HomeMy WebLinkAboutCOUNCIL - AGENDA ITEM - 10/17/2000 - FIRST READING OF ORDINANCE NO. 149, 2000, APPROPRI AGENDA ITEM SUMMARY ITEM NUMBER: 25 FORT COLLINS CITY COUNCIL DATE: October 17, 2000 STAFF: Craig Foreman SUBJECT: First Reading of Ordinance No. 149, 2000, Appropriating Prior Year Reserves in the Community Parkland Capital Improvement Expansion Fund for the New Skate Park at Edora Park. RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: Adoption of this Ordinance will result in an appropriation of $275,000 from prior year reserves (from fees for community parkland) to be used in the Capital Expansion Fund, with existing appropriations totaling $110,000, to construct a skate park at Edora Park. Maintenance funding for the skate park in the amount of $5,600 is included in the proposed 2001 General Fund budget. The expenditure for the Capital Expansion Fund will not delay the construction of the Southwest Community Park or any other planned Community Park. EXECUTIVE SUMMARY: The Parks and Recreation staff have been working with the youth of Fort Collins for over a year to develop a skate park. Earlier this year Council approved a $50,000 Great Outdoor Colorado grant for this project and also included the skate park as one of the projects in the Building Community Choices-Poudre School District package. The skate park will be located in Edora Park, south of the ballfields. New residents in the Edora Park service area contributed to the need for the skate park. The skate park will serve hundreds of skateboarders and rollerbladers. We expect the park will be very popular and will provide a fun, healthy recreational experience, especially for young people who may not be involved in more organized sports. The Edora skate park will be a quality park. The concrete skate park will contain skate features that are suitable for the beginner to the advanced skater. The park will serve a wide age range of youth. The concrete surface will require minimal maintenance and will hold up to the heavy use it is expected to experience. • The skate park is anticipated to cost no more than $385,000, including contingency. Funding for xf the project will be from several sources. This appropriation will bring $275,000 toward the " project from the Community Parkland Expansion Fee Fund. The Building Community Choices- r, Poudre School District joint project will fund $60,000. Existing appropriations of$50,000 in the DATE: October 17, 2000 2 ITEM NUMBER: 25 Capital Projects Fund will be used. An approved Great Outdoors Colorado grant of$50,000 will be funded once the project is complete and will be used to offset City appropriated funds. Staff also hopes to off-set costs through community fund raising efforts that are under way. The Parks and Recreation Board has reviewed this project and fully supports it. ORDINANCE NO. 149, 2000 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING PRIOR YEAR RESERVES IN THE CAPITAL EXPANSION FUND FOR IMPROVEMENTS RELATING TO A SKATE PARK AT EDORA PARK WHEREAS, the City of Fort Collins has recognized and addressed the issue of requiring future growth and new development to contribute its proportionate share of the cost of providing new capital facilities and infrastructure required to maintain the City's level of services to its residents; and WHEREAS,the City Council adopted Ordinance No.51, 1996,on May 21, 1996,amending the City Code by adding a new article pertaining to the imposition of capital expansion fees to be used to fund capital improvements for the library,community parkland,police services,fire services, and general governmental facility services; and WHEREAS,the capital expansion fees imposed under the provisions of the aforementioned section of the City Code, including a Community Parkland Capital Improvement Expansion Fee, went into effect on July 1, 1996,and the City has since been receiving said fees as a condition of the issuance of building permits; and WHEREAS, City Code Section 7.5-18 provides for annual fee increases in the capital improvement expansion fees corresponding to the increases in inflation based on the Denver-Boulder Consumer Price Index; and WHEREAS, on June 6,2000,the City Council adopted Ordinance No. 58, 2000, amending Section 7.5 of the City Code and adjusting the Community Parkland Expansion Fees to adequately fund the future provision of the same level of parkland services as is presently provided to residents of the community; and WHEREAS, City Code Section 7.5.28(a) requires that Community Parkland Capital Improvement Expansion Fee funds be used only for capital improvements related to the provision of community parks, as such improvements may be identified in the capital improvements plan for community parkland; and WHEREAS, Park Planning staff have identified the need to appropriate $275,000 of Community Parkland Capital Improvement Expansion Fees, to be used together with existing appropriations totaling $110,000 to construct a new skate park at Edora Park, at an estimated cost of$385,000; and WHEREAS,the development of new skate parks is identified in,and is consistent with,the Parks and Recreation Policy Plan adopted by the Council in Resolution 96-147 on December 3, 1996; and WHEREAS, Article V, Section 9,of the Charter of the City of Fort Collins (the"Charter") permits the City Council to appropriate by ordinance at any time during the fiscal year such funds for expenditure as may be available from reserves accumulated in prior years,notwithstanding that such reserves were not previously appropriated; and WHEREAS,it is the desire of the Council to appropriate the sum of$275,000 from prior year reserves in the Capital Expansion Fund for Community Parkland, to be used with existing appropriations totaling$110,000, to construct a new skate park at Edora Park. NOW,THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated for expenditure from prior year reserves in the Capital Expansion Fund, the sum of TWO HUNDRED SEVENTY-FIVE THOUSAND DOLLARS ($275,000) to be used to construct a new skate park at Edora Park. Introduced and considered favorably on first reading and ordered published this 17th day of October, A.D. 2000, and to be presented for final passage on the 7th day of November,A.D. 2000.
