RECOMMENDATION Staff recommends the adoption of the Resolution. FINANCIAL IMPACT The Bohemian Foundation is awarding a$100,000 grant($50,000 in 2004 and$50,000 in 2005)to the City of Fort Collins to be used in lieu of youth bus fares. This grant should offset the projected increased revenue from 2004/2005 youth fares with no impact on the general fund. EXECUTIVE SUMMARY As a result of the Bohemian Foundation Grant, youth will continue to ride Transfort at no cost, which will help greatly to continue viable transportation for the community's youth.This grant will ensure that youth will have transportation to get to school, after-school activities, and jobs. The grant should encourage strong ridership on Transfort;prevent a financial burden on youth; provide a constant revenue amount to Transfort; and permit city staff sufficient time to work with other community agencies in developing a youth fare policy. At the November 18,2003 meeting the Council adopted Resolution 2003-126 establishing the youth fare at .25 cents per ride. The youth fare was scheduled for implementation on January 19, 2004. This Resolution would amend Resolution 2003-126 to change the youth (17 & under) fare to "no charge" for 2004 and 2005, with such fares to then be reconsidered by the Council for 2006 and subsequent years. RESOLUTION 2004-004 OF THE COUNCIL OF THE CITY OF FORT COLLINS AMENDING RESOLUTION 2003-126 SO AS TO ELIMINATE THE TRANSFORT YOUTH FARE WHEREAS, on November 18, 2003, the Council adopted Resolution 2003-126 making adjustments to the Transfort and Dial-a-Ride fares which included a Transfort youth fare of twenty five cents per ride; and WHEREAS,subsequent to the adoption of Resolution 2003-126,the Bohemian Foundation has awarded a grant to the City in the sum of$100,000 ($50,000 in 2004 and $50,000 in 2005) to be used to support Transfort expenses and enable the City to eliminate the previously established youth fare with no resulting negative impact on the general fund of the City; and WHEREAS,the City Council has determined that it is in the best interest of the City that the Transfort youth fare of twenty five cents per ride be eliminated. NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that Resolution 2003-126 is hereby amended so as to eliminate the Transfort youth fare of twenty five cents per ride for the years 2004 and 2005,with such fares to then be reconsidered by the Council for 2006 and subsequent years.
