SUBJECT:
Second Reading of Ordinance No. 94, 2000, Appropriating Unanticipated Revenue in the Capital
Projects Fund 1/4 Cent Building Community Choices Natural Areas Capital Project to be used for
Environmental Education Projects.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
In July 1996, the City Council adopted Resolution 96-85, supporting the Poudre/Big Thompson
Legacy Grant Application. From that application, Great Outdoors Colorado awarded $3.4 million.
The $50,000 for which appropriation is requested is an element of that grant covering
education/interpretation features in the Fort Collins area. Ordinance No. 94, 2000, which was
unanimously adopted on First Reading on August 15, 2000, appropriates $50,000 in the Natural
Areas 1/4 Cent Building Community Choices fund education project.

BACKGROUND:
The Poudre/Big Thompson Legacy Project was awarded $3.4 million, with over $15 million in
partner matches. The project involves partners all along both the Poudre and Big Thompson rivers
in natural area purchases,trail development,State Parks development,and education/interpretation
features. One of the education/interpretation elements was for features along the Poudre in the Fort
Collins area. This element was for a grant amount of$50,000 and a partner match of$80,000.
The completed project came in at $124,493 ($50,000 grant; $74,493 partner match). The specific
projects completed were the development of an identifying symbol that is available for partner-
sponsored projects along the rivers and interpretive signage at seven sites: Cottonwood Hollow

Natural Area, Riverbend Ponds Natural Area, Prospect Ponds Natural Area, North Shields Pond
Natural Area, Arapaho Bend Natural Area, Gateway Park, and Colorado State University's
Environmental Learning Center. The interpretive features focus on responsible fishing and on
highlighting various wildlife species that visitors to the sites may see.
Adoption of this Ordinance will facilitate reimbursement for expenditures on this grant element.
