HomeMy WebLinkAboutCOUNCIL - AGENDA ITEM - 06/06/2000 - FIRST READING OF ORDINANCE NO. 65, 2000, APPROPRIA AGENDA ITEM SUMMARY ITEM NUMBER: 15 FORT COLLINS CITY COUNCIL DATE: June 6, 2000 STAFF: Meg Corwin SUBJECT: First Reading of Ordinance No. 65, 2000, Appropriating Unanticipated Revenue and Prior Year Reserves in the Transportation Services Fund for the Local and Regional Transportation Demand Management Programs and the Regional Vanpool Program. RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: This Ordinance appropriates $54,804.90 of unanticipated revenue into the Transportation Services budget for the Fort Collins Local TDM program($4,436), the regional SMARTTrips Transportation Demand Management Program ($35,601.24), and the Regional VanGo Vanpool Program ($14,767.66). Available funding has been identified as follows: Colorado Department of Transportation $40,037.24 City of Fort Collins 410 Fund Reserves $14,767.66 TOTAL $54,804.90 Any local match requirement will be handled within existing budgets. EXECUTIVE SUMMARY: These dollars will be used by the Local and Regional Transportation Demand Management Programs to promote the use of alternative transportation among both city and regional residents. The dollars contributed by the 410 reserves are from efficiency savings in the 1999 VanGo program that resulted in surplus revenue. Specifically, these dollars will be used for the following: 1. To re-design the regional SMARTTrips web page; 2. To add a database and establish a systematic method of tracking program impact and effectiveness; 3. To continue expansion of business outreach and public awareness-raising programs regarding the benefits of using alternative transportation; 4. To maintain existing levels of service in the regional vanpool program in the face of rising fuel and maintenance costs. ORDINANCE NO. 65, 2000 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE AND PRIOR YEAR RESERVES IN THE TRANSPORTATION SERVICES FUND FOR THE LOCAL AND REGIONAL TRANSPORTATION DEMAND MANAGEMENT PROGRAMS AND THE REGIONAL VANPOOL PROGRAM WHEREAS, the City's SMARTTrips Local and Regional Transportation Demand Management Programs promote awareness and participation in alternative modes of transportation, including but not limited to car pooling,van pooling,biking,and public transit services,in concert with the goal of shifting ten percent of single occupant vehicle trips to other modes; and WHEREAS,the SMARTTrips programs rely heavily on federal funding as well as working closely with other cities around the region and the business community in an effort to leverage resources to fund the program; and WHEREAS, the North Front Range Transportation & Air Quality Planning Council (NFRT&AQPC)has identified$40,037 from the Colorado Department of Transportation, $11,435 in local matching funds from the cities of Greeley and Loveland, and $14,768 from prior year reserves in the Transportation Services Fund to be appropriated for the Local and Regional Transportation Demand Management Programs and the Regional VanPool Program; and WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins(the "Charter") permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year,provided that the total amount of such supplemental appropriations,in conjunction with all previous appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS,Article V,Section 9,of the Charter also permits the City Council to appropriate by ordinance at any time during the fiscal year such funds for expenditure as may be available from reserves accumulated in prior years, notwithstanding that such reserves were not previously appropriated; and WHEREAS, it is the desire of the Council to appropriate the sum of $51,472 from unanticipated revenues in the Transportation Services Fund and$14,767 from prior year reserves in the Transportation Services Fund, to be used to provide additional programming for the SMARTTrips Local and Regional programs and the Regional VanPool program. NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That there is hereby appropriated for expenditure from unanticipated revenue in the Transportation Services Fund,Local Transportation Demand Management program,the sum of FOUR THOUSAND FOUR HUNDRED THIRTY-SIX DOLLARS($4,436),representing additional revenue from the Colorado Department of Transportation, to be used for additional programming in 2000. Section 2. That there is hereby appropriated for expenditure from unanticipated revenue in the Transportation Services Fund,Regional Transportation Demand Management program,the sum of FORTY-SEVEN THOUSAND THIRTY-SIX DOLLARS ($47,036), representing additional revenue from the Colorado Department of Transportation($35,601) and matching funds from the Cities of Greeley and Loveland($11,435), to be used for additional programming in 2000. Section 3. That there is hereby appropriated for expenditure from prior year reserves in the Transportation Services Fund,Regional VanPool program, the sum of FOURTEEN THOUSAND SEVEN HUNDRED SIXTY-SEVEN DOLLARS($14,767)to be used for additional programming in 2000.
