HomeMy WebLinkAboutCOUNCIL - AGENDA ITEM - 06/06/2000 - FIRST READING OF ORDINANCE NO. 64, 2000, APPROPRIA AGENDA ITEM SUMMARY ITEM NUMBER: 14 DATE: June 6, 2000 FORT COLLINS CITY COUNCIL STAFF: Matt Baker SUBJECT: First Reading of Ordinance No. 64, 2000, Appropriating Unanticipated Revenue in the Capital Projects Fund and Authorizing the Transfer of Appropriations from the Street Oversizing Fund and the Neighborhood Parkland Fund to the Capital Projects Fund for the Taft Hill Road at Overlook Project. RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: This Ordinance transfers$1,179,766 into the Capital Projects Fund to construct arterial roadway improvements for the Taft Hill at Overlook Improvement Project. This project will go to bid as soon as funds are available. Funds will be appropriated as follows: Developer's Local Street Portion $ 130,239 (Contribution in Aide from Woodcraft Homes) Street Oversizing $ 461,416 Park Planning $ 7,618 Fort Collins/Loveland Water District $ 580,493 $ 1,179,766 This action will not affect the Street Oversizing Fund's ability to meet its other construction obligations in 2000. EXECUTIVE SUMMARY: Arterial street improvements are planned for Taft Hill at Overlook from Old Harmony Road north to W.C.R. 38E. The Fort Collins-Loveland Water District also has planned to install a 36"waterline along this portion at Taft Hill Road. Staff is working in conjunction with the FCLWD to consolidate these improvements into one construction contract. This will minimize the disruption to the traveling public and result in cost savings to the City and the District. These improvements include a 5' sidewalk, curb and gutter, a right turn lane at Brixton Road, a 36"waterline to be installed by Fort Collins/Loveland Water District, and a sidewalk connection from the Cathy Fromme Prairie to the development. The project is predominantly funded by the Street Oversizing Program, but includes the Development Local Street Portion contributed in the form of a Contribution in Aid,as well as a Fort Collins/Loveland Water District and a Park Planning portion. Staff is requesting funds to be appropriated from the Street Oversizing Fund prior year reserves and authorized for transfer, along with existing appropriations,to the Capital Projects Fund for the purpose of starting these arterial road improvements in the summer of 2000. Staff believes this project needs to start in the summer in order mitigate traffic impacts from The Overlook at Woodridge housing development. DATE: June 6, 2000 2 ITEM NUMBER: 14 BACKGROUND: Over the past two years staff has completed the design of the Taft Hill at Overlook Project. The improvements will span from Old Harmony Road to West County Road 38E. The project will include a 5' sidewalk, curb and gutter, a right turn lane at Brixton Road, a 36" waterline to be installed by Fort Collins/Loveland Water District, and a sidewalk connection from the Cathy Fromme Prairie to the development,to be installed by Park Planning.The project is planned to begin construction in the summer of 2000, with final completion and landscaping to be completed in the fall of 2000. This project will be built in conjunction with the Fort Collins/Loveland water line project to alleviate traffic impacts. There will also be some cost savings to both the Water District and the City. This section of Taft Hill at Overlook currently has a declining level of service for traffic. With the addition of The Overlook at Woodridge immediately adjacent to this area,the level of service will drop to an unacceptable level if the improvements planned for the project are not completed by the summer of 2000. The construction improvements for Taft Hill at Overlook will require travel lane reductions and will be an inconvenience to the traveling public while under construction. Staff has been working with several other departments and private utilities to coordinate construction of the project in an effort to minimize inconvenience to the traveling public. In order to take this project to bid and to start construction in the summer, all funds for the project must be appropriated into the Capital Project Fund. Street Oversizing and Park Planning funds are already budgeted. The Fort Collins/Loveland Water District and the developer's local street portion are expected to be deposited into the Street Oversizing,Contribution in Aid account within the next few weeks. ORDINANCE NO. 64, 2000 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE CAPITAL PROJECTS FUND AND AUTHORIZING THE TRANSFER OF APPROPRIATIONS FROM THE STREET OVERSIZING FUND AND THE NEIGHBORHOOD PARKLAND FUND TO THE CAPITAL PROJECTS FUND FOR THE TAFT HILL ROAD AT OVERLOOK PROJECT WHEREAS,a section of Taft Hill Road at Overlook currently has a declining level of service for traffic, with traffic delays and congestion projected, beyond 2000, if improvements are not constructed; and WHEREAS, City staff has been working on the design plans for improvements to the aforementioned section of Taft Hill Road at Overlook from old Harmony Road north to W.C.R.38E (the"Project') including reconstruction of the roadway, curb, gutter, sidewalks,a right turn lane at Brixton Road, a sidewalk connection from Cathy Fromme Prairie to the Overlook at Woodridge Development, and installation of a new thirty-six inch (36") waterline to be installed by the Fort Collins/Loveland Water District; and WHEREAS, the estimated cost of the Project is $1,179,766, and funds are available in the form of existing appropriations ($591,655) in the Street Oversizing Fund, a contribution in the Capital Projects Fund from the Fort Collins/Loveland Water District for its share of the improvements ($580,493), and a transfer from the Neighborhood Parkland Fund ($7,618); and WHEREAS, upon completion of the bid process,the Project would begin in the summer of 2000, with final completion and landscaping scheduled for fall of 2000; and WHEREAS,Article V, Section 9, of the Charter of the City of Fort Collins(the "Charter") permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year,provided that the total amount of such supplemental appropriations, in conjunction with all previous appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS,Article V,Section 10,of the Charter authorizes the City Council to transfer by ordinance any unexpended and unencumbered amount or portion thereof from one fund or capital project to another fund or capital project,provided that the purpose for which the transferred funds are to be expended remains unchanged; and WHEREAS, it is the desire of the City Council to appropriate$580,493 from unanticipated revenue in the Capital Projects Fund, representing a contribution from the Fort Collins/Loveland Water District, and authorize the transfer of existing appropriations in the Street Oversizing Fund ($591,655) and the Neighborhood Parkland Fund($7,618)to the Capital Projects Fund,to be used to construct improvements along Taft Hill Road at Overlook from Old Harmony Road north to W.C.R. 38E. NOW, THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That there is hereby appropriated for expenditure in the Capital Projects Fund, Taft Hill at Overlook capital project,the sum of FIVE HUNDRED EIGHTY THOUSAND FOUR HUNDRED NINETY-THREE DOLLARS($580,493),to be used to construct improvements along Taft Hill Road at Overlook from Old Harmony Road north to W.C.R. 38E. Section 2. That the unexpended appropriated amount of FIVE HUNDRED NINETY-ONE THOUSAND SIX HUNDRED FIFTY-FIVE DOLLARS($591,655)is hereby authorized for transfer from the Street Oversizing Fund to the Capital Projects Fund,to be used to construct improvements along Taft Hill Road at Overlook from Old Harmony Road north to W.C.R. 38E. Section 3. That the unexpended appropriated amount of SEVEN THOUSAND SIX HUNDRED EIGHTEEN DOLLARS ($7,618) is hereby authorized for transfer from the Neighborhood Parkland Fund to the Capital Projects Fund, to be used to construct improvements along Taft Hill Road at Overlook from Old Harmony Road north to W.C.R. 38E.
