SUBJECT
Items Relating to the Harmony Road and College Avenue Intersection Improvements Project.
RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading and adoption of the Resolution.
FINANCIAL IMPACT
The Harmony Road and College Avenue Intersection Improvements Project will be funded by a
combination of Building on Basics 1/4 cent sales tax funds, Federal funds, and State of Colorado
funds.
In 2007, CDOT awarded the City$1,200,000 in Federal funds and $220,000 in State funds for the
Harmony and College Intersection Improvements Project. Required Local Agency Matching funds
($249,450)are available in the Intersection Improvement Projects portion of the Building on Basics
1/4-cent sales tax.
The following table summarizes the project budget:
a. Federal Funds 82.79% of Participating Costs $1,200,000
b. Local Match 17.21% of Participating Costs $ 249,450
C. State Funds 100% - Contribution $ 220,000

EXECUTIVE SUMMARY
A. Resolution 2008-012 Authorizing the Mayor to Enter into an Agreement with the Colorado
Department of Transportation for the Design and Construction of the Harmony Road and
College Avenue Intersection Improvements.
B. First Reading of Ordinance No. 015, 2008, Appropriating Unanticipated Revenue in the
Capital Projects Fund-Building on Basics-Intersection Improvements and Traffic Signals
Capital Project for the Design and Construction of Improvements to the Harmony Road and
College Avenue Intersection.

This Resolution will enable the City to enter into a contract with the Colorado Department of
Transportation (CDOT) to receive State and Federal funds designated for the design, right-of-way
acquisition and construction of improvements for the Harmony Road and College Avenue
intersection. The Ordinance appropriates the funds received for this Project.
BACKGROUND
Harmony Road and College Avenue is one of the highest volume intersections in the City. The
intersection currently operates at a Level of Service D(50 seconds average delay)and is forecast to
be Level of Service F (95 seconds average delay) in 20 years. It is constrained on all four corners
by existing development,but incremental improvements will reduce delay, improve the pavement
surface, and provide better facilities for bicycles and pedestrians.
During the design portion of the project, analysis of the intersection will include evaluating a wide
range of potential improvements. A preferred alternative will be selected based on criteria including
cost, congestion reduction, safety improvement, and construction feasibility.
Staff plans to begin the engineering design work for the Project in 2008 with right-of-way acquisition
starting early in 2009. The construction schedule will depend on the alternative selected and on
right-of-way acquisition. It is currently anticipated that construction will begin in 2010. The
duration of the construction will be determined once the specifics of the improvements have been
finalized.

RESOLUTION 2008-012
OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE
COLORADO DEPARTMENT OF TRANSPORTATION FOR THE
DESIGN AND CONSTRUCTION OF THE HARMONY ROAD AND
COLLEGE AVENUE INTERSECTION IMPROVEMENTS
WHEREAS, the Colorado Department of Transportation("CDOT") has awarded the City
a grant in the amount of$1,420,000 with City matching funds in the amount of$249,450 for a total
budget of$1,669,450 for the design and construction of the Harmony Road and College Avenue
intersection improvements (the"Project'); and
WHEREAS, the intersection of Harmony Road and College Avenue is one of the highest
volume intersections in the City, currently operating at a Level of Service D and forecast to be
operating at a Level of Service F within the next twenty years; and
WHEREAS,the Project would reduce delay and improve the pavement service and provide
better facilities for bicycles and pedestrians at said intersection and is in the best interest of the City;
and
WHEREAS,the Council has determined that the proposed intergovernmental agreement with
CDOT for the design and construction of improvements to the Harmony Road and College Avenue
intersection is in the best interests of the City and should be executed.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Mayor is hereby authorized to enter into an agreement with CDOT in order for
the City to receive grant funding in the amount of$1,420,000 with City matching funds in the
amount of$249,450 for a total budget of$1,669,450 for the design and construction of intersection
improvements at the intersection of College Avenue and Harmony Road.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE CAPITAL PROJECTS FUND -
BUILDING ON BASICS - INTERSECTION IMPROVEMENTS AND TRAFFIC SIGNALS
CAPITAL PROJECT FOR THE DESIGN AND CONSTRUCTION OF IMPROVEMENTS
TO THE HARMONY ROAD AND COLLEGE AVENUE INTERSECTION
WHEREAS, the intersection of College Avenue and Harmony Road is one of the highest
volume intersections in the City, constrained on all four corners by existing development; and
WHEREAS,the aforementioned intersection currently operates at a Level of Service D(50
seconds average delay) and is forecast to be Level of Service F (95 seconds average delay) within
20 years; and
WHEREAS, design and construction improvements at the intersection of Harmony Road
and College Avenue(the"Project'), will reduce traffic delays, improve the pavement surface,
and provide safer facilities for bicycles and pedestrians; and
WHEREAS, design work on the Project will begin in 2008 with right-of-way acquisition
starting in 2009, and construction in 2010; and
WHEREAS,the Colorado Department of Transportation("CDOT")administers the federal
Congestion Mitigation and Air Quality Improvement ("CMAQ") grant program, a program that
supports local transportation projects that improve ambient air quality and attainment or maintenance
of compliance with the air quality standards of the federal Clean Air Act; and
WHEREAS, CDOT has awarded the City a CMAQ grant for the design, right-of-way
acquisition and construction of improvements of the Project; and
WHEREAS,the CMAQ grant is for$1,200,000 in addition to$220,000 in State of Colorado
funds; and
WHEREAS, as part of receiving the grant, the City is required to provide local matching
funds, totaling $249,450; and
WHEREAS, staff recommends using existing appropriations in the Capital Projects Fund-
Building on Basics - Intersection Improvements and Traffic Signals capital project to fund the
required local match; and
WHEREAS, the City Council adopted Resolution 2008-012, on February 19, 2008,
authorizing the Mayor to enter into an intergovernmental agreement with CDOT for the receipt of
CMAQ funds to be used for the design and construction of improvements to the Project; and
WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of the CMAQ grant funds
($1,200,000), administered through the Colorado Department of Transportation, and funding from
the State of Colorado($220,000),will not cause the total amount appropriated in the Capital Projects
Fund-Building on Basics-Intersection Improvements and Traffic Signals capital project to exceed
the current estimate of actual and anticipated revenues to be received during the fiscal year; and
WHEREAS, it is the desire of the Council to appropriate the sum of$1,200,000 in grant
funds and$220,000 in funds from the State of Colorado,in the Capital Projects Fund-Building on
Basics - Intersection Improvements and Traffic Signals capital project to be used to with existing
appropriations, totaling$249,450, for design and construction of improvements to the Project.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in the
Capital Projects Fund-Building on Basics-Intersection Improvements and Traffic Signals capital
project the sum of ONE MILLION FOUR HUNDRED TWENTY THOUSAND DOLLARS
($1,420,000) from the following sources:
Colorado Department of Transportation Congestion Mitigation
and Air Quality Improvement funds $ 1,200,000
State of Colorado funds 220,000
Total $ 1,420,000
to be used to with existing appropriations, totaling $249,450, for design and construction of
improvements to the Harmony Road and College Avenue intersection.
Introduced, considered favorably on first reading, and ordered published this 19th day of
February, A.D. 2008, and to be presented for final passage on the 4th day of March, A.D. 2008.
