Second Reading of Ordinance No. 007, 2008, Appropriating Unanticipated Grant Revenue in the
Form of Grant Proceeds From the National Park Service in the Cultural Services and Facilities Fund
-Trail of Northern Colorado Grant Project.
RECOMMENDATION
Staff recommends adoption of this Ordinance on Second Reading.
EXECUTIVE SUMMARY
The City was awarded a $100,000 grant from the National Park Service. This Ordinance,
unanimously adopted on First Reading on February 5, 2008, appropriates that grant money in the
Museum's Trails of Northern Colorado grant project.

EXECUTIVE SUMMARY

BACKGROUND
On December 1, 2007, the Museum received written notice that it had been awarded a $100,000
Preserve America Grant from the National Park Service. This Preserve America Grant will enable
the Museum and Natural Areas Departments to work cooperatively to develop educational materials
linking the cultural and natural heritage of the Fort Collins area trails.Educational materials include
trail maps, a proto-type web site, and curriculum guides for kindergarten through twelfth grade.
The Museum will utilize the grant funds to hire a Project Coordinator to oversee the product
development and to create the educational products.

ORDINANCE NO. 007, 2008
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE
FORM OF GRANT PROCEEDS FROM THE NATIONAL PARK SERVICE
IN THE CULTURAL SERVICES AND FACILITIES FUND - TRAILS OF NORTHERN
COLORADO GRANT PROJECT
WHEREAS, on December 1, 2007, the Department of Interior, National Park Service
awarded the Museum a $100,000 Preserve America Grant (the "Grant") for December 2007
through November 2009; and
WHEREAS, the Museum and Natural Areas Department will use the Grant to develop
educational materials linking the cultural and natural history of Fort Collins area trails including
Soapstone Prairie and other natural areas; and
WHEREAS, development of these educational materials will include trail maps, a web
site, and curriculum guides for students in kindergarten through twelfth grade; and
WHEREAS, the Grant proceeds will also pay for a contractual project coordinator to
oversee the development of the materials; and
WHEREAS, the terms of the Grant do not require local matching funds; and
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins permits the
City Council to make supplemental appropriations by ordinance at any time during the fiscal
year, provided that the total amount of such supplemental appropriations, in combination with all
previous appropriations for that fiscal year, does not exceed the current estimate of actual and
anticipated revenues to be received during the fiscal year; and
WHEREAS, staff has determined that the appropriation of National Park Service
Preserve America grant funds will not cause the total amount appropriated in the Cultural
Services and Facilities Fund - Trails of Northern Colorado grant project to exceed the current
estimate of actual and anticipated revenues to be received during the fiscal year; and
WHEREAS, it is the desire of the Council to appropriate the sum of$100,000 in National
Park Service Preserve America grant funds in the Cultural Services and Facilities Fund -
Northern Colorado Trails grant project to be used for the development of educational materials
for the Soapstone Prairie and other natural areas.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
FORT COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in
the Cultural Services and Facilities Fund - Northern Colorado Trails grant project, the sum of
ONE HUNDRED THOUSAND DOLLARS ($100,000), representing grant proceeds from the
National Park Service Preserve America grant program, to be used for the development of
educational materials for Soapstone Prairie and other natural areas.
Introduced, considered favorably on first reading, and ordered published this 5th day of
February, A.D. 2008, and to be presented for final passage on the 19th day of February, A.D.
2008.
