SUBJECT
Resolution 2008-015 Adopting the Recommendation of the Cultural Resources Board Regarding
Fort Fund Disbursements.
RECOMMENDATION
Staff recommends adoption of the Resolution.
The disbursements from funds in the City's Cultural Development and Programming account were
recommended by the Cultural Resources Board at its regular meeting of January 23, 2008 for Tier
#2 and Tier#3 applicants.
EXECUTIVE SUMMARY
The Cultural Development and Programming and Tourism Programming accounts (Fort Fund)
provide grants to fund community events. This resolution will adopt the recommendations from the
Cultural Resources Board to disburse these funds.
BACKGROUND
The guidelines for the Cultural Development and Programming and Tourism Programming accounts
(Fort Fund) provide a four-tiered funding system. Organizations may apply for grants from these
accounts to fund community events. Tier#1 was established as an annual programming fund for
organizations whose primary purpose is to present three or more public events annually. These
groups may apply for funding from Tier #1 each April. Tier#2 allows organizations that are not
eligible for Tier#1 support to apply for funding of events that are not fund-raising in nature and do
not generate more than$5,000 in proceeds after expenses. Tier#3 allows organizations that are not
eligible for Tier#1 support to apply for funding of events that generate more than$5,000 in proceeds
after expenses and are fund-raising in nature. Applications for support from Tier#2 and Tier#3 are
accepted each January and June. Tier #4 is the Cultural Entrepreneurial and Innovation Tier and
aims to encourage new,larger cultural projects,that help forward the goal of increasing Fort Collins'
identity as a cultural center and destination. Tier#4 applications are accepted in April.
No funds were distributed from the Tourism Programming Account(Fund 2) during this session.
These funds are primarily dedicated to funding Tier 4,the Cultural Entrepreneurial and Innovation
Tier to further the Board's vision of making Fort Collins a cultural center and destination.

A regular meeting of the Cultural Resources Board was held on Wednesday, January 23, 2008 at 3:00 p.m.
The following members were present:

III. Consideration and approval of minutes of December 17, 2007:
Mr. Steele made a motion to accept the minutes as amended.
Ms. Hixon seconded the motion..
Passed unanimously.

VI. "Rearing To Go" Community Art Round Up presentation by Cathy Jones, FCCVB and Wes Sargent
and Katie Hollingsworth from the Qualifier at the Fort Rodeo:
Following the presentation (see attachment) and the request for CRB support to expand the event, the
Board discussed possible sponsors of this project, how it could generate cultural tourism for Northern
Colorado and promote local artists, and the likelihood of the event being eligible for Fort Fund
granting.
VII. Fort Fund Tiers 2 & 3 —Discussion and Funding Recommendations:
Before funding recommendations began, the board addressed their concerns and opinions regarding
repercussions for organizations that have not turned in their final reports or proof of logo as stipulated
in their contracts. The Board then reviewed 20 Fort Fund grant applications and developed their
recommendations.

Ms. Hixon made a motion to submit recommendations for Fort Fund disbursements to City Council as
outlined in the attached spreadsheet.
Dr. Gaede seconded the motion.
Passed unanimously.
VIII. Approval of Annual Report for 2007: Ms. Stilwell will e-mail the final version to the Board for their
revisions and approval before sending it to the City Clerk's Office on January 31, 2008.

XII. Other Business:
Dr. Gaede and Ms. Wilmsen reported on their progress of talking to local organizations about setting
up and supporting a Business Workshop to promote culture and community building in Fort Collins.
Ms. Beck-Ferkiss reported on the SCFD's discussion regarding whether or not to put a proposal on the
2008 ballot.
Ms. Hixon requested the Board's consideration for a possible Tier 4 proposal. The Board
recommended that Fort Collins City Cable 14 apply for Fund Fund Granting under the other tiers for
support of their FortNight programming.
Ms. Stilwell will contact Rachel Herrera of Arts Alive to request a proposed agenda for the February
5th meeting for the Board members consideration.

RESOLUTION 2008-015
OF THE COUNCIL OF THE CITY OF FORT COLLINS
ADOPTING THE RECOMMENDATION OF THE CULTURAL
RESOURCES BOARD REGARDING FORT FUND DISBURSEMENTS
WHEREAS, the City disburses funds from the City's Cultural Development and
Programming Account and Tourism Programming Account in accordance with the provisions of
Section 25-244 of the City Code through its Fort Fund Program; and
WHEREAS,the City's Cultural Resources Board reviews applications for Fort Fund monies
and makes recommendations to the City Council in accordance with the provisions set forth in
Section 2-203(3) of the City Code, and administrative guidelines for the Fort Fund program (the
"Fort Fund Guidelines"); and
WHEREAS, pursuant to Section 25-244 of the City Code, the Cultural Development and
Programming Account was established for the purpose of funding cultural development and
programming activities and the Tourism Programming Account was established for the purpose of
funding tourist-related special events; and
WHEREAS,at its regular meeting of January 23,2008,the City's Cultural Resources Board
recommended funding for various proposals as set forth on Exhibit "A", which is attached hereto
and incorporated herein by this reference, based upon the criteria and considerations set forth in
Section 2-203 and the Fort Fund Guidelines; and
WHEREAS, the proposals recommended by the City's Cultural Resources Board provide
a public benefit to the Fort Collins community by supporting cultural development and programming
activities, and promote the utilization of public accommodations within the City; and
WHEREAS, the Council wishes to adopt the recommendations of the City's Cultural
Resources Board.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that funds in the total amount of THIRTY THOUSAND NINE HUNDRED FORTY SIX
DOLLARS($30,946)in the City's Cultural Development and Programming Account be distributed
in accordance with the recommendations of the City's Cultural Resources Board as set forth on
Exhibit"A".
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 19th
day of February, A.D. 2008.
