EXECUTIVE SUMMARY
The Railroad Issues Study Group will present its findings and recommendations regarding citizen
concerns related to railroad operations in the City of Fort Collins. The charge of the Railroad Issues
Study Group was to develop the facts through discussions with knowledgeable experts and then
make recommendations to the City Council to mitigate the impacts of railroad operations.
GENERAL DIRECTION SOUGHT AND SPECIFIC QUESTIONS TO BE ANSWERED
Staff is not seeking direction from Council as this Study is presented only for Council's information.
The Study Group recommends the City sustain vigorous negotiation with the three railroads to solve
the conflicts noted in this report.
BACKGROUND
The Railroad Issues Study Group was authorized by the Fort Collins City Council in July 2007 to
examine railroad issues that impact Fort Collins. The Study Group was charged with developing the
facts and reporting its findings and any recommended actions that might alleviate the impacts.
Group members were selected by the City Manager. Citizen members were selected through an
application process. The Group met nine times beginning September 5, 2007 and concluded
December 10, 2007.

The Study Group identified five issues to address in this report:
• Hazardous materials shipments
• Rail line relocation
• Separated grade crossings
• Locomotive horn noise
• Blocked at-grade crossings
The Study Group has outlined in its final report the difficulty of exerting local control over railroad
issues. Federal statutes and regulations cover most activities of railroads, thus preempting local or
state control. However,the recommendations of the Study could help mitigate the impact of railroad
issues in Fort Collins. Among the key recommendations are the following:
• Conduct a Quiet Zone study to determine costs and ability to secure crossings to receive
Federal Railroad Administration Quiet Zone approval. Locomotives do not sound their horns
in Quiet Zones.
• Study and pursue potential alternatives to current switching operations that cause blocked
at-grade crossings in the Riverside Avenue corridor.
Dedicate a City staff position, or portion of a staff position, to supervise studies, report on

traffic and problems related to railroads, pursue relocation solutions, educate the public on
railroad issues and carry out other recommendations made in this report.
The report contains a total of 17 recommended actions that range from near term to long term efforts.
The recommendations include the call for a public education campaign to inform citizens about the
findings of the report.

Fort Collins Railroads
Fort Collins is served by the Burlington Northern Santa Fe Railway ( BNSF ). the Great
Western Railway ( GW ) and the Union Pacific Railroad ( l P ) . The BNSF mainline fi-om
Cheyenne to Denver generally bisects the City from north to south . It enters the City fi-om
the north just east of "I" imberline. turns due xycst to parallel Vine. then resumes Its
southerly direction at Mason Street .
The Union Pacific operates a branch line from Fort Collins to LaSalle. The line enters
Fort Collins from the south in parallel to Timberline Road . Riverside Avenue and North
College Avenue before terminating at the cement plant north of Laporte.
The Great Western operates a branch line fi-om Fort Collins to Greeley. via Windsor.
The line enters the City west of Timnath and parallels Riverside Avenue with
interconnections with the UP tracks between Prospect Road and College Avenue.
connects into the BNSF tracks east of College on the south side of Vine Drive. uses the
BNSF tracks to access the North Yard ( operated by GW ) and travels as far north as the
Anheuser Busch Brewery.
The Railroads played a key role in the early transportation picture of Fort Collins . They
continue to be an important part of the transportation mix . serving several industrial
customers in the city. However, most rail traffic transiting the city is destined for other
delivery points .
The City has worked with the railroads in recent decades on a variety of issues . Efforts
in the 1970s to construct a by- pass east of Fort Collins failed due to the high cost of the
project . A City Manager appointed committee dealt with railroad issues for three years in
the 111id- 1980s. disbanding when the BNSF and UP were close to finalizing an agreement
to move BNSF through traffic onto UP lines that parallel U . S . 85 . "That agreement fell
through . Working with BNSF did result in the removal of the downtown switching yards
located in front of the current Downtown Transit Center to the North lard on East Vine
Drive .
The railroads between 1995 and 2002 cooperated with the City in the Railroad
Consolidation Project . The main accomplishments of that project were 1 ) the BNSF and
UP cooperated to share tracks along .lefferson and Riverside: 2 ) they moved the railroad
yard operations to the North Yard : and 3 ) they constructed a connecting track just east of
College Avenue and north of Jefferson Street to allow for the railroads to connect with
the BNSF mainline without crossing and blocking College Avenue.
The follo\ying two maps show the raiload tracks that will be discussed in the rest of the
report . Map # l . the City Master Street Plan ( MSP ). shows the railroad lines as they relate
to the City streets . It also shorn s planned future grade separations to cross over or under
the railroad tracks . Map 2 is a color coded schematic drawing of the north Front Range
area that shows locations of the railroads and \yherc the tracks of the railroad companies
could possibly be connected . These points could be sites for interchanging cars .

