SUBJECT:
Hearing and First Reading of Ordinance No. 150, 2000, Adopting and Determining the Effective
Date of the District-Precinct Map for the 2001 Regular Municipal Election.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading.
EXECUTIVE SUMMARY:
This Ordinance adopts the District-Precinct Map for the 2001 regular municipal election for the
purposes of(1)determining the eligibility for District Council offices for the April 3,2001 election;
(2)determining eligibility for any interim appointments to fill any District Council vacancies which
may occur after November 17, 2000; and (3) determining residency for voting in any special
municipal election conducted after November 17, 2000, except for any special municipal election
held in conjunction with a Latimer County Consolidated or General Election.
BACKGROUND:
Pursuant to Article II, Section 1 of the City Charter, no later than 180 days before each regular
biennial election (October 5, 2000), the City Clerk shall determine if the number of registered
electors in the District containing the lowest number of registered electors is less than 85% of the
number of registered electors in the District containing the highest number of registered electors.
If so,the City Clerk shall recommend to the Council changes to the District boundaries,which shall
be established by ordinance at least 120 days before the election(December 4,2000). This formula
for determining District boundaries was approved by the voters at the April 8, 1997 election.
As of September 20,2000,there are 90,366 registered City voters. District 3 has the highest number
with 17,400 voters, while District I has the lowest number with 14,143, or 81.28% of the voters in
District 3. These figures indicate that an adjustment of District boundaries is needed.
In order to adjust the District boundaries to meet the formula described above, and in an effort to
anticipate possible District boundary changes prior to the 2003 election, staff is recommending that
four precincts be moved as follows:
Move Precinct 57 (County Precinct 4238) from District 2 to District 4 (1510 voters)
Move Precinct 23 (County Precinct 4223) from District 2 to District 1 (781 voters)

Move Precinct 55 (County Precinct 4239) from District 3 to District 2 (1520 voters)
Move Precinct 65 (County Precinct 4322) from District 4 to District 5 (1345 voters)
These changes will cause District 2 to have the lowest number of registered voters(14,054),which
is 88.16% of the number of voters in the highest district, District 5 (15,941).
Although 5,156 voters are affected by the recommended changes,3,636 are not negatively impacted
because they currently would not be voting for a District candidate in 2001. Of those 3,636 voters,
2,126 will be moved into a District which will be electing a District candidate in 2001.
Unfortunately, 1,520 voters who are being moved out of District 3 into District 2 will be negatively
impacted because they did not choose aDistrict candidate in 1999 and will not be choosing a District
2 candidate until 2003. However, because District 3 has the highest number of registered voters
(2,162 more than the next highest District), this cannot be avoided.
Moving Precinct 55 from District 3 to District 2 would,by itself,achieve the 85%ratio. However,
when looking at the voter registration figures in each District and the growth patterns in the city,
additional boundaries adjustments are being recommended at this time with the hope that any
necessary boundary changes prior to the April 2003 election can be made without negatively
impacting voters.
The following table shows,by district,the number of registered electors for the April 1999 election
(provided for the purpose of growth comparison),the number of registered electors as of September
20, 2000, and the number of registered electors following the boundary adjustment recommended
by the City Clerk.

As required by Section 7-87 of the City Code, notice of the date, time and place of Council's
consideration of this redistricting ordinance was published on October 1 and 6(not less than 14 days
and not less than 10 days before First Reading). No comments were received in the City Clerk's
Office.
After this Ordinance is adopted, individual notices will be mailed to the households of the 5,156
affected voters advising them of the boundary changes and how those changes affect them.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
ADOPTING, AND DETERMINING THE EFFECTIVE DATE
OF,THE DISTRICT-PRECINCT MAP FOR THE
2001 REGULAR MUNICIPAL ELECTION
WHEREAS,Article II,Section 1 of the Charter requires that the City be divided into six(6)
Council districts, each representing one (1) contiguous, reasonably compact unit; and
WHEREAS, no later than one hundred eighty (180) days before each regular biennial
election,the City Clerk is to determine if the number of registered electors in the district containing
the lowest number of registered electors is less than eighty-five percent (85%) of the number of
registered electors in the district containing the highest number and, if so, the City Clerk is to
recommend to the Council district boundary changes,which shall be established by ordinance at least
one hundred twenty(120)days before the election; and
WHEREAS,the City Clerk,in reviewing the composition of the existing districts of the City,
has determined that District 1, which has the lowest number of registered electors, has less than
eighty-five percent (85%) of the number of registered electors in District 3, which has the highest
number of electors; and
WHEREAS, the City Clerk has recommended the following changes, which changes will
result in District 2 having the lowest number of registered electors,and District 5 having the highest
number or registered electors:
Move Precinct 57 from District 2 to District 4
Move Precinct 23 from District 2 to District I
Move Precinct 55 from District 3 to District 2
Move Precinct 65 from District 4 to District 5; and
WHEREAS, as a result of the aforementioned changes,the number of registered electors in
District 2 will be more than eighty-five percent(85%)of the number of registered electors in District
5; and
WHEREAS,the City Council wishes to clarify that the District-Precinct Map adopted for the
April 3, 2001 regular municipal election shall also be used (1) to determine eligibility for
appointment to fill any vacancy in Council office which may occur following the effective date of
this ordinance; and (2) to determine residency for voter registration purposes for any special
municipal election held following the effective date of this ordinance, except for any special
municipal election held in conjunction with a Consolidated or General Election conducted by
Larimer County.
NOW,THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the 2001 District-Precinct Map dated November 17,2000,on file in the office of the
City Clerk, is hereby adopted and shall be in effect for the following purposes:
(1) determining eligibility for District Council offices for the April 3, 2000
regular municipal election;
(2) determining eligibility for District Council offices for any interim
appointments to fill any District Council vacancies which may occur after the
effective date of this ordinance; and
(3) determining residency for voting purposes for any special municipal election
conducted after the effective date of this ordinance, except for any special
municipal election held in conjunction with a Consolidated or General
Election conducted by Larimer County.

NOTICE OFPROPOSED COUNCIL
® B 9 DISTRICT BOUNDARY CHANGES
Pursuant to the City Code and Charter,
the Fort Collins City Council will be
considering an Ordinance on October 17, 2000 to
amend the Council District boundaries. If approved,
the proposed amendment would make the following
changes:
Move Precinct 57 from District 2 to District 4
Move Precinct 23 from District 2 to District 1
Move Precinct 55 from District 3 to District 2
Move Precinct 65 from District 4 to District 5
Interested individuals are invited to comment on the
proposed boundary change at the October 17, 2000
City Council meeting, which begins at 6:00 p.m. in
the City Council Chambers, City Hall West, 300
LaPorte Avenue. Any registered elector desiring to
protest the proposed redistricting may file a written
protest setting forth with particularity the grounds of
protest. The notice of protest must be submitted to
the City Clerk's Office, City Hall West, 300 LaPorte
Avenue, P.O. Box 580, Fort Collins, CO 80522, no
later than Tuesday, October 10, 2000.
