SUBJECT
Second Reading of Ordinance No. 018, 2004, Appropriating Unanticipated Revenue in the
Transportation Services Fund and Authorizing the Transfer of Appropriations For the Purpose of
Constructing Bicycle Lane and Streetscape Improvements along West Elizabeth Street Between City
Park Avenue and Shields Street.
RECOMMENDATION
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY
This Ordinance, which was unanimously adopted on First Reading on February 3, 2004,
appropriates unanticipated revenue of$219,000. Project improvements include the construction of
safer bike lanes, pedestrian crossings, and streetscape improvements along West Elizabeth Street
between City Park Avenue and Shields Street.
ORDINANCE NO. 018, 2004
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE TRANSPORTATION
SERVICES FUND AND AUTHORIZING THE TRANSFER OF APPROPRIATIONS
FOR THE PURPOSE OF CONSTRUCTING BICYCLE LANE AND
STREETSCAPE IMPROVEMENTS ALONG WEST ELIZABETH STREET
BETWEEN CITY PARK AVENUE AND SHIELDS STREET
WHEREAS, on August 20, 2002, City Council adopted Ordinance No. 097, 2002,
appropriating$307,000,representing Congestion Mitigation&AirQuality(CMAQ)funds from the
Colorado Department of Transportation ($246,762) and City matching funds ($60,238), to be used
to fund bicycle improvements along West Elizabeth Street between City Park Avenue and Shields
Street, and thereby mitigate traffic impacts resulting from the inability of the current roadway to
safely accommodate both bicycles and automobiles; and
WHEREAS, the Colorado Department of Transportation (CDOT) has awarded the City
$176,029 in federal Surface Transportation Program (STP) Metro grant funds, requiring a local
match to be provided by the City in the amount of $42,971, to be used with the aforementioned
CMAQ funds and City matching funds to construct safer bike lanes, pedestrian crossings, and
streetscape improvements along West Elizabeth Street between City Park Avenue and Shields Street
(the "Project"); and
WHEREAS, local matching funds required in order for the City to receive the STP funds,
totaling$42,971,have been identified and are available in the form of existing appropriations in the
Transportation Services Fund -Pavement Management Program; and
WHEREAS,the Project improvements will include relocating the existing curb to widen and
install seven-foot bike lanes, constructing center medians with a refuge area for a mid-block
pedestrian crossing, improved pedestrian crossings at intersections, landscaping, and upgrading
existing utilities; and
WHEREAS, the Project, scheduled to begin in May 2004, is being planned in conjunction
with Pedestrian Plan improvements to the sidewalks, and will be constructed during the Pavement
Management Program's scheduled street reconstruction of West Elizabeth during the Summer of
2004; and
WHEREAS, the Project is estimated to be completed by October 2004; and
WHEREAS, Article V,Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS,Article V, Section 10,of the Charter authorizes the City Council to transfer by
ordinance any unexpended and unencumbered amount or portion thereof from one fund or capital
project to another fund or capital project, provided that the purpose for which the transferred funds
are to be expended remains unchanged; and
WHEREAS, City staff has determined that the appropriation of the federal Surface
Transportation Metro funds as described herein will not cause the total amount appropriated in the
Transportation Services Fund - West Elizabeth Bike Lane project budget to exceed the current
estimate of actual and anticipated revenues to be received during any fiscal year; and
WHEREAS, it is the desire of the Council to appropriate the sum of$176,029 in Colorado
Department of Transportation federal Surface Transportation Metro funds in the Transportation
Services Fund - West Elizabeth Bike Lane project, and authorize the transfer of$42,971 in existing
appropriations in the Transportation Services Fund - Pavement Management Program to the
Transportation Services Fund - West Elizabeth Bike Lane project to construct safer bike lanes,
pedestrian crossings, and streetscape improvements along West Elizabeth Street between City Park
Avenue and Shields Street.
NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That there is hereby appropriated for expenditure from unanticipated revenue in
the Transportation Services Fund-West Elizabeth Bike Lane project,the sum of ONE HUNDRED
SEVENTY-SIX THOUSAND TWENTY-NINE DOLLARS ($176,029), upon receipt, from the
Colorado Department of Transportation,be used to construct safer bike lanes,pedestrian crossings,
and streetscape improvements along West Elizabeth Street between City Park Avenue and Shields
Street.
Section 2. That the unexpended appropriated amount of FORTY-TWO THOUSAND NINE
HUNDRED SEVENTY-ONE DOLLARS ($42,971) is hereby authorized for transfer from the
Transportation Services Fund-Pavement Management Program to the Transportation Services Fund
- West Elizabeth Bike Lane project to construct safer bike lanes, pedestrian crossings, and
streetscape improvements along West Elizabeth Street between City Park Avenue and Shields Street.
Introduced and considered favorably on first reading and ordered published this 3rd day of
February, A.D. 2004, and to be presented for final passage on the 17th ay of February,A.D. 2004.