Fort Collins is a city of more than 130. 000 people that is a national leader in Community
planning. smart growth . downtown rcdcyclopmcnt and energy efficiency . Citizens pride
thcrosch-cs oil the quality of life then have developed in this city located at the north end
of Colorado ' s Front Ramgc urban corridor. The population and business growth of Fort
Collins coupled with the ever increasing amount of• rail traffic within the urban area have
exacerbated rail issues of concern to Fort Collins citizens . Rail lines bisect both
residential and Commercial neighborhoods as well as the campus of Colorado State
University. 'rile successful redevelopment of downtown Fort Collins has led to upscale
urban housing being Constructed directly adjacent to mainline rail traffic . 'File result is an
ever growing concern with railroad issues among citizens . The goal of the Railroad Issues
Study Group is to share with the public the information developed through fact finding
discussions with knowledgeable experts and make recommendations to City Council on
possible solutions or mitigations to railroad problems .

Issue Is. Locomotive Horn Noise
Findings :
Increased noise from locornotivc horns has resulted in an increase in citizen complaints.
The issue has become more acute in the past two years clue to the increased amount of
train traffic. the resumption of night trains on the BNSF mainline that had been blocked
from crossing Warren Air Force Base in Chevenne at night following 911 1 and the 2006
Federal Railroad Administration ( FRA ) adopted regulations for the sounding of
locomotive horns .
The regulations resulted from Congressional legislation following a dramatic increase in
train vehicle accidents in states where local regulations had halted the use of locomotive
horns at crossings . The new FRA rule requires locomotives to sound their horn no less
than 15 seconds and no more than 20 seconds before entering an at- grade crossing. They
must sound their horn across the intersection until they have taken charge of the crossing.
The decibel level of locomotive horns was increased fi-om 96db to 1 1 Odb . Any change in
the regulation would require action by the Federal Railroad Administration or Congress .
The rule provides for two ways to exempt the locomotive from sounding its horn at ail at-
grade crossing.
The first is the creation of a Quiet Zone. While there are many requirements for these.
the City must conduct a safety study of the crossings to be included . The study would
chronicle a history of crossing safety and indicate what gating. signage. curbing or other
safety measures would be required to secure the crossing during the passage of a train .
The studv would have to demonstrate that the safety of the crossing would not be
compromised by the elimination of the locomotive horn . This alternative shows promise
for crossings both north and south of the downtown area . The requirements would make
it difficult to create a Quiet Zone in the mainline segment from Laurel to North College
due to the track passing through the middle of Mason Street . Reconstruction of the track
on Mason to realign the track and separate it fi-om traffic lanes by curbing is a possibility
that could advance a possible Quiet Zone downtown . The cost of performing a quiet zone
study is estimated to be between S25 .000 and S50. 000 . There are engineering firnis that
specialize in this work and provide tree estimates on what a study would cost . The Study
Group could not identify any grants available to help defray the costs of Quiet Zone
studies. and anticipates that costs would be borne locally.
To be put into effect . the Quiet Zone plan must be approved by the Colorado Public
Utilities Commission and the FRA . The FRA has created a Quiet Zone calculator that
provides guidelines for establishment of a Quiet Zone. The exact requirements will vary
with the different characteristics of the grade crossings but could include such
installations as full four-quadrant gates. curbing or tcncing. The railroads maintain that
the City would assume liability at the crossing if a Quiet Zone was created . Even with a
Quiet Zone locomotives would continue to sound horns for pedestrians or other dangers
on the track .

