RECOMMENDATION Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT The City has received a grant for the Victim Services Team from the eighth Judicial Victims and Law Enforcement(V.A.L.E.)Board in the amount of$36,800. These funds finance a part-time paid victim advocate who provides crisis intervention services. They also pay for some of the operation expenses needed to provide services to victims of crime. EXECUTIVE SUMMARY The Fort Collins Police Services Victim Services Team has been awarded an 18-month grant in the amount of$36,800 for the period of January 1, 2004 through June 30, 2005,by the Eighth Judicial District Victims and Law Enforcement (V.A.L.E.) Board to help fund services provided by this team. These funds will be used for a part-time paid victim advocate who provides crisis intervention services during weekday hours and is housed in the Victim Services Office. These funds will also pay for some of the operational expenses needed to provide 24-hour a day, 7-day a week services to victims of crime in our community. Previous V.A.L.E. grant awards received were $19,500 in 1998, and$19,000 for each year from 1999 through 2003. This particular grant was changed to an 18-month cycle, and will then run from July 1 through June 30 in future years. ORDINANCE NO. 010, 2004 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE GENERAL FUND FOR THE POLICE SERVICES VICTIM SERVICES TEAM WHEREAS,the City of Fort Collins Police Services has been awarded a grant in the amount of $36,800 from the Eighth Judicial District Victims and Law Enforcement (V.A.L.E.) Board to support the Police Services Victim Services Team (the "Grant"); and WHEREAS, the Victim Services Team provides crisis intervention, resource and referral services to victims of violent crime and to persons involved in other traumatic situations; and WHEREAS, the Grant will be used to compensate a part-time paid victim advocate as well as to pay for some of the operational expenses of the Victim Services office; and WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, City staff has determined that the appropriation of the grant funds from the V.A.L.E. Board to support the Police Services Victim Services Team as described herein will not cause the total amount appropriated in the relevant funds to exceed the current estimate of actual and anticipated revenues to be received in that fund during any fiscal year. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated grant revenue in the General Fund the sum of THIRTY-SIX THOUSAND EIGHT HUNDRED DOLLARS ($36,800)for expenditure in the General Fund for the Police Services Victim Services Team.
