Fort Collins. Loveland, and Greeley, concerning the Cache La Poudre Commission; and WHEREAS, the intergovernmental agreement recommended that Mayor Pro Tern Chuck Wanner be appointed to the Commission as the representative from the City of Fort Collins; and WHEREAS, the City's representative will need staff support to properly represent the City's interests and the City Manager believes that it would be in the best interests of the City to appoint a staff support person for the City's Commission representative. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the City Manager is hereby authorized to appoint a staff support person for the City's representative on the Commission to provide such services as the City Manager, in consultation with Mayor Pro Tern Wanner, may consider necessary and appropriate to facilitate the purposes of the Act and to fully support the City's involvement and participation on the Commission. Passed and adopted at a regular meeting of the City Council held the 4th day of April, A.D. 2000. Mayor ATTEST: City Clerk
