SUBJECT:
Resolution 2000-84 Authorizing the City Manager to Submit the 2000-2004 Fort Collins Housing
and Community Development Plan to the Department of Housing and Urban Development.
RECOMMENDATION:
Staff recommends adoption of the Resolution.
FINANCIAL IMPACT:
There is no direct financial impact of the Consolidated Housing and Community Development Plan;
however,the Plan does provide the City Council with guidance in allocating Federal grant program
funds in the community.

EXECUTIVE SUMMARY:
The City of Fort Collins Consolidated Housing and Community Development Plan was undertaken
as a requirement of the U.S. Department of Housing and Urban Development (HUD) in order to
qualify for federal Community Development Block Grant and HOME funds. While the Plan was
drafted for this purpose,it reflects the goals and objectives of the City's Affordable Housing Policy
and the 1999 Priority Affordable Housing Needs and Strategies. The Consolidated Housing and
Community Development Plan describes the process used to develop the plan,provides a strategic
plan for meeting the housing and community development needs of the community and lists the
activities which the City will undertake to address the needs expressed in the Plan. Upon adoption
of the Consolidated Housing and Community Development Plan by the City Council, HUD will
receive the Plan for review. The City will be allocated FY2000 CDBG and HOME funding once
the Plan is approved by HUD.
BACKGROUND:
The National Affordable Housing Act(NAHA)requires that, in order to apply for federal funding

drafted and adopted a Five Year Consolidated Housing and Community Development Plan. The
Federal programs currently administered by the City of Fort Collins include the Community
Development Block Grant Program(CDBG) and the HOME Investment Partnership Program. In

order for the City to receive its FY2000 federal funding entitlement for both programs, it is
necessary to submit the Consolidated Housing and Community Development Plan to HUD prior to
August 15, 2000.
Once the Consolidated Housing and Community Development Plan is approved by HUD, local
agencies and other private sector and non-profit organizations can receive FY2000 financial
assistance through the grant programs authorized by HUD. The Consolidated Housing and
Community Development Plan identifies community development and affordable housing needs in
the community, develops a Five Year Strategic Plan to address those needs and implements a one
year Action Plan to address specific needs using federal grant funding and other private and public
resources.
Development of the FY2000 Fort Collins Consolidated Plan started in February of 1999 with the
adoption by Council of the "Priority Affordable Housing Needs and Strategies Study" which
detailed the housing priorities for the City over the next 10 years. The process continued in
September of 1999 when over 30 agencies were contacted to provide-updated information on the
housing and community development needs of Fort Collins. Using the format required by the
Department of Housing and Community Development, the following draft objectives were
identified:
Homeless Objectives: During the years 2000-2004,the City of Fort Collins will work with for-profit
and non-profit developers in the development or acquisition of additional transitional units by
providing support and services such as technical assistance and funding, and will also work with
non-profit and for-profit agencies to fund projects and proposals which address the public services
required to meet the needs of the homeless such as shelter and services costs.
Special Populations Objectives: Over the next five years, 2000-2004, the City of Fort Collins will
assist public service providers which propose projects to address the independence issues of special
populations. This will be accomplished by providing services such as technical assistance and
funding to projects which provide services which may include but are not limited to job coaching
for disabled young adults, HIV/AIDS education and services, and assistance to frail and at-risk
elderly or other projects which meet community needs.
Housing Objectives: In accordance with the "Priority Affordable Housing Needs and Strategies
Study", the City will actively solicit the development of approximately 1,000 units of affordable
rental housing including the retention of existing affordable rental housing for very-low-income
families(30%-50°/u AMI),the elderly and other special needs populations who pay more than 30%
of their income for rent. The City will also actively solicit the development of approximately 355
units of affordable rental housing for low-income families,elderly or special needs populations that
earn between 50% and 80%AMI and pay more than 30%of their income for rent through the use
of the City's allocation of Private Activity Bonds. In addition,the City will assist a minimum of 375
low-to moderate-income households to become first-time home buyers.
Public Housing Obiective: During the years 2000-2004,the City of Fort Collins will provide advice
and support to the Fort Collins Housing Authority in the development of housing and services to
meet the needs of the City's low-income population by providing technical and financial assistance
for appropriate housing projects.
Community Development Objective: During the years 2000-2004, the City of Fort Collins will
work to improve the community through the enhancement of non-housing facilities, services and

amenities and by identifying and addressing community development needs on an ongoing basis.
This may include such public service needs as job creation, funding to encourage the availability
of child care or operations funding for direct services in addition to Public Facilities and Planning
projects which address this objective.
Over 50 agencies participated in the review of the preliminary report in March of 2000 (including
the Affordable Housing Coalition of Larimer County) and a final draft of the Plan was made
available to the general public for a 30-day review from May 8, 2000 to June 6, 2000 which also
included a public hearing on May 11, 2000. The City's Community Development Block Grant
Commission and Affordable Housing Board extensively reviewed the final draft document and
recommended its adoption.
In addition, the City's competitive process provided an opportunity for the public and agencies to
comment on the selection of proposed recipients of funding to meet the needs outlined in the Plan.
Section III of the Plan provides a detailed description projects approved by Council on May 2,2000.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE CITY MANAGER TO SUBMIT THE 2000-2004
FORT COLLINS HOUSING AND COMMUNITY DEVELOPMENT PLAN TO THE
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
WHEREAS, the National Affordable Housing Act ("NAHA") requires that, in order to
apply for certain Department of Housing and Urban Development ("HUD") programs, local
governments must have an approved Consolidated Housing and Community Development Plan;
and
WHEREAS, representatives and individuals from the various housing and support
services agencies in the community and other individuals interested in affordable housing and
community development issues have participated in the thirty day public review required by
HUD to develop the Fort Collins Consolidated Housing and Community Development Plan
("Plan"); and
WHEREAS, the Plan contains a detailed discussion of the housing and community
development needs of low and moderate income people of the community; presents a listing of
objectives that will address those needs during the next five years; and lists in a"one-year action
plan" specific projects which will help implement the objectives; and
. WHEREAS, the Affordable Housing Board and the Community Development Block
Grant Commission have reviewed the Plan and recommended to the Council that it be submitted
to HUD for approval; and
WHEREAS, a public hearing was held on May 11, 2000 in order to solicit citizen
comments on the Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS, that the City Manager is hereby authorized to submit for approval the 2000-
2004 Fort Collins Consolidated Housing and Community Development Plan to the Department
of Housing and Urban Development.
Passed and adopted at a regular meeting of the City Council held this 20th day of June,
