Resolution 2000-106 Making an Appointment to the Urban Growth Area Review Board.
RECOMMENDATION:
Staff recommends adoption of the Resolution.
EXECUTIVE SUMMARY:
The Intergovernmental Agreement between the Larimer County Commissioners and the Fort Collins
City Council established a Fort Collins Urban Growth Area Review Board to act as the single
recommending body to the Commissioners concerning development applications,for properties
located within the unincorporated portions of the UGA that are ineligible for voluntary annexation
into the city. The Board consists of two members appointed by the City Council, two members
appointed by the County Commissioners,and three members appointed by mutual agreement of the
Council and the Commissioners,who shall be residents of the Urban Growth Area(the area between
the City limits and the Urban Growth Area boundary).
There is currently one vacancy on the UGA Review Board requiring Council action. Larimer
County did not receive a sufficient number of applications to fill the three joint City/County
vacancies during last year's recruitment. In order for the Urban Growth Area Review Board to have
a quorum at its meetings, two appointments were made last year. Recruitment efforts were
continued by Larimer County and the Commissioners and Councilmember Mason are
recommending Mary Warring to fill the remaining vacancy.

RESOLUTION 2000-106
OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING AN APPOINTMENT TO THE URBAN GROWTH AREA REVIEW BOARD
WHEREAS,the Intergovernmental Agreement between the Larimer County Commissioners
(the"Commissioners")and the Fort Collins City Council(the"Council')dated September 7, 1988,
established a Fort Collins Urban Growth Area Review Board (the `Board"); and
WHEREAS, the Board is to act as the single recommending body to the Commissioners
concerning development applications for properties located within the unincorporated portion of the
Urban Growth Area that are ineligible for voluntary annexation into the city; and
WHEREAS, the Board consists of two members appointed by the Council, two members
appointed by the Commissioners,and three members appointed by mutual agreement of the Council
and the Commissioners; and
WHEREAS, a vacancy currently exists on the Board which is to be filled by joint
appointment by the Council and the Commissioners; and
WHEREAS, the Council wishes to make an appointment to fill the above referenced
vacancy.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the following named person be, and hereby is,appointed as a member of the Urban
Growth Area Review Board, filling a position designated for appointment by mutual agreement of
the City Council and the Larimer County Commissioners, with a term to expire as forth below:

As Lorimer County continues to grow I would like to be involved in part of the process that shapes the
community.
Briefly, what do you believe are the three most important
issues facing the Larimer County community at this time,
and how do you believe this board or commission can play
a role in addressing each issue?
The first is adequate public facilities and specifically how we ensure an acceptable level of service is
maintained. The second is agriculture and how it will be maintained and/or incorporated into the
community as Lorimer County continues to grow. The third is intergovernmental cooperation. All three
issues can be addressed by UGARB's careful consideration of these concerns when reviewing
development proposals.

My involvement with transportation issues both in the City of Fort Collins and in Lorimer County has given

experience will enhance my ability to assess potential beneftts and/or problems that new devetopment
Proposals might have on the county's transportation system.