A second option to eliminate locomotive horns at an at - grade crossing is through the
installation of \Vayside Horns . These arc stationary horns installed as part of the crossing
sal Iety equipment . hi- lieu of the locomotive horn . NVayside Horns sowed when a train is
approaching. Wa } side horns are directional . focusing the reduced sound in alignment
with the affected street . This may reduce the level of horn noise in adjacent
neighborhoods . Prior to committing to a wayside horn option . field testing of sample
horns should be conducted . Following such a test . the City of Arvada found insignificant
benefit for the locations they tested .
Recommendations :
• Conduct a Quiet Zone study to include the following:
e Determine the crossings along the BNSF mainline that would quality for
designation as a Quiet Zone .
o Provide a cost /benefit analysis of installing Quiet Zone gates and other
safetv equipment at crossings.
o Outline financing options to purchase crossing equipment .
o Examine the possibility of wayside horns, their cost and their effect on
diminishing the area affected by locomotive horn noise.
o Examine the possibility of physical noise barriers near crossings
e Survey the public to determine their level of concern with locomotive
noise.
c Measure noise levels from passing trains to determine if they are within
the federal regulation limits .
o Measure compliance with the 15-20 second limit on horn soundings
c Determine the legal liability for crossing safety if a Quiet Zone is adopted
c Report on action and costs required to qualify Mason Street as a Quiet
Zone in the downtown area .
• Educate the public on the Federal Railroad Administration regulation that requires
the sounding of locomotive horns.
o Inform the public as to the costs of creating Quiet Zones or other
mitigation measures .
o Use the Neighborhood Resource Office as an outreach vehicle to
neighborhoods affected by locomotive hors noise.
• Inforn our congressional delegation of the public ' s concern for the effects of the
current locomotive horn regulations .
Issue 2 : Blocked At-Grade Crossings
Findings .
Blocked at -grade crossings along Riverside Avenue have become a major problem for
both north- south and east, wcst traffic in east Fort Collins . The at -grade crossings most
affected by rail operations are Mulberry Street ( UP /GW ). Lemay Avenue ( UP Gx\V ).
Prospect Road ( UP ) and North College ( BNSF ) . Blockage times have been monitored by
the Fort Collins Traffic Operations Department at the Lemayy crossing in 2007 and

revealed that blockages of longer than ten minutes were common and blockages as long
as 51 minutes have been recorded ( See Appendix B : Sample of Traffic Operations report
of blocked crossing, times ) . The effect on citizens has been noted by the nlill1CI-OUS
complaints filed with the City and the railroads. Citizens have reported traffic backing up
for more than one mile during blockages . Business owners have reported a significant
drop in sales during critical business hours. Medical offices have reported patients unable
to honor appointments . Most alarming. ambulance and fire responders have been trapped
in the gridlock caused by the long periods of blocked crossings ( See Appendix C : Sample
of Emergency Services Logs of Railroad incidents ) . The most critical concern is
transporting a patient to Poudre Valley Hospital for emergence care and the possibility of
the ambulance becoming trapped in the gridlock caused by a blocked crossing. To
Illlllnlli -ze response delays . PVH has based an ambulance at PFA Station 2 in City Park oil
west of the tracks since the 1970's. and more recently has been deploying an ambulance
to PFA Station 12 , north of the tracks. While these deployments aid a rapid response.
transportation of a patient to Poudre Valley Hospital can still be delayed by a blocked
crossing.
The increase in rail activity along Riverside Avenue has been fueled in large part by the
growth of industrial facilities in Windsor. The UP is moving shipments fi-onl Cheyenne.
through their LaSalle yard . and to Fort Collins for transfer to the GW which delivers the
shipments to customers in \Windsor. Since this switching operation began in the spring of
2006. the City has been working with the Union Pacific and Great Western railroads to
move their operations to another site. The two railroads have taken steps to reduce the
amount of switching that takes place along Riverside. UP trains arc now "blocked" in
Cheyenne. helping to reduce individual car switching in Fort Collins. The return of empty
cars has been moved to Milliken . UP has estimated those changes have reduced the
amount of rail activity along Riverside by 60 percent in the past year. However. the long
loaded trains carrying cars for both Fort Collins and Windsor customers require the
lengthy switching facility along Riverside for the transfer of cars between the two
railroads .
Alternatives were discussed with the three railroads . Moving switching operations to the
North Yard along Vine Drive is possible. but then could create the same problems with
crossings at Lincoln. Linden. Willow and the BNSF Lei-nay and Timberline crossings .
The GW and UP intersect in Kelinl . just east of 1 - 25 along U . S . 34. the location shown on
Map 2 . Car exchange at that point has not been practical due to the length of the current
trains . Exchanges involving only fewer than 32 cars arc possible at Kelinl without
blocking U . S . 34 for extended periods of time — and UP trains are generally more than a
mile in length . An alternative connection that does hold potential is a reconnection of the
GW Fort Collins-Windsor-Greeley line with the UP mainline in north Greeley See Map
2 ) . Such a connection would eliminate the need for indsor cars to pass through Fort
Collins .
At-grade crossings are blocked at times even when trains are not present . The City
estimates as many as one-third of the severe blockages are caused by malfunctioning
gates and signals. This causes dangerous behavior including citizens attempting to raise

