EXECUTIVE SUMMARY 1. Does Council have questions with respect to the East Prospect Road Project's design, cost and schedule? 2. Does Council have enough information to formally consider approval of the design,schedule and budget for this project at the June 1 Council Meeting? BACKGROUND The East Prospect Road Improvements Project is part of the voter-approved`Building Community Choices Program" (BCC)funding package approved in 1997. The goal of the project is to improve safety for all modes of transportation along East Prospect Road from the Poudre River to Summit View Drive. The ballot language states in part that "The design, cost and scheduling of said projects shall be determined by City Council;provided, however, that no decision regarding the design or cost of any such project shall substantially change the essential character, or eliminate any of the components of said project...". 1. Desien The roadway design includes the following elements as stated in or inferred from the BCC ballot language: ✓ Bicycle lanes ✓ Two travel lanes ✓ A left turn lane ✓ A sidewalk ✓ Raised roadway to protect East Prospect Road from the 100 year flood ✓ An additional bridge to protect East Prospect Road from the 100 year flood ✓ Berm reinforcement work in Riverbend Ponds to maintain 100 year flood flows through the new bridge May 11, 2004 Page 2 2. Cost Appropriated funding for the project is $5,847,000. Estimated total project costs are $5,830,000. 3. Schedule The current schedule calls for the completion of final design and right-of-way acquisition by the end of 2004 and construction to begin in 2005 with estimated completion in twelve to eighteen months. ATTACHMENTS Transportation Board Recommendation City of Fort Collins Transportation Board Bruce Henderson, Chair City of Fort Collins MEMORANDUM TO: Mayor and City Council Members FROM: Heather Trantham,Vice Chair Transportation Board DATE: May 5, 2004 RE: East Prospect Road Project At its April 21'meeting, the Transportation Board discussed the East Prospect Road project. After hearing the staff presentation the Board elected 8-0, with three absent, to recommend • that Council approve the East Prospect Road Project plan. The Board would like to emphasize the following points: 1. Limiting the footprint of the roadway while maintaining the 115' right-of-way is very important due to the environmentally sensitive areas on either side of the roadway. 2. We are pleased that the construction of this project will be conducted such that the materials used for this phase will not be wasted if a second phase of the project is needed to widen the roadway at a later time. 3. The Engineering staff has done a good job of taking a team approach with this project by incorporating the Natural Resources staff on wetlands mitigation and the building of the trail to accompany the roadway. 4. All modes (pedestrian, bicycle and automobiles) are served by incorporating the trail, and if the trail continues to adequately serve these needs, the ultimate footprint of the roadway may be reduced by not building the adjoining sidewalks.
