SUBJECT:
Items Relating to the Kendall-Harmony Annexation.
RECOMMENDATION:
Staff recommends adoption of the Ordinances on Second Reading.
EXECUTIVE SUMMARY:
A. Second Reading of Ordinance No. 68, 2000, Annexing Property Known as the Kendall-
Harmony Annexation to The City of Fort Collins.
B. Second Reading of Ordinance No. 69, 2000, Amending the Zoning Map of the City of
Fort Collins and Classifying for Zoning Purposes the Property Included in the Kendall-
Harmony Annexation.
On June 6, 2000, Council adopted Resolution 2000-75 Setting Forth Findings of Fact and
Determinations Regarding the Kendall-Harmony Annexation.
On June 6, 2000, Council also unanimously adopted Ordinance No. 68, 2000 and Ordinance No.
69, 2000, which annex and zone of approximately 2.00 acres in size of private land. The subject
annexation is located south of East Harmony Road and east of Cambridge Avenue. The property
has rural agricultural uses and is in the FA-1 Fanning District in Larimer County. The
recommended zoning is the Harmony Corridor District (HC). This is a 100% voluntary
annexation.

BACKGROUND:
The Kendall-Harmony Annexation (Current Planning File #8-00) is approximately 2.00 acres in
size and is located south of East Harmony Road and east of Cambridge Avenue. The site is
currently zoned FAI —Farming in Larimer County.

An Annexation Impact Report for this was forwarded to the Board of County Commissioners on
April 13, 2000.
This is a voluntary annexation, located within the Urban Growth Area (UGA) of the City of Fort
Collins. The City may annex property located within the UGA provided that the property has
1/6' contiguity with the existing City limits. The Kendall-Harmony Annexation complies with
this standard since the property has 881.18 feet of its total boundary of approximately 1,181.18
feet contiguous to the existing City limits. This meets the minimum 196.86 feet required to
achieve 1/6 contiguity.

Zoning and Anal:
The property is currently zone F 6,WF t in L r County. The requested zoning
for this annexation is the Harmony Corridor District (HQ. There are numerous uses permitted in
this District, subject to administrative review or review by the Planning and Zoning Board. The
City's adopted Structure Plan, a part of City Plan, suggests that Harmony Corridor District (HC)
zoning is appropriate for this location.