budget consists of $307,000 of existing funds and $219,000 of unanticipated new funds. These
unanticipated funds are$176,029 federal grant monies and$42,971 local match funds provided by
the Pavement Management Program. These project funds will provide for the design and
construction of bicycle lanes, pedestrian and streetscape improvements for West Elizabeth Street
between City Park Avenue and Shields Street.

EXECUTIVE SUMMARY
This Ordinance appropriates unanticipated revenue of$219,000. Project improvements include the
construction of safer bike lanes, pedestrian crossings, and streetscape improvements along West
Elizabeth Street between City Park Avenue and Shields Street. Bike lane improvements will involve
relocating the existing curb to widen the street and install 7 foot bike lanes to replace the existing
4-5 foot bike lanes. Pedestrian and streetscape improvements include center medians with a refuge

area for a midblock pedestrian crossing, improved pedestrian crossings at the intersections,
landscaping, and upgrading existing utilities.
BACKGROUND
The West Elizabeth Street Project was approved by the City Council by Resolution 2002-065 and
Ordinance No. 097, 2002. Since this funding letter involves a City matching funds expenditure of
less than $50,000,it may be executed by the City Manager with the authority given him pursuant to

West Elizabeth Street between City Park Avenue and Shields Street is classified as a four-lane
arterial on the City's Master Street Plan. The existing right-of-way(ROW)of 80 feet is substandard
for all modes of transportation. Latimer County Urban Area Street Standards (LCUASS) require
four-lane arterials to have 115 feet of ROW, with 8 foot bike lanes. The modified "Constrained
Arterial"ROW standard is 102 feet with 7 foot bike lanes(approved by the City Engineer for limited
use where necessary due to unusual constraints of existing development).
The current roadway width of West- iz ,6th,4.reetfin40s^area isyust less than 60 feet from curb

t bike lane widths in this area v�` ' from r o t' eet, inclug a gutter and asphalt seam. Due
to the proximity of this street to TL_W St, lizabdfh Street is�CSne of the busiest bicycle routes in
the city. Bicycle traffic counts in this area total over 1,000 daily trips. The Fort Collins Police
Department reports indicate that this section of roadway accounts for the highest bicycle/automobile
conflicts and accidents in the city.
The concept of street improvements along West Elizabeth Street began as part of the Campus West
Community Commercial District Planning Study Report(2001) as well as the previous City of Fort
Collins Pedestrian Plan (1996) and Bicycle Program Plan (1995). These efforts identified many
inadequacies, including unsafe bike lane f= ' ies. c a continuous sidewalk system. The
plans recommended installing.�ontm bug geven o i co ele bike lanes,constructing a wider
continuous sidewalk system,and provid street ca"prove_ ents,such as landscaping and safer
pedestrian street crossings.
This project is being planned in conjunction with Pedestrian Plan improvements to the sidewalks,
and will be constructed during the Pavement Management Program's scheduled street reconstruction
of West Elizabeth Street.