gates manually and loss of respect for warning signals. Railroad repair crews often
require an hour or longer to respond and correct such problems .
Colorado does not have a statute that addresses the issue of blocked at - grade crossings .
While not directly mentioned in Federal Railroad Administration regulations. the
railroads have had success in overturning state and local laws limiting the period of time
an at -grade crossing may be blocked . The railroads have cited interstate commerce and
safety regulations that give them broad authority to operate their trains without regard to
local ordinance.
Recommendations .
• Assign a City staff position at the policy level to :
o Pursue relocation of s \\ itching operations that occur along Riverside
Avenue outside the Cite . Acceptance should be based on eventual
elimination of sidings along Riverside Avenue.
o To assist all parties in understanding the issue. this position should work
with Traffic Operations to monitor and collect data on blocked crossings.
and to report on difficulties caused by railroad operations .
o Prepare a mitigation report on relocation options, including a cost 'benefit
analysis .
e Educate citizens on their ability to directly report to the railroads the
malfunctioning of crossing gates .
c Determine the costs of locating railroad or contract personnel in Fort
Collins to provide rapid response to raise and repair malfunctioning
crossing gates .
c Involve and inform Transportation Board on railroad issues.
o Collect further data on blocked emergency traffic .
• lntorn our congressional delegation of blocked crossings problem .
• Direct Traffic Operations Department to look at :
o " Early warning" electronic advisory signage warning motorists to seek
alternative routes when a crossing is blocked ahead .
o Removing the center island on Lemay south of Riverside to eliminate the
current barrier to left turn traffic onto Riverside when the crossing is
blocked and through traffic lanes are stalled .
o Taking manual control of traffic signals from Traffic Operations control
center to facilitate traffic movement during blockages along Riverside
Avenue.
• Support state legislation that requires the Public Utilities Commission to develop
and enforce regulations for blocked crossings. recognizing a balance bethveen the
railroad business and businesses affected by blocked crossings .
• Work with local rail customers on ways to mitigate rail issues.

Issue 3 : Hazardous Materials 'Transport
Findings :
Railroad accidents involving hazardous materials have become a serious issue across the
nation . Tile amount of hazardous materials transiting the City of Fort Collins each day
can be significant . Through rail traffic carries such materials as sulfur. chlorine and
various petroleum based products. Most shipments of hazardous materials are passing
through the community and are not for local delivery. Rail shipments along the Riverside
Avenue branch lines involve only ethanol tank cars at this time.
There are many federal regulations in place regarding these shipments . Tank cars must
carry placards indicating the cargo on board . Tank cars carrying certain types of
hazardous substances must be separated by other cars to reduce risk . Railroads are not
allowed to park tank cars containing hazardous materials on sidings for more than 48
hours. However shipments of smaller amounts of hazardous materials contained in
boxcars are not required to carry placards.
Railroads are required to accept shipments of hazardous materials. They maintain that
shipping these materials by rail is safer than by truck . A tank rail car can hold the same
volume as three-and -one-half semi -trailer trucks. Hazardous materials experts add .
however. that shipping by truck allows control over what can be transported in which
road corridors .
First responders in Fort Collins are trained to deal with a hazardous materials spill or
leakage. The Poudre Fire Authority has a dedicated hazardous materials response
company alNva \ s on duty. All three railroads maintain an emergency response team .
While these capabilities are significant . a serious rail accident could overwhelm the
available forces .
Concerns or factors include :
• Chemical Hazards
c Organic vapors, gases. and particulates

