RECOMMENDATION Staff recommends adoption of the Ordinance on Second Reading. EXECUTIVE SUMMARY The Colorado Tourism Office awarded the City a grant in the amount of $4,075, for volunteer training for the Fort Collins Welcome Center for the year July 1, 2003 to June 30, 2004. The City has contracted with The Fort Collins Convention and Visitors Bureau to operate this program. Ordinance No. 077, 2004, was unanimously adopted on First Reading on May 4, 2004. ORDINANCE NO. 077, 2004 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE GENERAL FUND FOR THE OPERATION OF THE FORT COLLINS WELCOME CENTER WHEREAS, pursuant to Resolution 99-097, the City contracted with the Colorado State Board of Agriculture acting by and through Colorado State University for visitor center space at the Environmental Learning Center/Visitors Center; and WHEREAS, the City currently has a contract with the Fort Collins Convention and Visitors Bureau ("CVB") for convention and visitor services; and WHEREAS, the CVB is now located in the Environmental Learning Center/Visitors Center where it operates a welcome center to welcome and attract visitors to Fort Collins; and WHEREAS, the Colorado Tourism Office amended the contract for the operation of the Welcome Center to add an amount of$4,075 for volunteer training; and WHEREAS, the City's Purchasing Agent negotiated for the addition of a new term in the contract with the CVB, namely the addition of further volunteer training; and WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations, in combination with all previous appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, City staff has determined that the appropriation of the Colorado Tourism Office grant funds as described herein will not cause the total amount appropriated in the General Fund to exceed the current estimate of actual and anticipated revenues to be received in that fund during the fiscal year. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated revenue in the General Fund the sum of FOUR THOUSAND SEVENTY-FIVE DOLLARS ($4,075) for expenditure in the General Fund for the operation of the Fort Collins Welcome Center for the fiscal year July 1, 2003 through June 30, 2004. Introduced and considered favorably on first reading, this 4th day of May, A.D. 2004 and to be presented for final passage on the 18th day of May, A.D. 2004. EXECUTIVE SUMMARY The Colorado legislature created the Colorado Tourism Board (the "Board") and authorized the Board to operate State Welcome Centers. The Board determined that the State Welcome Center for Fort Collins would be more efficiently and effectively operated by the City of Fort Collins. In August of 2000, the Colorado Tourism Office ("CTO") was created and was authorized to operate State Welcome Centers. .� M. The CVB, in addition to promoting tourism activity, operates the Welcome Center consistent with the City's Intergovernmental Agreement with the Colorado State Board of Agriculture acting by and through Colorado State University. The CTO amended the contract with the City for the operation of the Welcome Center for fiscal year July 1, 2003 through June 30, 2004 by adding $4,075 for volunteer training.
