RECOMMENDATION Staff recommends adoption of the Resolution. FINANCIAL IMPACT The Colorado Department of Transportation (CDOT) has awarded the City of Fort Collins a Congestion Mitigation and Air Quality (CMAQ) grant to extend the Mason Corridor Bicycle/Pedestrian Trail north from the Spring Creek Trail to connect to Colorado State University. The local matching funds for this new grant funding will be provided by existing Building on Basics (BOB) funds specifically intended for bicycle and pedestrian related projects. These funds have previously been appropriated into the Mason Corridor Project account as part of the Council approved Budget for 2008-09. Federal Funds (82.79%) $ 545,000 Local Agency Matching Funds (17.21%) $ 113,292 Local Agency Matching for CDOT - Incurred Non-Participating Costs 26,708 Total Budget: $ 685,000 This grant from CDOT will fund the final design,right of way,and construction costs for the Mason Trail extension Project, north from the Spring Creek Trail to connect with the Colorado State University campus. EXECUTIVE SUMMARY This Resolution will authorize the Mayor to enter into an agreement with CDOT for the City to receive the Congestion Mitigation and Air Quality(CMAQ) grant for the Mason Trail Extension Project. This grant from CDOT will fund the final design,right-of-way, and construction costs for this Project. The Mason Trail Extension Project will connect north from the Spring Creek Trail to February 19, 2008 -2- Item No. 22 the Colorado State University campus. This extension of the Mason Trail northward from the Spring Creek Trail is consistent with the adopted Master Plan for the Mason Corridor Project and completes the connection between the Fossil Creek Trail and Colorado State University, a distance of approximately four miles. BACKGROUND The Mason bicycle/pedestrian trail system will be a significant enhancement for the Fort Collins community,offering a convenient north/south route for cyclists and pedestrians along the Burlington Northern Santa Fe railroad corridor. This extension of the Mason Trail will finish the connection from the City's Fossil Creek Trail to Colorado State University, a distance of approximately four miles. This grant funding provided by CDOT, through the North Front Range Metropolitan Planning Organization(MPO),will fund the final design,right-of-way, and construction costs for the Mason Trail extension. The extension of the Mason trail northward from the Spring Creek trail is consistent with the adopted Master Plan for the Mason Corridor Project. The trail design will include a 12-foot concrete trail with soft shoulders for joggers/pedestrians,plus an at-grade signalized crossing of Prospect Road. The Project will serve pedestrians and cyclists of all ages and ability levels as well as minimize any impacts to the east/west vehicular traffic on Prospect Road. The Mason Corridor bicycle/pedestrian trail system,including this trail extension,will provide safe and direct connections for cyclists and pedestrians to the commercial, major employment centers, Colorado State University, civic activity centers along the Mason Corridor, as well a direct link to the Spring Creek trail. The design of the Mason Trail extension alignment has been closely coordinated with Colorado State University, the Colorado State University Research Foundation, and the property/business owners in the property area. The Mason Trail extension is scheduled for design and construction to be completed by the end of 2008. ATTACHMENTS 1. Map of Mason Trail Extension Project. NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Mayor is hereby authorized to enter into an agreement with CDOT in order for the City to receive grant funding in the amount of$545,000 with City matching funds in the amount of$140,000 for a total budget of$685,000 for the Mason Corridor Trail Extension Project.
