RECOMMENDATION: Staff recommends adoption of the Resolution. EXECUTIVE SUMMARY: A vacancy currently exists on the Art in Public Places Board due to the resignation of Susan Sterlieb. Councilmembers Weitkunat and Kastein reviewed the applications on file and are recommending Ann Carr to fill the vacancy with a term to begin immediately and set to expire on December 31, 2002. A vacancy also currently exists on the Electric Board due to the resignation of William Brayden. Councilmembers Mason and Wanner reviewed the applications on file and conducted interviews. The Council interview team is recommending Doug Smith to fill the vacancy with a term to begin immediately and set to expire on December 31, 2002. A vacancy also exists on the Parks and Recreation Board due to the resignation of Rebecca Chavez. Councilmembers Bertschy and Wanner reviewed the applications on file and are recommending Mike Gavin to fill the vacancy with a term to begin immediately and set to expire on December 31, 2002. RESOLUTION 2000-88 OF THE COUNCIL OF THE CITY OF FORT COLLINS MAKING APPOINTMENTS TO VARIOUS BOARDS AND COMMISSIONS WHEREAS, a vacancy currently exists on the Art in Public Places Board due to the resignation of Susan Sternlieb; and WHEREAS, a vacancy also exists on the Electric Board due to the resignation of William Brayden; and WHEREAS,a vacancy also exists on the Parks and Recreation Board due to the resignation of Rebecca Chavez; and WHEREAS, the City Council desires to make appointments to fill said vacancies. The Electric Board should investigate available options and _ recommend strategies which are cost-effective,environmentally sound,and in keeping with the values of the entire community. — 2) Environmental Issues-Energy use in general,and electricity use in particular,has — potentially significant environmental consequences,including toxic,particulate, and greenhouse gas emissions. The Electric Board should explore and recommend strategies for — reducing the environmental impact of electricity use in Fort Collins,balancing the needs of — residential,commercial,and industrial customers with the mission,scope,budget,capabilities, _ and long-range goals of the Utility and the City. 3) Deregulation-It is probable that customer choice will come to Colorado in the not-too- distant future. Experience in other states has shown that customers will choose an electricity _ supplier for a variety of reasons,including cost,reliability,service,and environmental impact, to name a few. Considering that the Utility is a significant source of money for the General Fund in Fort Collins,and that local control of electricity supply is crucial to adequately — addressing the issues outlined above, the Electric Board should recommend policies to ensure _ that Fort Collins Utilities will remain the supplier of choice to customers.
