HomeMy WebLinkAboutCOUNCIL - AGENDA ITEM - 06/20/2000 - FIRST READING OF ORDINANCE NO. 74, 2000, APPROPRIA AGENDA ITEM SUMMARY ITEM NUMBER: 19 DATE: June 20, 2000 FORT COLLINS CITY COUNCIL STAFF: Glenn Levy SUBJECT: First Reading of Ordinance No. 74, 2000, Appropriating Unanticipated Revenue in the Flood Mitigation Fund and Authorizing the Transfer of Appropriations Between Funds for Projects Pertaining to Flood Mitigation Measures. RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: The City was awarded three grants from the Colorado Office of Emergency Management for Disaster Resistant Grant Program funds. The funds, totaling $8,500, will be appropriated in the City's Flood Mitigation Fund and used to provide information to the citizens of Fort Collins concerning flood awareness and mitigation measures. Matching funds,totaling$8,500,have been identified from existing appropriations in the Storm Drainage Fund ($7,500) and in-kind services in the form of contributions of time and materials from private entities ($1,500). EXECUTIVE SUMMARY: This item appropriates unanticipated revenue and authorizes the transfer of existing appropriations between funds to be used for flood awareness and mitigation measures. Three grants have been awarded from the Colorado Office of Emergency Management. Matching funds have been identified within the Storm Drainage Fund. The grants will assist the City in: (1) designing a website that displays stream flow and weather data in graphical and tabular format; (2) designing and developing a brochure on the City's early flood warning system and mitigation benefits for the businesses and residents within the City,focusing on those located in mapped floodplain areas;and (3) conducting public meetings aimed at increasing the public's understanding and ability to react to natural disasters. The City's Flood Mitigation Fund was created in April, 1998 to account for revenues and expenditures associated with long range planning, and flood awareness and mitigation measures which became necessary in the aftermath of the flash flood that hit Fort Collins on July 28, 1997. The flood resulted in the loss of five lives, the loss of 120 mobile homes, and caused over $200 million in damage. A Presidential declaration qualified the community for various types of federal disaster assistance programs. Since the creation of the fund,the City has received in excess of$1.4 million in federal funding to develop a flood recovery action plan,a flood warning program,and to develop a disaster resistant community initiative. This latest application by the City, for federal funds, will help address the continued need to find ways to expand mitigation awareness and DATE: June 20, 2000 2 ITEM NUMBER: 19 benefits to citizens and businesses residing in floodplain areas, and provide a means to accurately disseminate streamflow and precipitation gage data to the public. The three grants to be administered by the City's Office of Emergency Management are as follows: Stream &Rain Gage on Office of Emergency Management Federal funds $ 5,000 City match 5,000 Total $ 10,000 Informational Public Meeting Series on Community Safety Federal funds $ 2,000 City match 2,000 Total $ 4,000 Flood Mailers Federal funds $ 1,500 City match 0 Total $ 1,500 ORDINANCE NO. 74, 2000 • OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE FLOOD MITIGATION FUND AND AUTHORIZING THE TRANSFER OF APPROPRIATIONS BETWEEN FUNDS FOR PROJECTS PERTAINING TO FLOOD MITIGATION MEASURES WHEREAS, in April 1998, the City created the Flood Mitigation Fund to account for revenues and expenditures associated with long range planning and flood awareness and mitigation measures following the aftermath of the flash flood that hit Fort Collins on July 28, 1997; and WHEREAS, since the creation of the aforementioned fund,the City has received in excess of$1.4 million dollars in federal funding to develop a flood recovery action plan, a flood warning program, and to develop a disaster resistant community initiative; and WHEREAS,the City's Office of Emergency Management continues to find ways to expand mitigation awareness and benefits to the public,focusing on residents and businesses located in the City's floodplain areas; and WHEREAS, the Colorado Office of Emergency Management has awarded the City three grants and has made available Disaster Resistant Grant Program funds totaling $8,500, to be used • to: (1) design a website that displays stream flow and weather data to the public alerting them to potential flooding incidents ($5,000); (2) design and develop a new brochure on the City's early flood warning system, including information on how businesses and homeowners can mitigate property damage before a flood and safety precautions during a flood($1,500);and(3)conduct four public meetings aimed at increasing the public's understanding and ability to react to natural disasters ($2,000); and WHEREAS, matching funds, totaling $7,000, are required and have been identified from existing appropriations in the Storm Drainage Fund; and WHEREAS,Article V, Section 9, of the Charter of the City of Fort Collins(the"Charter") permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year,provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year, does not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS,Article V, Section 10,of the Charter authorizes the City Council to transfer by ordinance any unexpended and unencumbered amount or portion thereof from one fund or capital project to another fund or capital project,provided that the purpose for which the transferred funds are to be expended remains unchanged; and WHEREAS, it is the desire of the Council to appropriate $8,500 to be received from the . Colorado Office of Emergency Management and authorize the transfer of existing appropriations, totaling$7,000,in the Storm Drainage Fund to the Flood Mitigation Fund to be used for providing flood mitigation measures. NOW, THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That there is hereby appropriated for expenditure from unanticipated revenue in the Flood Mitigation Fund, the sum of EIGHT THOUSAND FIVE HUNDRED DOLLARS ($8,500), upon receipt from the Colorado Office of Emergency Management to be used for the following projects: Stream& Rain Gage Website $ 5,000 Informational Public Meeting Series 2,000 Flood Warning Mailer 1,500 Total $ 8,500 Section 2. That the unexpended,appropriated amount of SEVEN THOUSAND DOLLARS ($7,000) is hereby authorized for transfer from the Storm Drainage Fund to the Flood Mitigation Fund and appropriated therein to be used for the following projects: Stream&Rain Gage Website $ 5,000 Informational Public Meeting Series 2,000 Total $ 7,000 Introduced and considered favorably on first reading and ordered published this 20th day of June, A.D. 2000, and to be presented for final passage on the 18th day of July,A.D. 2000.
