RECOMMENDATION Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT The Colorado Department of Public Safety, Office of Preparedness, Security, and Fire Safety has awarded Fort Collins Police Services a grant in the amount of $259,550 for the purchase of equipment which will enable the SWAT, Bomb, and Patrol Units to better respond to potential weapons of mass destruction events. No matching funds are required. EXECUTIVE SUMMARY Fort Collins Police Services has been awarded a grant (one of the seven cooperating agencies in Larimer County) from the State Homeland Security Program. Of the $924,089 received by various governments in Larimer County (Larimer County Sheriff's Office, Poudre Fire Authority, Larimer County Health Department, Estes Park Fire Department, Estes Park Police Department, and Colorado State University Police Department), Fort Collins Police Services has been awarded$259,550 to purchase: • Bomb detection, disarming, and protective equipment • Hazmat suits and breathing equipment • Communications equipment, and an • Equipment storage trailer In coordination with other area law enforcement, fire, and health agencies, Fort Collins Police Services equipment will provide a higher level of safety for officers that respond to bomb calls or to incidents where biological or chemical may be present. ORDINANCE NO. 012, 2004 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE GENERAL FUND FOR POLICE SERVICES FOR THE STATE HOMELAND SECURITY PROGRAM WHEREAS, the City of Fort Collins Police Services has received $259,550 from the Colorado Department of Public Safety, Office of Preparedness, Security, and Fire Safety (the "Grant'); and WHEREAS,the Grant will be used to purchase equipment which will provide a higher level of safety for officers who respond to bomb calls or to incidents where biological or chemical threats may be present; and WHEREAS, Article V, Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS,City staff has determined that the appropriation of the Colorado Department of Public Safety,Office of Preparedness,Security,and Fire Safety Grant funds as described herein will not cause the total amount appropriated in the General Fund to exceed the current estimate of actual and anticipated revenues to be received in that fund during the fiscal year. NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated grant revenue in the General Fund the sum of TWO HUNDRED FIFTY-NINE THOUSAND FIVE HUNDRED FIFTY DOLLARS ($259,550) for expenditure in the General Fund for Police Services Homeland Security Program. Introduced, considered favorably on first reading, and ordered published this 20th day of January, A.D. 2004, and to be presented for final passage on the 3rd day of February, A.D. 2004.