Issue 4 : Railroad Relocation
Findings .
Ideally. rail traffic could be relocated from its routes through Fort Collins. As other
communities also have issues with railroads. a number of relocation possibilities have
been or are being studied . The Colorado Department of Transportation launched the
Front Range Rail Relocation Implementation Study in November 2007 . This is Phase
Two of the Front Range Railroad Infrastructure Project which is looking at relocating

eastern plaim .
Phase One. the Public Benetits and Cost Study, was completed in 2005 . That report
estimated the costs of rail relocation at 51 . 17 billion with a public benefit ranging
between 52 . 3 billion and 54 . 2 billion ( 2004 dollars ) . It projected an eastern plains
alignment that would carry trains south from Nebraska through Sterling. Fort Morgan .
Limon and Las Animas to points south .
Phase Two is designed to formulate a flexible package of projects acceptable to all
partners. fair and realistic funding plans based on public and private benefits and costs.
develop support of all stakeholders and identify environmental requirements . As Phase
Two begins. the focus of the Relocation Study appears to be removing coal train traffic
from the Denver- Pueblo corridor. Powder Basin coal currently is routed through Sterling
into Denver. rather than via the Burlington Northern Santa Fe mainline that bisects Fort
Collins . The Executive Director of CDOT has assured the City that the Phase Two study
will include mainline freight traffic on the BNSF and UP lines north of Denver.
A private colToration is looking into the construction of a road and rail by-pass of the
Front Range cities . Prairie Falcon Parkway Express project. commonly referred to as the
Super Slab. would construct a 210 mile turnpike and rail line from the Wellington area to
south of Pueblo. Their goal would be to cant' through freight traffic that currently uses
the BNSF mainline in Fort Collins and the Union Pacific mainline through Greeley.
A third possibility has also been given serious consideration . It involved transferring
BNSF traffic off their current Cheyenne- Fort Collins- Denver mainline to the Union
Pacific mainline through Greeley. The two railroads were unable to come to an
agrecmenl on sharing the UP track that parallels U . S . 35 through Weld County.
If through train traffic is moved off the BNSF mainline in Fort Collins it is unlikely the
tracks would be abandoned . There will continue to be local freight deliveries and traffic
could actually increase with a growth in local customers as has been the case with the
Great Western branch line. There is also the possibility that commuter rail connecting
Fort Collins with Denver will make use of the tracks in the future.
Recommendations .
• Designate a City staff member to participate in the Colorado Department of
Transportation Phase Two rail relocation study.
• Pursue relocation possibilities with regional partners .

Issue 5 : Grade Separated Crossings
Findings :
Concerns have long been held by residents about cross-town emergence traffic being
blocked by a stalled train on the mainline as well as the blockages along Riverside
Avenue caused by switching operations . One solution is grade separation .
Grade separated crossings are underpasses or overpasses that move vehicular traffic
over or under rail lines . Fort Collins currently has only one grade separated street
crossing — the Trilby underpass below the Union Pacific branch line. In addition . two
pedestrian crossings pass under the Union Pacific tracks at Vermont and at Prospect . On
the BNSF mainline. pedestrian underpasses exist just north of University Street and to
carry the Spring Creek Trail . A pedestrian overpass is scheduled for construction east of
the Federal Research Center campus in 2008 .
The Fort Collins Transportation Master Plan has identified nine at-grade crossings as
potential grade separated crossings :
• Mountain Vista ( BNSF )
• Timberline ( BNSF )
• Lemay ( BNSF )
• Drake ( BNSF)
• Trilby ( BNSF)
• Keenland ( UP )
• Trilby ( UP — widen existing underpass )
• Carpenter ( UP )
Not all at-grade crossings can be converted to grade separated crossings. Topography
and existing street lay-out are major factors in determining if a grade separated crossing
is feasible. It has been determined that the Mulberry and Lemay crossings of the UP and
GW would not be practical due to the close proximity of Riverside Avenue parallel to the
tracks.
Grade separated crossings are expensive. with estimates for projects in Fort Collins at
S10 million or more per crossing ( 2007 dollars) . In 2002 and 2004 Fort Collins voters
rejected tax increases that would have funded two grade separated crossings of the BNSF
at Lemay and at Drake.
There are also a great many benefits that can be realized from a separated crossing. Less
air pollution from idling vehicles, the cost to commerce of blocked access. fuel wasted in
gridlock situations and ease of movement for emergency responders .
Recommendations :
• Refer to voters a sales tax ballot issue dedicated to railroad issues that would fund
such measures as :

of local RTA funds for the construction of separated crossings .
